EDITOR'S COMMENT

With hope come expectations


and responsibilities
We have now completed a little over a month after the General Elections results
were declared, and the country still seems to be reeling from the scale of NDA's
win. The results have been historic. The Indian voter has delivered an epochal verdict. It has given Prime Minister Narendra Modi an opportunity to change the fortunes of the country without the pressures and pulls of coalition politics. It has
vested high hopes on the new government. With hope come expectations and
responsibilities.
After the initial euphoria, it is now time for the new government to start gradually
delivering on its promises.
It doesn't take to be an economist to know that one of the first things that the Indian
government needs to do is to revive the infrastructure development spree. The
Union Budget 2013-14 presentations is to round the corner. One of the first things
that the government needs to do is to create an enabling environment for availability of infra debt funds. The Finance Minister also needs to spell out measures to
clear the constraints of the commercial banking system. Additionally there is an
urgent need for different ministries such as finance, power, coal and commerce to
work in close tandem.
The new government needs to seriously think of de-nationalization of the coal sector, corporatisation of the railways and creation of land bank corporations in order
to go ahead full stream with the infrastructure development process. It has already
spelt out its core focus areas such as the expansion of railways, the establishment
of freight corridors with specialized agri-rail networks, development of a diamond
quadrilateral network of high speed trains, time bound program for national highways development, Sagar Mala project to connect sea ports with hinterland
through road and rail, modernization of existing ports, development of new ports
and construction of low cost airports.
One of the promises made in BJP's agenda is the creation of 100 new smart cities in
the countries. By 2050 half of the country's population is expected to be living in
urban areas. The megacities should be world-class with efficient waste management, water recycling, sanitation and drainage facilities. Creation of 100 new
world-class cities is a huge task, albeit not impossible. We have the example of
China before us, which has developed around 30 modern cities in a remarkably
short span of time.
In his Presidential address outlining the objectives of the new government, Pranab
Mukherjee had stated that by the time the nation completes 75 years of independence in 2022, every family will have a pucca house with water connection, toilet
facilities and 24x7 electricity supply. Now, India's affordable housing shortage has
been legendary. The government cannot do everything on its own. It has to come
out with measures in order to attract private developers. Issues such as low margins, profitability and a high inflationary scenario have been keeping developers
away from this segment. The new government needs to come out with steps so that
approvals are faster, availability of low cost funding and quicker land acquisitions to
encourage developers. Prime Minister Narendra Modi had set a precedent earlier
in his tenure as the CM of Gujarat and had been successful in implementing such a
model. There is absolutely no reason why it can't be recreated elsewhere in the
country, since this model was sustainable and replicable.
The next few months will be crucial for the new government. Every action of it will be
under intense scrutiny. The Indian population has given it a virtual carte blanche.
Nothing can be achieved overnight. The government too knows it and some of the
recent statements of the PM on taking tough measures to revive the economy only
reinforce this fact. Such an approach, instead of the reverting back to the usual practice of going populist, needs to be welcomed. The economy needs to be administered some bitter pills for its illnesses. The diagnosis has been done. It remains to
be seen as to what is the future course of treatment that it is subjected to. Whatever
it is, people will not be satisfied with less than 100% recovery.

CECE Congress in Antwerp with focus on agility
The core topic of this year's CECE congress which is going to held from October 16 to 17 in Antwerp in Belgium is
how to become more agile in a fast

remains challenging. Companies need
to be innovative in marketing, in production processes and product design.

opened its new test and development center in Hapcheon, Korea. The new facility,
which doubles Volvo CE's excavator testing capacity in Korea includes an allweather test dome, reliability and noise
test field, workshops, various complete
machine performance test areas and a
customer clinic.

Indian Design Council an autonomous
body of Government of India. Launch of
PIXEF is a game changing initiative by TIL
in the 15 Ton mobile crane segment. This
versatile Pickn-Carry crane epitomizes
safety, productivity, superior technology

The move will help Volvo CE to expand it's


facilities to accommodate the testing
requirements. The new test and development center in the Gyeongsang province
of Korea is 92 kilometers from Volvo CE's
existing R&D facility in Changwon.

with the 2014 award for Best Telematics

and quarrying sector. The R1200-9
has an operating weight of 260,140
lbs. (118,000 kg) and is powered by a
740 hp (552 kW) Cummins QSK23-C

controlled for optimum fuel to air
ratio and clean, efficient combustion. Auto engine overheat and antirestart features also are provided.
The R1200-9 boasts a dig depth of
26 ft. 3 in. (8 m) a bucket digging
force of 125,540 lbs. (115,080 kg)
and bucket capacity of 8.76 cu. yds.
(6.7 cu m). To achieve optimum precision, Hyundai redesigned the
R1200-9's hydraulic system to provide the operator with super fine
touch and controllability.

Govt to fast-track supply

The union government will fast-track its


plan to supply electricity to every village in
the country and use solar power generation to light up remote hamlets. The minister for power, coal and renewable
energy Piyush Goyal recently reviewed
the status of rural electrification and
directed officers of his ministry, Rural
Electrification Corporation (REC) and
Power Grid Corporation to identify and
eliminate bottlenecks to speed up the
ongoing projects. He also sought views on
possibility of commissioning small and
rooftop solar projects to connect the
remotest households, which were not covered in past.

transmission lines and set up solar powered micro-grids to connect villages
where regional power grids are unable to

The Haryana government plans to set up a
gas-based power plant in Faridabad and a
coal-based supercritical unit in Yamuna
Nagar district. The project is expected to
be commissioned during the 13th five year
plan (2017 onwards) after allocation of the
required quantity of gas. It has also been
decided to set up a 660 MW unit, based on
supercritical technology, at Panipat in place
of existing four units of 110 MW each.
The Haryana Power Generation Corporation Ltd ( HPGCL) has purchased 91 acres
of land for setting up of the 2X750 MW gasbased plant in village Mothuka/Arwa in district Faridabad. The issue of providing coal
linkage for setting up a 660 MW supercritical unit at Yamuna Nagar is being
expedited.

