Monroviahe regime of Nobel Laureate, President Ellen Johnson


Sirleaf has continuously boasted of exercising high
level of political tolerance by allowing opposition
politicians to freely express their views on national
issues and also creating an enabling environment for the free
association with any political party but recent trend of events
has shown that the professed tolerance is merely a matter of
utterance.
Shortly after announcing his cross over to the opposition
Congress for Democratic Change, deflecting from the ruling
Unity Party, Galakpai Kortimai was dismissed as Deputy
Director General of the General Services Agency (GSA).
While at the program announcing that he was joining the
CDC, Kortimai according to sources received a call from his
immediate boss, Director General Mary Broh warning him to
rescind his decision or risk dismissal but Kortimai went ahead
denouncing his UP membership with an eye on contesting the
senatorial seat of his native Lofa County on the opposition
party ticket.
Few days after Kortimais pronouncement joining the CDC, he
was axed by President Sirleaf from the GSA, becoming a major
political causality of intolerance. As a presidential appointee,
Kortimai worked at the will and pleasure of the President, as
no reason was provided for his dismissal as opposed to several
other presidential actions where the President sometimes
explains why such actions are taken.
Another major causality of political intolerance has rocked
the state owned University of Liberia with Associate Professor
Wilson K. Tarpeh, the Vice President for Fiscal Affairs and
Finance tendering his letter of resignation effective March
9, 2015 citing the inability of the government to provide the
much needed support for the reopening of the University
based on his (Tarpeh) association with an opposition political
party.
In a letter dated February 25, addressed to Dr. Emmet A.
Dennis, President of the University of Liberia, Associate
Professor Tarpeh stated Please accept this letter as my
resignation as Vice President for Fiscal Affairs & Finance,
effective March 9, 2015. My decision to quit is triggered by
governments unwillingness to release much needed funding
to the Business & Finance Office (BFO) to enable the university
to begin preparing for the reopening of the academic school

year, despite providing all the required accountability reports.


CDC association triggers UL blockade?

Associate Professor lamented in the letter of resignation


that he understands from high sources that the action by the
government to withhold the needed funding to the University
is based on his (Tarpeh) who is a senior member of the
University association of an opposition political party.
It is my understanding from authoritative sources that the
withholding of the funds is because of my association with an
opposition political party, Associate Professor Tarpeh stated.
Associate Professor Tarpeh who has been in the education
sector for years expressed that the education of over 35,000
young Liberians is more important than his personal interest.
Stated Associate Professor Tarpeh The education of our
young people, which is being adversely affected by the lack of
funding, and the interest of the university are more important
than me. I have therefore, decided it best to step down instead
of holding the University, its 35,000 students, and 1,500
employees hostage because of politics. I am also resigning
to protect my hard-earned reputation from further willful,
calculated and baseless attacks and machinations.
Tarpeh heads Weah campaign

During the recent 2014 Special senatorial election, the


opposition CDC named Associate Professor Tarpeh as the
campaign chairman for the party candidate, George Weah for
the Senate for Montserrado County campaign team.
He campaigned vigorously along with other partisans of the
CDC for the election of Weah which resulted into victory for
the party, with Weah winning with a wide margin over the
other candidates.
As head of the Weah for Senate campaign team, officially
presenting the party elected senator to partisans of the CDC
following certification by the National Elections Commission
of Liberia on January 3, 2015, Associate Professor Tarpeh
openly declared that he is a member of the CDC.
He said in accepting the task at the time to campaign for
Weah a number of his colleagues and friends called him
names, expressing that they were disappointed in seen him
campaigning for Weah.

Said Professor Tarpeh In taking the decision to accept this


responsibility, a lot of our friends and colleagues called us
names, that they were disappointed we took the assignment
to join the Congress for Democratic Change but for some of us
at 59, I told some of them the last time I checked, all members
of that committee bought their own bags of rice, in other
words, we are men and women.
According to Associate Professor Tarpeh he took on the job
to campaign for Weah based on three principal objectives
amongst which he named dispelling the belief that partisans
of CDC are violent people, showing that Weah is still popular
and to also prove that young Liberians can do great things
with little support.
I accepted the assignment for three principal objectives,
to dispel the stereotype as the Ambassador Weah will put
it that CDCians are bunch of unruly people who are violent.
To disprove that disprove that CDC and Ambassador George
Weah are people who are losing popularity and that with a
little of support the young people of this country, I can do
anything they put their minds to, said the head of the Weah
campaign.
He said with state resources at the disposal of other contestants
the CDC was able to prove that Montserrado belongs to the
CDC.
CDC is Liberias Future

