Dear Representative Anderson:
This letter is in response to your request for a history of salaries for Assistant Commissioners and
Deputy Commissioners since 2012. A full report of those changes is attached.
Increases for assistants and deputies are provided for under the Managerial Plan, and are reviewed and
approved by the Legislative Coordinating Commission and the full Legislature each biennium.
Specifically, the Managerial Plan for the FY12-13 biennium was approved by the LCC on January 28,
2013, and by the full Legislature on February 18, 2013. The Managerial Plan for FY14-15 was
approved by the LCC on September 20, 2013 and by the full Legislature on March, 25, 2014.

Increases to Assistant and Deputy Commissioner salaries are provided for under the Managerial Plan. Before the provisions contained within the Managerial
Plan can take effect, each Plan must be approved by the Legislature.
All increases are at the discretion of each agency head, and are only available to individuals with satisfactory performance.
Increases available under the Managerial Plan are equivalent to those available to represented employees under bargained contracts.
In most cases, January increases are Performance Adjustments - similar to Progression increases seen in bargained contracts; July increases are General Wage
/ Performance Adjustments which move the top and bottom of the pay ranges.
Due to delayed submission of the Plan covering the FY12-13 period, July General Wage / Performance Adjustments were postponed from July '12 to January
'13.
If an employee is currently receiving a salary at the maximum of their range, they are ineligible to receive a Performance Adjustment.

4. This agency is not listed in 15A.0815, but an Assistant Commissioner is provided for under the Managerial Plan. In the interest of transparency, the data is

5. This position was added on 2/2/15 to fill behind and perform the duties of the Commissioner while she is temporarily on leave for approximately 3 to 4
months, with an estimated salary not to exceed $45,000.