The state owned Indian Railways will
launch a new train with all its coaches
equipped with Braille-embedded signages
on berths, toilets, wash basins and doors
as part of the 100 day agenda being finalised by the national transporter. Launching of the 20-coach train with Braille
signages, a first of its kind, for facilitating
visually-impaired passengers, will be
part of the Railway's 100-day agenda to be
submitted to PMO shortly.
The visually-impaired-friendly coaches in
both AC and Sleeper classes were made
on the basis of inputs received from
Research Designs and Standards
Organisation (RDSO), Railways' research
arm, and in consultation with associations for the blind.

As per a coal ministry document, new government will accord high priority to
implementation of three critical rail links,
a move that will ensure transportation of
300 million tonne (MT) of additional coal
amid shortages faced in the country.
State-owned Coal India (CIL), which
accounts for over 80 per cent of the
domestic coal production, had earlier said
that it is unable to tap the potential for supplying 300 MT of additional coal due to the
absence of critical rail links for lifting the
dry-fuel.
If three critical rail links are fast-tracked,
the company will ensure 300 MT additional supply to consumers who are facing fuel shortages. The three rail corridors
are: Tori-Shivpuri-Kathotia in North
Karanpura, Jharkhand; BhupdeopurKorichhaapar to Mand Raigadh mines in
Chhattisgarh; and Barpali-Jharsuguda in
IB Valley, Odisha, which are under different phases of development.

and M G Road stations was opened for public use on October 20, 2011. The phase-1 of

stations. The 72.095 km long Phase-2 will

Jaipur Metro most likely to start its commercial operations in the Pink City by the
end of August this year. The trial run of
Jaipur Metro will most probably begin in
July on its first-phase route from

Paradip Port Trust (PPT) has initiated
process of inviting investors for six new
captive berths of more than 10 mtpa

270.50 mtpa by 2023. The eastern
Indian port reported a growth 34 per
cent in total revenues of ` 1,068 crore

As a first step, the profile of the mega container terminal project has been changed
to outer harbour development project to
handle all types of cargoes instead of containers alone. While the project capacity
remains at four million twenty-foot equivalent units (TEUs) annually, the cost of the
project has escalated to over ` 5,000
crore from ` 3,686 crore initially due to
delay in commissioning the project.

facility to start production

JK Lakshmi Cement's ` 1,500 crore manufacturing facility at Durg in Chhattisgarh


will start production by the OctoberDecember quarter taking the overall
capacity to around 10 million tonnes per
annum. The capacity of this new plant is
2.7 mtpa. The Durg facility, a greenfield
unit, is being built on around 600 acres at
Ahiwara village.

Tata Power Renewable Energy Ltd, a subsidiary of Tata Power, has successfully
commissioned a 25MW solar farm in
Maharashtra's Satara district. The 130acre plant, located at Palaswadi village in
Maan taluka, uses crystalline silicon photovoltaic technology.
It is one of the largest solar plants set up
by a private power utility in Maharashtra.
The power produced by it will be evacuated through the state transmission network.

L&T Construction bags


orders worth ` 2,458 Cr
in May'14
Infrastructure major Larsen and Toubro
(L&T) has won orders worth ` 2,458 crore
in May'2014 across various business segments. Of the major orders is a international EPC order from Qatar General Electricity & Water Corporation (KAHRAMAA)
of value ` 1,470 crore. The contract includes
design and construction of civil buildings
with a complete set of utilities such as airconditioning, fire protection and lighting
systems.
The project is scheduled for completion in
phases starting from 16 to 44 months.
Other order has been received for the construction of a mall in Chennai and design
build and turnkey construction of a 4 lane
elevated corridor project in Kolkata.

Saudi Railways Organization to establish
new railway network
The Saudi Railways Organization (SRO)
is reportedly preparing US$97bn strategic plan to establish a robust railway
network in the country. As part of the
project, the construction of a 9,900kmlong integrated railway network with 19
railway lines by the end of 2040 is being
considered.
SRO president Muhammad AlSuwaiket said that the organisation is
working to rectify the performance of
lines spanning between Dammam and
Al-Ahsa through Abqaiq, by redeveloping internal departments. Construction

work on the Haramain high-speed railway and a north-south line is currently


underway. Works on the line connecting Jeddah to Riyadh and a link between
Gulf countries are slated to begin in the
near future.

Tata Power to commence


production in
South African wind
projects by 2017

India's leading power utility Tata Power


expects commissioning of its two South
African wind projects, having total capacity of nearly 229 MW, by fiscal year 2017.
Tata Power, which has an installed generation capacity of 8,560 MW, is developing the two projects through an equal joint
venture with Exxaro Resources.
These projects are 134.4 MW Amakhala
Emoyeni and 94.8 MW Tsitsikamma plants.
Both projects are being developed by the
joint venture entity Cennergi (Pty) Ltd, power
purchase agreements have been inked
with Eskom Holdings SOC Ltd for a period
of 20 years from the date of starting their
commercial operations.

NSW Government to
construct Newcastle
light rail route
Australia's New South Wales (NSW) Government is investing in a hybrid, light rail

including new roads and metro stations.