Associate Professor tarpeh at the time described CDC as the


future of Liberia
If you feel that the CDC is a bunch of unruly people, you better
wake up because that is not the case, this where the future
of this country lies and this is why we are here, Associate
Professor Tarpeh said.
He declared that he is a member of the CDC.
Announcing his membership, said Associate Professor Tarpeh
Those who may be doubtful that professor Tarpeh is not
a member of the CDC, I am not here because of family, I am
bonafide member of this organization.
Associate Professor Tarpeh has been teaching at the University
of Liberia for several years growing to the high rank of Vice
President for Finance and Fiscal Affairs, the position he has
now resigned.

LIBERIA IS 167 years old, and it is the oldest independent


black African republic but has nothing to show for the age
and the contributions to the independence of other African
countries that are today far better.
BEHIND THE AGE, the country is endowed with natural
resources including a large rain forest, gold, diamond, iron
ore and other resources, but why the country remains one
of the least developed in Africa and perhaps the world is a
big question.
LIBERIANS ARE AMONGST some of the best intellectuals in
terms of academic achievement, graduating from prestigious
universities around the world but some are even ashamed to
mention their country of nationality due to the international
image of the country-underdevelopment, poverty, war,
disaster and all the negativities.
YET STILL OTHERS have reduced Liberia to a farmland
where they come to get money and take to western countries
to support their luxurious lives.
DOZENS OF LIBERIAN officials without doubt have homes in
western countries mainly the United States of America and
others, and use Liberia for money making.
THESE OFFICIALS HAVE their families living abroad, children
attending good schools and they also run to the west when
they fall sick, leaving the population at the peril of a broken
health system where every disease is a killer.
IN ORDER TO support their lavish style abroad, these
officials of government sign bogus deals, mortgaging the
countrys resources to companies, taking kickbacks to
enrich their ego.
FOR YEARS LIBERIA experienced the exportation of millions
of tons of iron ore when several international companies
operated in the country including the Liberia American
Mining Company (LAMCO), Bong Mining Company and
several others but after the departure of these companies,
today nothing substantial was left behind in terms of
development in the local communities besides potholes and
damage to the soil.
THERE IS NO explanation for the unpaved road from Ganta
in Nimba County to the former LAMCO Company that was
based in Yekepa, Nimba County, same as the road to Bong
Mines in Bong and Margibi Counties.
THESE COMMUNITIES DO not have any good infrastructure
such as medical facilities, schools, amongst others.
MANY LIBERIANS CONTINUE to blame the lack of
nationalism on the part of past leaders for their actions to
sellout the country resources to companies without much
benefit to the population.
DECADES DOWN THE line, the situation appears to be
getting worse than the past, as a recent statement released
by the international watchdog group Global Witness has
outlined how the oil blocks have been sold out to companies
that lack that the financial capacity to perform.
WITH OFFICIAL PRONOUNCEMENT of oil discovery yet
to be made, the country has already contracted all the oil
blocks to companies with vague indication of actual benefits
to the population.
THERE IS AS of today no real reason for the hasty sale of
these oil blocks with no understanding of the commercial
value of these blocks when oil is officially discovered
sometimes in the future.
WHAT IS BEST known is that like days of old, officials of
today want to benefit from signature fees and other bonus
payments from the signing of these contracts ignoring the
bigger picture of selling out the oil blocks to companies that

A Statement by the Alternative National Congress of Liberia (ANC), Contributing Writer

