Summary of Election Management for General Election to Legislative

Assemblies of 5 States of Uttar Pradesh, Uttarakhand, Manipur,


Punjab, Goa, 2012

Schedule
The Commission had announced election to the five States of Uttar Pradesh, Goa,
Manipur, Uttarakhand and Punjab on 24th December 2011. Polls were held in
Manipur on 28th January 2012 and in Punjab and Uttarakhand on 30th January,
2012. Polls were held in Uttar Pradesh in seven phases on 8th February, 11th
February, 15th February, 19th February, 23rd February, 28th February and 3rd March,
2012. Polls were held in Goa on 3rd March, 2012 along with 7th Phase of UP.

In Nutshell
Satisfactory completion of polling in 5 States.
Peaceful, incident-free elections except one unfortunate incident in
Manipurand greater participation by voters in all States with all-time
record turnout in Uttar Pradesh, Uttarakhand, Punjab and Goa.
Impactful battle against money power.
Some historic, unprecedented achievements.
Efficient and secure arrangements in place for counting and
declaration of results.

The Commission would like to thank the voters who came out in large
numbers to participate in the polls. The Commission would like to place on
record its appreciation for the hard work done by polling teams, police
forces including CAPF and State Police of all the five States.
Commission appreciates the CEOs and associated officers and staff,
particularly the District Collectors, SPs and all Observers and thanks
all stakeholders - political parties, civil society, media and the citizens
for this spectacular success. It records its gratitude to the Ministry of
Home Affairs, Ministry of Defence, Ministry of Railways, Ministry of
Information an Broadcasting, Ministry of Youth Affairs, and HRD
Ministry, All Universities, colleges and schools in the five states, AIR,
Doordarshan, NSS, NYKS, NCC, Scouts and Guide, CBDT,
Investigation Directorate, NIC for support in technology, Banks and
Corporate Houses, and concerned State Governments for their
support in conduct of elections.

3. Protection to vulnerable Groups The Commission makes special efforts to


give protection to vulnerable group. Officers visit hamlets where vulnerable
communities live and understand possible threats from them. Voters who
are intimidated are given protection. Confidence building measures like
additional force deployment are used. Senior officers interact with them
often. If necessary police escort is provided to them to go to the polling
station. Persons who are likely to intimidate them are also identified and
preventive action is taken against such persons.

4. Law and Order


a. Arms Deposited 9,05,228, this is 62.84% of total licensed arms in
this area
(Uttar Pradesh - 658297 arms deposited out of 1075497 which is
61.21%, Punjab - 217923 arms deposited out of 295371 which is
73.78%, Uttarakhand - 23795 arms deposited out of 49152 which is
48.41%, Goa - 4596 arms deposited out of 4596 which is 100%, Manipur
- 617 arms deposited out of 15851 which is 3.89%)

5. Enforcement
a. MCC
Enforcement of model code has been very strict. This can be seen
from the figures of search and seizure etc. In addition 4,364 FIRs
were lodged (Uttar Pradesh - 3507, Punjab - 368, Manipur - 227, Goa
- 138 and Uttarakhand - 124).

b. Expenditure
Firm measures for controlling excessive use of Money Power:
Flying Squads, surveillance team to seize any movement of
unaccounted for cash. Investigation Directorates of Income Tax
Department was deployed to keep vigil over movement of cash
and Air Intelligence Units were asked to keep close watch on cash
movements through aircrafts and helicopters
Total Cash sizure: - 52.02 Crores (Manipur- 0.47, Punjab
12.13, UP- 37.46, Uttarakhand 1.36, Goa 0.60)
State Excise authorities were asked to watch and report daily on
production, distribution and stock of liquor, liquor movement
across the state borders and to take action:
Liquor 7.73 lakh Liters (Manipur- 17,448 litres, Punjab 3.57
lakh litres UP- 3.56 lakh litres Uttarakhand 12,778 litre , Goa
31,070 litre)
Surveillance was also kept on movement of drugs in Punjab,
Manipur and Uttar Pradesh with help of Narcotics Control Bureau
and BSF. Following seizure has been reported:

6. Paid News
The problem of Paid News was dealt strictly through three tier Committees
at district, state and ECI levels. District level MCMC worked 24X7 for taking
suo-moto notice and also to receive and enquire in to complaints.
Examination of several cases is still on.

a. Highest Ever Turnout The turnout of voters is the highest ever,


and historic records in all the States except Manipur, where it is
higher compared to last Parliamentary election.
i. In Punjab the turnout is 78.57% (record) which is 8.43%
increase over 2007 turnout when it was 72.12%
ii. In Uttarakhand the turnout is 67.89% (record) which is 6.15%
increase over 2007 turnout when it was 63.96%
iii. In UP, polling in the seventh phase today has been tentatively
62%. This makes the overall turnout in the UP General Election
approximately 60%, which is 30.23% increase over 2007
turnout when the was 46.07%
iv. In Goa, the turnout is 81% which is an all time high and is an
increase of 14.87% over 2007, when it was 70.51%.
v. Only in Manipur there is a decrease in turnout from 84.83% in
2007 to 79.41% this year. This is because of a conscious effort
on the part of ECI to prevent bogus voting. This turnout is still
higher than last Lok Sabha elections (77.13%).

