TOILET ROLLS PRODUCTION IN NIGERIA;THE OPPORTUNITIES.

In 2004, the federal government of Nigeria banned the importation of finished toilet
roll, serviette and face tissue in order to encourage local production of the product
and create the much needed employment.
Though much as been achieved in terms of local production, the market is still
experiencing a deficit in supply.
The nations annual toilet roll requirement as been estimated at 905 million units out
of which local production can only meet about 800 million units. The short fall in
supply translate to a market gap estimated at about three hundred and seventy five
million (N 375,000,000) annually in revenue and an investment opportunity for
savvy investors to exploit.
Opportunities also exist for the recycling of waste paper into jumbo reels used as
raw material for the production of toilet rolls.
The demand for toilet roll would continue to expand as the standard of living of the
over one hundred and forty million (140,000,000) population growing at the rate of
5. 7% per annum continues to grow.
Toilet paper is a soft paper product (tissue paper) used to maintain personal hygiene
after human defecation or urination. However, it can also be used for other
purposes such as absorbing spillages or craft projects. It differs in composition
somewhat from facial tissue, and is designed to decompose in septic tanks, whereas
some other bathroom and facial tissues do not.
The toilet roll production plant is a stationary one to be sourced locally. The plant is
made up of the core cutting machine, core gluing machine, jumbo reel winding
machine and band saw cutting machine.
The plant would be sourced from an experienced fabricator of plants in Nigeria,
hence, the durability of the plant and spare parts would not be a problem.
The production of toilet rolls involves the following processes. First, the core paper is
fed into the core making machine from two different rolls and glue applied. The core
pipe length is determined and cut. Jumbo reels are then fed into the jumbo reel
making machine with the core pipe from the core making machine.
The jumbo reel sheets are wound or wrapped round the reel to be made. The jumbo
reel sheets are wound or wrapped round the core pipe automatically by the reel to
be made.

This is now sent to the band cutting machine where the toilet rolls paper is cut into
the desired market size. The cut toilet rolls are then manually wrapped and
packaged in cellophane wraps, stapled and sent to the store, ready for sale.

Creating a thriving business in envelope making
Stationery making, as a key sub-sector under the paper and pulp sector of the economy, has one
strange characteristic that stands it out. This queer ambience is that it is usually viewed
condescendingly as a low-key business opportunity area, especially for those who believe in making
millions overnight. And ironically, it is about the most secured of all the sub-sectors in the paper and
pulp industry, especially in terms of risk ratio on investment. It has been described as having the
most consistent yield capacity with regard to returns on investments.
Envelope manufacturing is one peculiar segment under the stationery sub-sector. Operators
performances in this sub-sector have proved this view to be totally true, despite the challenges in the
economy.

surrounding the business.
She says the operational scale of the business depends on an individual investors financial muscle.
As a big time player, she says venturing into envelope manufacturing (of the kind that will meet
corporate organisational goals) requires millions of naira.
She explains, One may need much money, ranging from between N25m and N200m as a result of
the need to acquire the right machines, with modern technology that will deliver the right products.
Apart from money, she says there are some operational factors that should be well planned for
before venturing into the business. According to her, a good knowledge of the terrain is important, as
poor appreciation of the factors that determine operational success or otherwise in this business
segment may make nonsense of the plans and efforts put in.
For instance, the FAE Envelope maker says poor knowledge of what may be going on in the paper
and pulp industry may make any manufacturer take a wrong decision in the areas of product pricing,

market segmentation and product quality. This underscores the need for manufacturers to belong to
one of the relevant bodies in the sector. Although she says no formal training is rigidly needed, a gap
in the right flow of information can cause a serious hiccup.
It is also important to determine, first of all, the kind of market one is out to serve. This will
determine a lot of things, including the product profile, quality and volume. But it is also possible that
one can incorporate all sectors-individual and corporate. It all depends on ones capability, she
says.
The raw materials needed are partly imported and partly sourced locally. With the reactivation of the
Nigerian Paper Mill, Jebba, about a year ago, Okeowo says the problem of paper importation has
been brought under control, with its attendant foreign exchange implications. Imported raw materials
are now limited to ink and some other inputs, like gum. But she says these too have local
alternatives- a situation that now makes the business less challenging, compared with what used to
happen about three years ago.
Envelopes can be in the range of white and brown official envelopes; plain or peal; bag sizes and
other sizes, depending on formats and specifications.
With over 25 years experience on the business, Okeowo believes that the most critical challenge is
power, which eats deep into profits.
Once you are able to have a good location, the right business plan and a good concept on the
business niche, she says operation can start. She, however, warns that starting the business is not
as important as sustaining a good market share.
Boluji Awodiya is a small scale envelope manufacturer on Olowu Street, Ikeja.
To him, the maker of Good News Envelope says it is possible to begin with a start-up capital of
N100,000.
He explains, I operate here from this shop, with just these locally fabricated sealing and cutting
machines that cost me less than N60,000. I source my inputs like gum from the open market. All I do
mostly is to be here to give the right supervision so that the two boys that work with me do not mess
my work up.
Once you are known, and you are careful enough to sustain the market, your clients will grow. It all
depends on the quality of your finishing, stressing that a small scale operator does not need to
produce all sizes of envelopes.

I concentrate on small sizes and official envelopes, which I know are well needed by offices and
individuals. This, I believe, is my strength, he says, noting that fuelling generators all the time
retards growth.