eports that the Liberian Anti-Corruption


Commission (LACC) has secured an indictment
against several public figures on charges of
defrauding the government of Liberia could
represent a crucial juncture in our fight against corruption.
As we in the ANC understand it, the central allegation
of the indictment is that between May 2006 and May
2007, authorities of the National Oil Company of Liberia
(NOCAL) provided more than $120,000 as "lobbying fees"
to legislators who voted for the ratification of oil contracts
by the 52nd Legislature.
This allegation raises the chilling specter of institutionalized
corruption at the very heart of our government. It
involves not merely corrupt conduct by individual
officials of government. Instead, it involves collusion
between the Executive Branch (represented by NOCAL)
and the Legislature to corrupt the legislative process,
with legislators approving oil contracts not because
those contracts serve the national interest but because
they (legislators) received bribes in the form of so-called
lobbying fees from the Executive.
The indictment correctly alleges that both those who
provided and received the lobbying fees violated the New
Penal Law of Liberia. That law, which is essentially an antibribery statute, provides that a person commits a first
degree felony if he acts intentionally to "enable another to
defraud the Government of Liberia." The law also makes it a
felony for any official or employee of Government to, among
other things, "receive any fee, compensation or reward for
the performance of any duty except compensation from the
Government." See New Penal Law, Chap. 15, Subchapter F,
Section 15.80 (a)(b)(c)(e).
The ANC believes that the allegations in the indictment,
if true, establish a strong case against those charged with
violating the New Penal Law. Our Constitution vests the
Legislature with "legislative power" or the duty to pass
legislation and make laws, including laws that ratify or
approve contracts entered into by the Government of
Liberia. See CONST, ART. 29. As we all know, members
of the Legislature receive very generous compensations
from the Liberian Government for the performance of their
law-making duties. Accordingly, their receipt of additional
compensation in the form of so-called lobbying fees to
pass laws ratifying oil contracts amounts to the receipt of
what is essentially a bribe to perform their duties, in clear
violation of Chapter 15 of the New Penal Law.
Similarly, by paying the Legislators the so-called lobbying
fees to ratify the oil contracts, authorities at NOCAL acted
"with intent to enable" the legislators "to defraud the
Government of Liberia," within the meaning of the New
Penal Law. Accordingly, if the allegations in the indictment

are true, the LACC has properly indicted those at NOCAL


who approved the payment of lobbying fees to legislators.
Sadly, those indicted include people who were at the
highest levels of the Company, including its former CEO,
Comptroller, Board Chairman, and several members of its
Board.
The ANC notes, however, that while the LACC has indicted
over 6 current and former NOCAL officers and Board
Members in connection with the lobbying fee issue, it has
not similarly indicted thosemembers of the legislators
for whom NOCAL allegedly provided the $120,000 in
lobbying fees. In fact, the LACC has indicted only two
people with ties to the Legislature: a former member of
the House of Representatives and the Secretary of the
Senate. The indictment alleges that these two "claimed
that the $120,000 was disbursed, paid and received
by members of the 52nd Legislature." However, the
indictment suggests that there is no evidence that other
members of the Legislature received any money from those
indicted. Accordingly, no one else who was a member of,
or associated with, the Legislature at the time of the alleged
payment of the lobbying fees has been indicted.
Given the scale and scope of the scheme to pay legislators
lobbying fees to secure ratification of oil contract as alleged
in the indictment, it strains credulity to believe that only
one legislator and the Secretary of the Senate would be
the only ones complicit in the receipt and use of the entire
$120,000 allegedly provided by NOCAL to pay legislators
to ratify oil contracts. We therefore strongly urge the LACC
to thoroughly investigate claims that other members of
the Legislature received lobbying fees and bring charges
against any and all who did.
In this connection we respectfully remind the LACC of what
appears to be credible allegations of even more recent
payments of lobbying fees to Legislators to pass legislation.
There are reports, for example, that each member of the
Legislature received a check for $31,000 in exchange for
voting on December 19, 2014 to ratify the sale of another
oil block. These reports, if true, would provide grounds
separate and independent from those in the current
indictment for bringing charges against members of the
Legislature.
We cannot but also remind the LACC that as it pursues
these and other allegations, it must remember that its first
and overriding duty is to make sure justice is done. The
Commission must therefore pursue criminal prosecutions
if, and only if, it believes the evidence warrants such
prosecution. Where there is such evidence, however, the
Commission must vigorously prosecute those charged
without fear or favor.
Our country deserves nothing less.

perpetual mortgaging of the countrys emerging oil sector in such hasty faction.
THE GOVERNMENT IS always in search of millions which it cannot really account for, making the talk of signing oil contracts
only to raise funds as a flimsy excuse for selling the country resources cheaply.
WHILE IT IS true that the foundation of Liberia was badly laid to the extent that it is now hurting the country with every single
individual now desiring to ascend to power for the sole purpose of enrichment rather than contribution to the growth and
development of an impoverished nation, it is not late to stop such ugly trend.
LIBERIANS HAVE A right to better living conditions and improved structure which can be provided through the natural
resources in the country.
IT IS TIME to start using the resources of the country to improve the life of the people and the government of a Nobel Laureate
must stop mortgaging the country oil.
NATURAL RESOURCES INCLUDING oil are the heritage of the Liberian people and the current wave of selling the oil blocks to
hastily is not in the interest of the people, it is a way to ensuring that an elite few benefit from what is intended for the majority.
THE SALARIES AND emoluments of officials and employees of the National Oil Company of Liberia (NOCAL) where people are
paid huge amounts of money in a country where more than 80% of the people are unemployed is just another example of how
the oil sector has started benefiting a few.
MADAM SIRLEAF AND her cronies must stop mortgaging Liberias oil as the common people need to benefit too.

