The County Public Service Board wishes to recruit competent and qualified Kenyans to fill the following positions.
1. Public Communication Officer / Events Organizer: Job Group L (1 Post)
The officer at this level will be answerable to the Director Communication for the following duties and responsibilities:Duties and Responsibilities
Organizing County events from conception through to completion.
Liaising with line Ministries and departments to ascertain their precise event requirements and ensure plans are precisely followed.
Liaising with field persons on where events will occur for prior arrangements and ensure logistics are addressed effectively.
Researching for potential opportunities, threats, merits, demerits to produce a detail before on and after the event.
Corresponding with line departments to ensure that invitations are sent in time.
In cordination with relevant departments, develop events programme and checklist.
Ensure etiquette, protocol and general discipline is observed through out.
Overseeing the event until its closure.
Post event evaluation through reports and making recommendations.
Any other duties as may be assigned
Requirements
For appointment to this grade, one must;
Be a Kenyan Citizen.
Be a holder of at least a bachelor degree in any of the following disciplines; Mass Communication, Journalism, Public Relations, Bachelor of
Arts, Media Studies/information science.
Have strong communication and interpersonal skills, excellent planning and organizing skills.
Be proficient in information communication technology including one of internet and intranet Service.
Have knowledge and career experience of at least 3yrs in Public Communication or its equivalent.
Satisfy the requirements of chapter six of the Constitution of Kenya.

SUPPLY CHAIN MANAGEMENT OFFICE
2. Deputy Head of Supply Chain Management Office: Job Group P(1 Post)
Duties and Responsibilities
Manage supply chain processes in the County.
Principal assistant to County supply chain management officer.
Reports to head of supply chain management.
Requirement and Competences
A bachelors degree holder in Supply chain management from a recognized University.
Relevant working experience of not less than 4 years.
Masters degree in relevant field will be an added advantage.
Membership to a professional body will be an added advantage.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

3. Senior Supply Chain Management Officers: Job Group M (5 Posts)


Duties and Responsibilities
Initiate procurement processes in line with relevant Government laws.
Advice departments on procurement of goods, services and works.
Requirement and Competences
A bachelors degree holder in Supply chain management from a recognized University.
Working experience of not less than 2 years.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

4. Assistant Supply Chain Management Officers: Job Group J(5 Posts)
Duties and Responsibilities
Manage procurement records and file requests for procurement of good, services and works.
General office administrative duties.
Manage County stores, Asset inventory records and disposal records.
Requirement and Competences
A diploma holder in supply chain management from a recognized institution.
1 year working experience.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

ECONOMIC PLANNING OFFICE
5. Senior Economists- Job Group N(3 Posts)
Duties and Responsibilities
Planning purposes in the county.
Develop a database for statistical and analytical information for planning purposes.
Coordinating preparation of budget documents in line with the budget circular.
Linking Ministry budgets to the county MTEF budget process.
To develop and strengthen County Integrated Monitoring and Evaluation Systems (CIMES).
Coordinate all monitoring and evaluation process in the county.
Monitor all project activities, expenditures and progress towards achieving the project output.
Supervisory work analyzing budget submissions and budgeting procedures.
Recommends new procedures that will improve the operation of the Budget practices.
Provides direction to Budget staff regarding assignments and work products.
Takes charge of duties central to budget preparations.
Developing tools to measure absorption of the budget.
Reports to Head of County Planning Unit.
Requirement and Competences
A bachelors degree holder in Economics from a recognized university.
Working experience of at least 2 years.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

Economists- Job Group K(5 Posts)
Duties and Responsibilities
Planning purposes in the county.
Develop a database for statistical and analytical information for planning purposes.

Report monthly, quarterly, half-yearly and annual progress on all project.
Develop indicators and a monitoring strategy for the project; (CIMES).
Provide feedback on project strategies and activities to the county.
Implement county government policies to strengthen the linkages between planning, budgeting and implementation.
Support county Ministries, Departments and Agencies in development planning, analysis and budget formulation.
Collection, collation, storage and updating of data, information on planning process in the County.

Requirements and Competences


A bachelors degree holder in Economics from a recognized university.
Working experience will be an added advantage.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

MONITORING AND EVALUATION DEPARTMANT

Director Monitoring and Evaluation-Job Group R (1 Post)
Duties and Responsibilities
To develop framework for result based M&E policy in the County.
To develop and strengthen County Integrated Monitoring and Evaluation Systems (CIMES).
To link County M&E system to national Integrated Monitoring and Evaluation system.
Coordinate all monitoring and evaluation processes in the county.
Monitor all project activities, expenditures and progress towards achieving the project output.
Recommend further improvement of the logical frame work.
Develop monitoring and impact indicator for the project success.
Monitor and evaluate overall progress on achievement of results.
Monitor the sustainability of the project's results.
Conduct capacity building and assessment on existing monitoring and evaluation system.
Requirement and Competences
Holder of Masters degree in Economics from a recognized university.
5 years work experience in planning, budgeting, and policy formulation.
Holder of advanced certificate in Project Planning and Management.
Holder of certificate in Senior Management Course.
Demonstrate proof of extensive training and experience in Monitoring and Evaluation.
Demonstrate proof of experience in Planning, Budgeting and Policy formulation.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

