The companies Enelpower S.p.A. and Fisia Italimpianti S.p.A. have constituted a Consortium, hereinafter
named EPFI Consortium, and will jointly co-operate for the realization of Ras Laffan Power and Desalination
Project, an approximately 750 MW Combined Cycle Power Plant and a 40 MIGD Desalination Plant,
associated with relevant facilities, at Ras Laffan Industrial Area, QATAR.
This Project Procedure, according to the provisions set forth in the Project Quality Plan, defines the
identification system for equipment and components constituting both the power plant and the desalination
plant of Ras Laffan Project. The system adopted is based on KKS.
1.2
1.2.1
The definition of common terms are set forth in the Engineering, Procurement and Construction Contract
EPC Contract as per clause 1. Hereinafter the more used definitions are reported.
Client
means the KAHRAMAA Qatar General Electricity and Water Corporation and
any successor or assignee of KAHRAMAA including any pursuant to a novation to a
new entity or entities assuming certain obligations of KAHRAMAA in respect of power
and water in Qatar. KAHRAMAA has issued a request for the development,
construction and operation of the Ras Laffan Project on IPWP basis, that includes the
turn-key EPC Contract.
Employer
means AES Oasis Energy Inc. a company incorporated under the laws of DUBAI
having its postal address at P.O. Box 62843, DUBAI - United Arab Emirates, and its
legal successors in title.
Lenders
means the Banks and/or Financial Institutions and/or other persons that are party to
any of the Financing Agreement.
Engineer
means the Technical Adviser, if any, appointed by the Lenders to act as Engineer for
the purposes of the EPC Contract and designated and notified to the EPC Contractor.
Engineers Representative
means any representative of the Engineer appointed from time to
time by the Engineer.
EPC Contractor
means the Consortium EPFI between Enelpower SpA and Fisia Italimpianti SpA
whose tender has been accepted by the Employer and whom has been awarded the
EPC Contract for the Ras Laffan Project implementation.
EPC Contract
means the agreement between Employer and the EPC Contractor for the execution of
the Ras Laffan Project incorporating the Clauses from 1 to 51 (inclusive), the
Schedules and Appendices (including the Outline Design Specification) and all
Technical Documentation prepared by the EPC Contractor complying with the
requirements of Technical Documentation and Information (EPC Contract clause 21)
to be submitted to the Employer.
Plant
means a gas/oil fuelled combined cycle power generating and desalinated water
producing plant with a designated electric generating capacity of 750 MW and with a
designated desalinated water production capacity of 40 MIGD to be constructed at
Ras Laffan Industrial Area, QATAR as an integrated whole, comprising the Power
Facilities and the Desalination Facilities, whether taken-over or at any stage of
development and construction as part of the Works, including, regardless of the level
of development. Land, buildings, engineering and design documents, all energy
producing equipment and its auxiliary equipment, fuel storage and receiving and
handling facilities and equipment, Metering System, waste treatment and disposal
facilities, Interfaces and Terminal Points and all other installations.

means the land, spaces, waterways, roads, wells and any rights acquired or to be
acquired by the Employer at or in the region of Ras Laffan, QATAR for the purpose of
the Plant, through or below the ground in which the Works are to be carried out
including, those areas on which no part of the Plant is to be permanently laid-out or
constructed but which are provided or made available by the Employer for the EPC
Contractors use, including villages, townships and camps for the accommodation of
employees, offices, storage of the EPC Contractors equipment or assembly or prefabrication, all rights-of-way and access from public highways, and seaward access if
applicable as specified in the Outline Design Specification.
Sub-Contract
means any contract for any part of the Works awarded by the EPC Contractor to a
Subcontractor in accordance with the Contract.
Key Procurement Sub-Contracts means those Sub-Contracts to be entered into for the provision of the
specific item detailed in Schedule 12.
Subcontractor
means any person, including Vendors and Suppliers, to whom the EPC Contractor
has sub-contracted any part of the Works pursuant to a Subcontract.
Works
GTG Block
means the assembly consisting of : one GT with relevant Generator, their auxiliary
and associated systems for the simple cycle operation.
Power Block
means the assembly consisting of : two GTG Blocks, their HRSGs, one ST with
relevant Generator, associated systems and any other auxiliaries.
Facility
means the assembly consisting of : two Power Blocks, four desalination units and one
remineralization plant.
Dependable Capacitymeans the generating capacity expressed in MW of the GTG Block, Power Block,
Facility (power) and the gross water production expressed in m 3/day of the Facility
(water) at the reference conditions available at the delivery points.