Sen. Weah's main challenge is for him to convince the vote rich counties
like Bong, Nimba, Margibi, Bassa and Lofa that CDc can make better
leadership for liberia. CDC has not succeeded in doing that, this was
clearly shown in the just ended senatorial elections which CDC succeeded
in winning montserrado and grand gedeh counties; if the variable remains
the same as shown in the just ended elections, then, Weah's chances in
2017 may be undermined. Lofa county featuring a candidate in 2017 may
have some uphill battle; strategic post in govt now are manned by them
from foreign affairs, defense, maritime, finance, etc including the VP lofans should begin image building as a way to diffuse things and help the
current VP. Urey link to the Taylor's sentiment and the NPP could pay off
for him, take Bong county for example.

COUNTERING THE CONTRADICTIONS: AN


OPEN LETTER TO MR. ABRAHAM D. DILLON

Dear Mr. Dillon:

n 1912, former United States President Woodrow Wilson, in


support of the concept of constitutions being living and breathing
documents, said, Society is a living organism and must obey
the laws of life, not of mechanics; it must develop. All that
progressives ask or desire is permissionto interpret the Constitution
according to the Darwinian principle; all they ask is recognition of the
fact that a nation is a living thing and not a machine. Ninety years
later in Atkins v. Virginia, the United States Supreme Court, using
the evolving standard of decency measurement, ruled that it was
in violation of the Eighth Amendment to execute a mentally retarded
person. This evolving standard of decency and the understanding
that constitutions are living and breathing documents have served as
the foundation for fundamental constitutional interpretations ranging
from the overturning of Pleasant v. Ferguson to the adaptation and
expansion of the Exclusionary Rule and major Fourth Amendment
rulings.
Now, it is worth noting that while this article deserves uncompromising
due diligence as far as contextualization is concern, it is also necessary
to note that the doctrines being discussed are not ancient to Liberia.
As a matter of fact, at least one of them constitution as a living and
breathing document- served as the arguable foundation for the Liberia
Supreme Courts decision in ruling against Simeon Freemans Writ of
Prohibition during the 2011 electoral period. With such understanding,
it is perfectly justified to use those arguably interchangeable concepts
to counter the arguments of opponents of Dual Citizenship, of which
you are the ring leader.
Speaking of the 2011 Supreme Court decision, the late Chief Justice
Johnnie Lewis, writing for the majority in that ruling stated, on
account of the civil war and its devastating impact on the lives of
the Liberian people at different periods of the nations history,
which necessitated the flight of citizens from the country, it is our
opinion that the framers of the 1986 constitution could neither have
contemplated nor intended that Liberians faced with the state civil
crisis be 'resident' because at some point in the future they may want
to run for the office of president. Mr. Dillon, you have consistently
argued that the only way in which the constitution can be changed
is through a national referendum. Do you know that the decision
in 2011 was a legal change to the constitution that did not require
ANY referendum? Moreover, the deceased Chief Justices statement
reflects an understanding, acceptance and situational application of
the living and breathing document doctrine. In addition to not only
accepting the doctrine, the decision established a solid precedent
upon which the Liberian Supreme Court can rely to rule in favor of
Dual citizenship.
Knowing you, you may want to limit the ruling to just the issue it
dealt with. Unfortunately, doing such would not only deprive you
the opportunity to expand your understanding of the mobility of
constitutions. It would amount to a total disregard for the very
constitution and laws of Liberia- a country you LOVE dearly.
On the issue of disregarding the laws of Liberia, it is difficult to
categorize this second argument from opponents of Dual citizenship,
which is: Liberians with foreign citizenships can still invest in Liberia
(i.e., build house and establish businesses, etc.). What is difficult to
understand is the fact that on one end, you are advocating for adherence
to the constitution and laws of Liberia yet, on the other end, you are
encouraging people to violate these laws by virtue of your claim.
According to Chapter III, Article 22A of the Liberian Constitution,
Every person shall have the right to own property alone as well as
in association with others; provided that only Liberian citizens shall
have the right to own real property within the Republic. Now, to
avoid argument, let us agree that given the construct of this section,
every person has the right to own some kind of property in Liberia.
But what we cannot argue is the fact that ONLY Liberians can own
REAL PROPERTY. And, by definition, REAL PROPERTY means
lands, houses, business establishments (not leased but built) and a
host of other tangible properties within the context of the law. So,
based on that indisputable fact, it is accurate to conclude that such
disregard for the law as being pushed by you and your cohorts is
highly clandestine and not nationalistic. The most plausible reason