8. Economists- Job Group K(6 Posts)
Duties and Responsibilities

9. Ward Development Coordinator- Job Group N(1 Post)
Duties and Responsibilities
Manages the Ward Development Fund.
Provides technical backstopping to headquarter ward development officers: Statistics officer, M & E officer, Budgeting Officer, Accounting &
Reconciliation Officer and Community Development/ Social Development Officer.
Help in planning including goal setting, strategy identification, benchmarking and evaluation of the fund.
Help establish performance measures, monitors results and evaluate the effectiveness of the fund.
Reports to planning Director.
Requirement and Competences
A bachelors degree holder in Community Development from a recognized university.
Should have at least CPA II
Working experience of not less than 2 years.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

10. Statistics Officer- Ward Development Fund Hqs staff: Job Group M (1 Post)
Duties and Responsibilities
Maintaining and upgrading database on ward development projects and initiatives.
Preparing monthly reports on ward projects.
Analyzing statistical data to informed decision making.
Reports to ward Development Coordinator.
Requirement and Competences
A bachelors degree holder in Economics/ Statistics from a recognized university.
Should have at least CPA II
Working experience of not less than 2 years.
Proficiency in relevant computer applications.
Must be Kenyan Citizen.

11. Monitoring and Evaluation Officer- Ward Development Fund Hqs staff: Job Group M (1 Post)
Duties and Responsibilities
Compiling monitoring reports.
Compiling evaluation reports at specific project phases.
Liaising with County Planning unit to generate measurable indicators for ward development projects.
Reports to ward Development Coordinator.
Requirement and Competences
A bachelors degree holder in Community Development studies from a recognized university.
Should have at least CPA II
Working experience of not less than 2 years.
Proficiency in relevant computer applications.

12. Community/ Social Development Officer- Ward Development Fund Hqs staff: Job Group M(1 Post)
Duties and Responsibilities
Facilitating community consultations in development.
Conducting community development needs assessment.
Conducting participatory rural appraisals.
Training communities on project development and sustainability.
Requirement and Competences
A bachelors degree holder in Community/ Social work from a recognized university.
Should have at least CPA II
Working experience of not less than 2 years.
Proficiency in relevant computer applications.

Duties and Responsibilities
Preparing Budget estimates for the ward.
Preparing ward budget documents.
Preparing reports on budget utilization and absorption.
Facilitating requisition of funds towards account.
Reports to ward development Coordinator.
Requirement and Competences
A bachelors degree holder in Accounting/ Finance from a recognized university.
Should have at least CPA Part II.
Working experience of not less than 2 years.

Coordinating the Budget process in Ministries.
Preparation of budget estimates Overseeing Budget implementation.
Endorsement of Budget commitment documents.
Reports to deputy finance officer.
Requirements and Competences
A bachelors degree holder in Economics or Finance from a recognized university.

16. Head of County Revenue- Job Group R-(1 Post)
Duties and Responsibilities
In charge of County Revenue Collection.
Reports to Chief Officer Finance and Economic Planning.
Requirement and Competences
A bachelors degree holder in Accounting/ Finance from a recognized university.
A masters degree in Business related field is a must.
Should have CPA III.
Must be a member of a professional body.
Working experience of not less than 5 years.
Proficiency in relevant computer applications.

17. Deputy Head of County Revenue- Job Group Q- (1 Post)
Duties and Responsibilities

18. Deputy Head of Treasury: Job Group P (1 Post)
Duties and Responsibilities
Deputize the head of accounting services.
Reports to the Head of Treasury (Accounting).
Requirement and Competences
A bachelors degree holder in Accounting/ Finance from a recognized university.
A masters degree in Business related field is a must.
Should have CPA Part III.
Must be a member of a professional body.
Working experience of not less than 4 years.
Proficiency in relevant computer applications.

19. Payroll Accountant-Accountant 1 Job Group K (1 Post)
Duties and Responsibilities
Performs complex payroll calculations.
Carry out reconciliation of financial reports on Personnel cost.
Monitor correct use of budget codes.
Verifies pay rate and prevent over expenditure on Personnel.
Reviews processes and verifies new hire and retirement paperwork for all employees.
Facilitates payroll process and payment to all statutory bodies and third parties.
Regular submission of payroll reports-monthly.