b. High Turnout of women voters In Uttar Pradesh Turnout of


women increased by 42.77%. It has increased to 59.85% in 2012
from 41.92% in 2007. It is more than the turnout of men which is
57.82%. Similarly in Uttarakhand there is an increase of 6.88% in the
turnout of female voters which has increased to 68.84% in 2012 from
63.81% in 2007. It is higher than the turnout of male voters, which is
65.74%. This is especially significant in view of the adverse gender
ratio of voters in UP which is 816 women to 1000 men and in
Uttarakhand, where it is 912 women to 1000 men. In Manipur also,
women outnumbered men as the number of women voters was
6,94,893 against 6,31,223 men voters.
c. High turnout in Urban Areas For the first time in the country the
problem of urban apathy has been handled with good effect. There is
a marked increase in voter turnout in urban areas. Some examples
are:
i. Lucknow city has shown an increase 81.3% in turnout, which
has increased from 29.32% in 2007 to 53.16% in 2012.
ii. Mathura has show an increase in turnout of 65.32%, which has
increased from 44.65% in 2007 to 64.62%
iii. Ghaziabad has show an increase in turnout of 63.15%%, which
has increased from 33.03% in 2007 to 53.89%
iv. Allahabad City has show an increase in turnout of 51%, which
has increased from 30.86% in 2007 to 46.60%
v. Gautam Buddha Nagar it was 43.67%, which has increased to
55.36% in 2012, which is 67.11% increase.
vi. Amritsar has shown an increase in turnout of 22.56% which
has increased from 66.98% in 2007 to 71.86% in 2012.
vii. Hardwar has show an increase in turnout of 20.6%, which has
increased from 65.67% in 2007 to 75.46%
viii. Dehradun has show an increase in turnout of 13.8%, which has
increased from 58% in 2007 to 67%

ix. Ludhiana has shown an increase in turnout of 13.71% which


has increased from 69.29% in 2007 to 75.98% in 2012.
x. Jalandhar has shown an increase in turnout of 5.38% which has
increased from 73.63% in 2007 to 75.57% in 2012.
d. Youth turnout The turnout of youth, especially of newly eligible
and registered in the 18-19 age group has been widely reported.
They became the enthusiastic face of electoral participation. We do
not have the figures yet.
e. Special Achievements of Uttar Pradesh (Till sixth Phase)
i. All districts except one have a turnout of more than 50%. Of
these 28 districts have more than 60%. In 2007 only one
district had reached the 60% mark.
ii. Firozabad District recorded the highest increase in turnout in
the country from 44.33% in 2007 to 63.97% in 2012, which is
98.33% increase.
iii. Two districts have more than 70% turnout. These are
Saharanpur 70.89% and Lalitpur- 72.65%.
iv. Nakur Assembly Constituency in Saharanpur has a turnout of
76.70%
v. In absolute numbers 1.93 cores more voters have cast their
votes which is a 43.17% increase over the previous figure of
4.47 crore in the same area in 2007 which is 6.4 Crores in 2012.

b. Voter Facilitation
i. Distribution of photo voter slips made bastas of political
parties irrelevant. One interesting factoid is that 74 % voters
voted on the basis of EPIC, 24% voted on the basis of photo
voter slip and only 2% voted on the basis of alternative identity
documents.
ii. Fool proof Security measures
iii. Making registration and voting friendlier like Online
submission of applications for registration; SMS based
registration update/ query responses; Voters Helplines in
Districts and at State level; national Helpline number 1950;
Know your BLO service; separate queues for women at
Polling Stations; ramps for the differently-abled voters; EVM

awareness; interactive websites of State CEOs offices and


DEOs offices; etc.
iv. In UP 390 Voter service centers at district and Tahsil
headquarters
v. In UP - Voter help desk in all degree colleges
vi. Technology was used to provide facilitation to voters
1. 24X7 call center 1950 toll free number. More than
25000 complaints were registered. Only 1800
complaints are pending for disposal now.
2. Web search for names of voters in all State
3. Facility to print voter slips from the internet in UP.
4. In UP SMS based query for name search of voters. You
can SMS your EPIC number to 9212357123. You will get
information about your polling station by a return SMS
5. All urban Polling Stations in big cities covered under GIS
mapping.
9. Use of Rule 49 O - Total 3838 persons have used 49-O (Uttar Pradesh 2939, Punjab 439, Uttarakhand 249, Manipur -37, Goa - 174). Polling
officers were briefed and advised to facilitate.
10.Counting Arrangements - Counting will be done on 6th March for all the
five States. There will be separate counting halls for all the 690 Assembly
Constituencies. Counting will be done at 168 locations (Uttar Pradesh -72,
Punjab -52, Uttarakhand 16, Manipur -12, Goa- 3) Candidates and their
elections agents are allowed inside the counting hall. Counting agents of
candidates are allowed at each counting table. Videography of counting
process is done in each hall.
Recent Instruction for counting
Commission has recently modified instructions of video recording of the
display of each EVM and its display on large screens for each table because
these instructions were not found to be practical, as it will result in too

many wires in the counting hall which may get entangled, and also in many
small places such large number of video screens are not available. However
Commission has given instructions that the display of the EVM shall be
shown to the satisfaction of counting agents, and if necessary the counting
supervisor shall hold the EVM up for easy viewing of the display by the
counting agents. Full security arrangements have been made for counting.
Counting will be done in the presence of counting observers. There will also
be micro-observers for counting and in each round two EVMs will be
recounted by the micro-observers. Round wise result sheet is signed by the
RO and observer jointly and round wise result is announced loudly by the RO
and written on a large black board/white board in the counting hall.