is to eventually lay national claim to these individuals' properties in


the near future, which is not entirely impossible judging from the
manner in which the countrys affairs are being conducted. As if this
contradiction is not enough, you and your fellow opponents of Dual
citizenship decided it is OK to project yourselves as defenders of the
constitution while at the same time using the Alien and Nationality
Law to argue against Dual Citizenship. The issue here is that the
Alien and Nationality Law contradicts the constitution in many ways,
two of which include: the Due Process provision and the citizenship
definition.
According to Article 20A of the Liberian Constitution, due process
is required before one can be deprived of their right to "life, liberty,
security of the person or property or ANY OTHER RIGHT..." Now,
according to Section 22.2 of your beloved Alien and Nationality Law,
"the loss of Citizenship under Section 22.1 of this title (I.e., Alien and
Nationality Law) shall result solely from the performance by a citizen
of the acts or fulfillment of the conditions specified in such section,
and WITHOUT THE INSTITUTION BY THE GOVERNMENT
OF ANY PROCEEDINGS TO NULLIFY OR CANCEL SUCH
CITIZENSHIP." On one end, you have the constitution calling for
DUE PROCESS and, on the other end, you have a title calling for
AUTOMATIC loss of citizenship. What is even more disturbing is
the fact that Section 22.1A of the Alien and Nationality Law states
that "voting in a political election in a foreign state..." are grounds for
AUTOMATIC loss of Liberian citizenship.
This means, a LIBERIAN , WITHOUT naturalization, can lose
his/her Liberian citizenship since it is on the verge of becoming
possible to vote in some state and local elections in these UNITED
STATES with just a GREEN CARD. In furtherance of highlighting
the contradictions and the loss of Citizenship without naturalization,
it is necessary to draw your attention to Section 20.1B of the Alien
and Nationality Law. According to this section, citizenship by birth
extends to "a person born outside (of) Liberia whose father (i) was
born a citizen of Liberia; (ii) at the time of the birth of such child, and
(iii) has resided in Liberia prior to the birth of such child." Now, of
the three conditions, the last one is interesting given the history of our
nation over the last two decades plus; this is why.
Mr. and Mrs. Brown, two CURRENT Liberians, who were born in
Liberia, had a son (Kofa) while in exile in Ghana. Kofa is a Liberian
by virtue of the laws of Liberia. But because of the war, Kofa was
unable to go to Liberia or establish residency in Liberia before
immigrating to Australia. Now, Kofa, who is seventeen years old, has
a daughter. Based on the construct of Section 20.1B, that daughter is
not a Liberian by birth and, by extension, not a Liberian at all because
her father did not satisfy the third requirement. This provision directly
contradicts Article 28 of the Liberian Constitution, which states that
Any person, at least one of whose parents was citizen of Liberia at
the time of the person's birth, shall be a citizen of Liberia If Kofa
decides to challenge this law, he has the Late Chief Justices argument
to back him.
Now, it is common knowledge that constitutional provisions take
precedent over any law/legislation that contradicts those provisions.
Given such, there is a clear need for the repealing of the Alien and
Nationality Law. Sadly, such need will not hold water with you
because you are fully cognizant of the fact that repealing the Alien
and Nationality Law would deal a serious blow to your ANTI dual
citizenship position given the construct of Article 27A of the Liberian
Constitution. Be as it is, we know the argument continues beyond
this article. We also know that despite the inarguable contradictions,
the chances of you recognizing these constitutional violations are
slim because such recognition DOES NOT serve your interest and
argument. But what this article intends to do is to expose the lack of
reconciliation in your defense of the Constitution and your support of
the Alien and Nationality Law. The reality is we ALL are Liberians;
it is a fact that you cannot deny. We all understand the issues at stake
and the risk and rewards associated with them. We also understand
that come what may, DUAL CITIZENSHIP will become the law of