hierarchically structured format with 4 breakdown levels (0 to 3) and fixed alphanumeric data character;
separate identification methods with engineering discipline specific rules by means of an uniform code
format for the three types of identification:
Process-related code
Process-related identification of systems and items of equipment according to their functions in
mechanical, civil, electrical, control and instrumentation engineering.
Point of installation code
Identification of point of installation of electrical, control and instrumentation devices in installation
units (e.g. in cabinets, panels, consoles, racks, etc.)
Location identification
Identification of location in structures, on floors and in rooms and also of free areas and
topographical stipulations (surface area grid)

PROCESS-RELATED IDENTIFICATION
The Identification Code is divided into different breakdown levels with different meanings, from left to right
in increasing order, starting from the Total Plant up to the Component.
In this way, depending on the kind of level (Plant, Function, Equipment Group, Process Equipment)
complete or part of the identification code can be used.
The structure of the identification code is the following, normally only up to the level 2 is used. Level 3 and
the field A3 of level 2 will be used only if required a complete unique identification at component level.

If two or more identical systems are to be identified in an entire plant (e.g. 4 HRSG plants, 4 Gas Turbines,
4 GT Generators, 2 Steam Turbines, 4 Desalination Units etc.) these are distinguished by means of the plant
unit group (prefix F0).
Systems common to the plants are identified with the plant unit group (prefix F 0) =0 (zero).
Each plant unit group only applies in the area of the function concerned and always relates to alphabetical
digits (F1 F2) following it.

The three alphabetical characters of this breakdown level are used to identify the Main Groups F 1, the
Groups F2 and the Subgroups F 3 of systems and building structures; relevant codes are listed in the
Attachment 1.
The structure of this field may vary its length starting from 1 digit for the main groups, up to 3 digit for the
subgroups or structures. For the main groups and groups of systems the code fields concerning the missing
digits are really filled with the blank character (_), e.g. the main group POWER TRANSMISSION AND
AUXILIARY POWER SUPPLY is identified with the code B__, and the group STEAM TURBINE PLANT is
identified with the code MA_.

The two numerical digits (F N) are of no significance as far as classification is concerned, but number and
subdivide the subsystem coded within the alphabetical digit (F 3).
In order to guarantee univocal numbering for all the items included within the power block systems for which
more than one Supplier is responsible (i.e. steam, water and so on)), the numbering code field can be
divided and settled in ranges: this subdivision must be part of an agreement.
3.3
The first two alphabetical characters (A 1A2) are used to identify apparatus, equipment, circuits, etc.
For the main groups of the Equipment Units (A 1)shall be used the following codes :

This breakdown level identifies components of the Equipment Unit (e.g. switches, pushbuttons, relays etc.);
the code is made up by two alphanumeric characters and by two numeric digits.
The first alphanumerical character, as well as for Level 2, identify the Main Groups of Components for which

The third part (F N) is constituted by two numerical digits used for numbering subdivision of installation units,
starting from 01 up to 99 (redundant zeros shall be written).
Numbering subdivision begins anew every time one of the preceding codes F 0 or F1F2F3 change.

Installation space is identified by mean of the associated planar coordinates of installation unit place where
devices are installed.
It is constituted by a vertical coordinate (field A 1A2) identifying the installation row and by a horizontal
coordinate (field AN) identifying the installation column in which the unit has been subdivided.
The field A3 is normally not necessary and is used only when further subdivision, e.g. spatial distribution,
shall be added for a unique identification.
Code A1A2 is an alphabetical array of one or two digits, normally only one digit is used starting from letter
A.
Code AN is a numeric array from one up to three digits, as necessary, depending on the number of columns
to be identified. Up to 9 columns only one digit is used; if two or three digits are used the redundant zeros
shall be written (e.g. 01, 02 ; 001, 002, ).
Code A3 is an alphabetical digit; when used the counting starts from letter A up to Z.

The direction of numbering is vertical, from the lowermost floor to the upwards.
Numbering subdivision begins anew for each structure.
5.3
The room code is used to identify physically separated or fictitious rooms and place in structures and
Station areas.
It is constituted by the following three fields code:
Code A1A2 is an alphabetical array of one digit for the room or place classification; the following letters shall
be used:
R = Room physically separated
F = Fictitious room
S = Fire area
Code AN is a numeric array of two or three digits, as necessary, depending on the number of rooms/places
to be identified. Up to 99 rooms/places only two digits are used. The redundant zeros shall be written (e.g.
01, 02 ; 001, 002, ).
The field A3 is normally not necessary and is used only when further subdivision of room number is needed.
Code A3 is an alphabetical digit; when used the counting starts from letter A up to Z.

The automation system is divided into functional groups/subgroups according to functionally associated
process sections.
The structure of the automation functional groups is showed in the following figure 6.1 and is made by :

CONTROL ROOM
All control room boards, consoles, video stations, computer units, printer
units will be identified. All control and instrumentation components mounted
on the control room boards will also be identified.

Signal identification
every signal that requires the planning of the electrical wiring and thus all of the interface signals with
the terminal board;
