JOB DESCRIPTION:
JOB SUMMARY:
Under the direction of an assigned supervisor, perform a variety of complex and independent
duties involved in the management of large-scale engineering geographic information systems
(GIS), databases and hydraulic model. Operate and maintain various utility information systems
for data analysis, and graphic representation utilizing applicable standards, specifications and
practices.
Assist the Water Utility Engineering Section in the preparation and maintenance of utilities plans
and standards using AutoCAD. Communicate with and provide technical information to City
personnel and to outside customers and other agencies regarding GIS systems, databases, and
hydraulic modeling.
JOB DUTIES/RESPONSIBILITES:
Essential Functions:
Perform a variety of complex and independent duties involved in the management of
large-scale engineering geodatabase systems.
Design, operate, and maintain various complex data sets for various utility systems to
assure compliance and compatibility with overall GIS System.
Prepare, develop and maintain various complex databases and geodatabases for use in
engineering, asset management and other data needs including development and
maintenance of schema for those databases and geodatabases.
Interpret complex engineering plans and documents to transfer asset and system
information to geodatabases and databases.
Synthesize information from various databases, including Springbrook utility billing
system, maintenance management system, advanced metering infrastructure system and
the water supervisory, control and data acquisition system for analysis, modeling, asset
management, and regulatory reporting requirements.

Collaborate in implementing GIS related programs with City staff and outside agencies for
planning, design, project development, asset management and other functions.
Act as sections representative for City-wide GIS coordination.
Create mapping products from GIS and non-GIS data that can be utilized for both planning
and engineering purposes.
Use software applications to maintain and create electronic files used to print hard copy
map books.
Operate complex automated computer-aided drafting (CAD) and geodatabase related
software and hardware; automated plotting equipment for City mapping products, design
plans and standard details.
Use GPS equipment in the field and GPS office software to gather information to update
the GIS.
Develop and maintain links between various databases and software applications and test
new software applications.
Operate and maintain the Utilitys drinking water quality database and aquifer water level
database.
Assist in the development, maintenance and application of various hydraulic system
models for Utilities including updates to data as well as running of model for results, under
the supervision of an engineer.
Assist the City Webmaster in posting, creating and maintaining various mapping and data
products for the Intranet and Internet.
Maintain a variety of office and engineering records and reports related to civil engineering
programs and activities; and for update of annual reports and budgets.
Perform related duties as assigned.
EDUCATION and EXPERIENCE:
Any combination of two years college-level course work in civil engineering and drafting or a
two-year engineering technology certificate from an accredited institution; and four years
increasingly responsible civil engineering experience to include experience in GIS, databases and
related-work using ESRI products including ArcMap, ArcView, ArcSDE, ArcPad, Trimble products.
Experience in AutoCAD, AutoCAD Map 3D and AutoCAD Raster Design relating to the design of
public works and utilities projects, preferred.
Associates Degree from an accredited institution with emphasis on GIS, Geography, Information
Systems, Computer Science or Civil Engineering, preferred.
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS:
Ability To:

Convert spatial data into digitized formats utilizing current GIS technologies.
Research, compile, and summarize statistical data and information materials.
Manipulate and manage relational and non-relational databases.
Research and interpret engineering drawings, land record data, infrastructure data, aerial
imagery and related GIS rendering.
Compile and analyze statistical and technical information, maps, research data and other
pertinent data.
Use various programs and programming objects to create data retrieval, report, and map
applications
Operate CAD and geodatabase equipment, software including GPS.
Perform hydraulic model updates and operations.
Read, review and understand complex engineering plans and specifications.
Effectively communicate both orally and in writing.
Establish and maintain effective working relationships, communications and customer
service with the general public, City employees, private contractors and consultants.

KNOWLEDGE OF:
Principles, practices and methods of GIS database development, management and
maintenance.
ESRI ArcGIS desktop and ArcGIS Server.
ArcGIS SDE geodatabases and geometric networks.
AutoCAD, AutoCAD Map 3D and AutoCAD Raster Design relating to the design of public
works and utilities projects.
Complex principles and practices of civil engineering, surveying and mathematics.
Advanced methods, techniques and instruments used in automated engineering drafting
and surveying.
Relational databases system schemas and implementing with various softwares.
Pertinent federal, state, local rules, regulations, ordinances, and other standards
applicable to the work.

LICENSES AND OTHER REQUIREMENTS:


Valid Washington State driver's license.
WORK ENVIRONMENT/PHYSICAL DEMANDS:
Work is performed in an office environment and/or the field.