In a meeting overshadowed by
talk of Ebola and recovery of
Liberia after the devastating
impact of the deadly virus,
President Obama vowed that
his administration will help
Liberia reduce corruption,
perhaps speaking under the
illusion that President Sirleaf
is fighting corruption to the
letter at home.
Until a recent indictment of
10 individuals for bribery,
criminal
conspiracy
and
economic sabotage, the regime
of President Sirleaf has done
nothing really concrete within
10 years in fighting corruption,
making many to doubt whether
the recent indictment is real.
The fast indictment ahead
of a meeting with President
Obama seems to have worked
well for President Sirleaf when
she received assurance from
President Obama that her
efforts to fight corruption will
be supported by the United
States.
We want to accelerate some
of the efforts that President
Sirleaf had already begun to
reduce corruption, and to
make sure that prosperity and
growth is broad-based, not just
in Monrovia, but throughout
rural areas, said President
Obama.
At Fridays meeting President
Obama pledged to help
President Sirleaf to strengthen
the Liberian economy, rebuild
infrastructure and accelerate
growth. He pledged the U.S.
Governments
commitment
to assist in everything from
Millennial Challenge grants
to encouraging international
investment, to the return of
Peace Corps volunteers."
The meeting between U.S

The Ebola outbreak left a huge
dent in the already shattered
health system. With an
already dysfunctional health
delivery system the deadly
outbreak exposed how this
infrastructure despite the
huge amount of resources
pumped into it since President
Sirleaf ascended to power, was
still struggling for help. The
Deadly Ebola outbreak has
had a tremendous impact on
the Liberian economy, with
many international investors
pulling out due to the crisis.
But with the slowing down of
transmission of the disease,
Liberias partners including
the U.S is willing to help the
country pick up its broken
pieces and move on.
President
Obama
could
not help but recall the
devastating impact of the
Ebola virus outbreak on
Liberia in 2014, describing it
as an extraordinarily difficult
challenge that left death and
disruption of an entire country
and region of the sort that has
never been seen before.
In an earlier meeting with US
Secretary of State John Kerry,
President Sirleaf thanked the
U.S for the level of support
the U.S government has given
to Liberia during the deadly
Ebola crisis.
I come also to express on
behalf of the Liberian people
our deep appreciation for
the support which we have
received as we continue to fight
this deadly virus, she said.
Continued President Sirleaf:
We want to thank President
Obama
for
the
strong
leadership which he has
shown, for the call to action
that he has made. We thank the
Administration; we thank the
Congress in a bipartisan way
for the support theyve given
to the Administrations call for
their support. And we thank
the many U.S. institutions
NIH, CDC, the public health
service, DART all of those;
the faith-based institutions,
the American public at large,
that all came together in a very
strong partnership with us to
be able to address and to fight

this disease.
She said the year 2014 was
a difficult year for Liberia
because the Ebola epidemic
threw the country backwards.
We had solved a lot of the
problems that came out of
two decades of war. We had
addressed our debt issue;
we were rebuilding our
institutions, repairing our
infrastructure,
putting
in
the laws and the strategies
that wouldve enabled us to
be able to meet our Vision
2030 agenda, our agenda for
transformation. When Ebola
struck, the chances of all of that
being wiped away confronted
us, said President Sirleaf.
In the early days, we did not
know what to do. We were
fearful, people died, our nurses
and doctors who tried to
treat what they thought were
ordinary diseases such as
malaria and yellow fever were
confronted with something
that they had no answer for.
President Sirleaf praised the
level of partnership that the
United States galvanized from
the international community
that came to Liberias rescue.
Thats not something weve
never had boots on the ground
in Liberia. It was the first
time. But the landing of that
just sent a big message to the
Liberian people that the United
States was really with us, and
they provided the kind of
service that have enhanced the
capability of our own military
because they worked together

in building those centers, she


said.
Continued President Sirleaf:
The United States never
closed to Liberia, even though
we know there were great
pressure on the part of a
fearful citizen here, and we
understood their fears because
this was an unknown enemy to
all of us. But President Obama
and
the
Administration,
supported by the Congress,
stood firm and said, We will
continue to work with Liberia.
Well continue to do this.
President
Sirleaf
asked
for a continuation of the
partnership, first to help
Liberia get to zero, which
means supporting regional
initiative.
Were asking that we work
together in a dialogue to look
at our economic recovery
that will strengthen our
health infrastructure, that will
get us to continue with our
prioritization of agriculture to
feed ourselves, he said.

open. That through dialogue,
through understanding, this

the number of cases, Liberia is


not totally free yet and cannot
afford complacency.
We are not there yet. We still
have a challenge, even though
enormous progress has been
made. And we want to review
the other issues that are on
our bilateral agenda and we
will shortly be meeting with
President Obama at the White
House, he said.
The most effective action
is preventative action, and
delay or waiting can make
the challenge just that much
greater. Second, the critical
need to upgrade the health
infrastructure ensuring that
countries have the backing that
they need and the support they
need, because the difference
between rich and poor should
not spell the difference
between life and death.
U.S President Obama also
stressed that there is a need
for the global community to
be more vigilant even with the
level of remarkable progress
that Liberia has made in the
fight against Ebola.

And in the meantime, normal
life is beginning to return to
Liberia. Children are beginning
to go back to school. People
are beginning to go back to
soccer matches. Businesses
have reopened. And the flow
and rhythm of normal life has
begun to return.
Continued President Obama:
So we are very proud of what
Liberia has accomplished,
and we've been very proud
to be partners with Liberia
in that process. The meeting
today will obviously discuss
how we make sure that we're
not complacent so long as
theres even one case of Ebola
remaining in West Africa. But
we're now also in a position to
look towards the future.
With this meeting Liberia is
confident that the US will help
it rebuild its infrastructure laid
bare by the Ebola epidemic and
bring the much-needed relief
to people who are hurting from
the scourge of the disease.
Wed like to see a regional
approach for the protection
of our borders, to be able to
monitor and to manage crossborder travel in our long and
porous borders. Wed like to
see the partnership continue
as we move toward rebuilding
our health infrastructure, said

(LB-13), comprising more
than 625,000 acres (2,500
square kilometers) offshore

a drug expected to
fight against the
deadly Ebola virus
disease began on Friday in
Monrovia. Z-Mapp, the drug
that is currently being tested
to determine its effectiveness
in humans against Ebola was
previously administered to
two Liberian doctors and a
physician assistant when they
both tested positive of the virus
during the peak of the outbreak
last year.
Announcing the trial of the
Z-Mapp drug in Liberia, the
Head of the ELWA II Ebola
treatment unit told the Ministry
of Information Culture and
Tourism regular press briefing
Friday that while it is true that
many people are surviving from
Ebola, all of the measures that
are being used to help patients
are all empirical methods.
Dr. Jerry Brown also the Coprincipal investigator of the
study said the Z-Mapp Ebola
treatment study is taking place
in Liberia to find a possible
cure to the Ebola virus which
has killed dozens of people in
the country.
Said Dr. Brown: The
purpose for this Z-Mapp
Ebola treatment study is to
test treatment to see if we can
help people with Ebola survive
from the disease. The study
is to be done jointly by the
clinical research partnership
where we are going to have
scientists in Liberia partnering
with scientists from the US as
they conduct this study.

OF SENATORS-ELECT NEC CLARIFIES COURT MANDATE

that the Supreme
Courts recent rulings did
not call for a reinvestigation
or decertification in any of
the alleged elections fraud
cases before the body as
being perceived in the public
and reported by some media
institutions.
The Supreme Court, Tuesday
February 17, rendered two
separate rulings in a number
of alleged fraud cases filed by
some defeated candidates of
the 2014 special senatorial
elections.
One of the courts rulings
affects the case involving
defeated Maryland senatorial
candidate
Representative
Bhofal Chambers and newly
elected Senator Gbleh-bo
Brown, while the other affects
all cases of alleged elections
fraud matters that were filed
before the high court.
There
has
since
been
misconception in the public
and the media on the matter,
with Renaissance Newspaper
carrying a banner in
its
February 23, 2015 edition:

On the Maryland elections
saga, the Supreme Court
states: we remand this case,
ordering that the board of the

the appellants complaint and
make a determination thereof.

high court does not mandate
the court to re-investigate the
entire case but rather conduct
a rehearing into Dr. Bhofal
Chambers appeal, admitting
to procedural error by the
commission during the initial
hearing which violates section
2.4 of the new elections law.
What the board is going to do
is to reconvene with at least
five members including the

chairman of the commission to


rehear the case, Mr. Kennedy
told reporters.
Kennedy further said A lot
of people are mistaking the
rehearing to be reinvestigation.
The Elections Commission
has not been mandated to
reinvestigate the case; we are
going to rehear it.
The High Courts ruling is
as a result of Dr. Chambers
exception to NECs initial
decision to deny his appeal,
citing that only four members of
NECs Board of Commissioners
heard the appeal on January 9,
but five commissioners signed
the ruling.

After looking into the merits


of the exception, the Court
overruled NECs decision,

ordering a rehearing in
compliance
with
section
2.4 of the new elections law
which sets the quorum for
transaction of business by the
National Elections Commission
at five members of the board of
commissioners.
It can be recalled that Dr.
Chambers took an appeal to the
NECs Board of Commissioners,
after expressing dissatisfaction
over the manner in which the
Maryland County Elections
Magistrate handled his alleged
fraud claims in the senatorial

race in which he was defeated


by 76 votes.
After hearing the merits of the
case, NEC denied the appeal.
A court document in possession
of this paper quotes NEC as
stating that Dr. Chambers
failed to assign the error made
by the magistrate and in fact
did not complain about the
ruling held in Maryland in his
appeal before the board, but
instead raised new allegations
of facts which were never
raised before the Magistrate,
heard and disposed of, and
which in fact seemed to make
the appeal a new complaint.
Meanwhile the high court also
ruled prohibiting NEC from
certificating any declared
winner in a public elections
where a complaint is filed
against the elections and
the process pursued by the
commission.
Drawing from its judgments
in the petitions by defeated
candidates in the just ended
special senatorial elections
the Supreme Court ruled:
Further, that notwithstanding
the declaration made by
this court in this opinion,
the court believes that as it
relates to the persons already
certificated by the National
Elections Commission when
the various petitions for the
writ of prohibition were filed,
prohibition will not lie to

treatment study, the patients
clinical condition will not
prevent the study team from
enrolling the patient.
He maintained that no one will
be coerced to form part of the
study adding that all positive
Ebola patients that will be
enrolled in the study will have
to consent to form part of the
study.

as it relates to its side effect and
others before you are enrolled
into the study, he noted.

is experimental trial vaccine

decision a couple of elections
related case and it intimated
that whenever there is an
alleged elections fraud case
before the National Elections
commission after an elections,
the Commission should not
proceed with the certification
of whoever the winner is until
it is dispose of, said Kennedy.
The NECs Spokesman said:
But others also are thinking
by this verdict of the Supreme
Court the commission is
required to revoke the
certificates of those already
seated.
No, that is not the decision of
the Supreme Court as far as we
understand; we have not been
mandated to de-certificate
any senator who has been
certificated by. NEC, Kennedy
asserted.

For the Procurement of Consultancy Services: NIR-GOL-EOI-001-15
The Government of the Republic of Liberia intends to apply potion of its budgetary allotment toward the cost of developing a National Biometric
Identification System (NBIS).

The GOL, acting through the National Identification Registry (NIR), now invites expression of interest (EOI)from eligible consultants to provide
consultancy services in developing the NBIS.

Background

The Government of Liberia established the National Identification Registry (NIR), an autonomous agency, to develop and implement a modern,
stable and sustainable National Biometric Identification System (NBIS) that provides a secure and save environment for citizens and residents in
Liberia while protecting peoples privacy and supporting the planning and allocation of resources, benefits and services.
The Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) procedures, as enshrined in the Public Procurement
and Concession Act (PPCA) of Liberia.

The Consultant will, among other things, be responsible to carry out the following activities:

Collect both alphanumeric and biometric data, and assign unique identification number to each citizen and resident thereby creating a
clean population database (de-duplicated) that ensures that each person has only one positive identity, thus creating a national identification and
verification platform.

Issue for each positive identity a smart card designed to incorporate the combination of biometrics and cryptographic functions, as well as
smart card technology produced in a secure production facility.

Develop a protocol for securely sharing collected data with authorized government and non-government institutions and provide for the
addition of new records, renewal of expired cards and replacement of damaged, lost and stolen cards.

Develop the means to record/update births, deaths, and such variable information as addresses, education levels, employer information, etc.

Perform Biometric Enrollment for all citizens and residents having ages above 5 years, for a population coverage of approximately 3.75
million people (estimation based on 2008 census data) in the fifteen counties.

Procure and install state-of-the-art biometric equipment, and provide technical support and training.

The selected consultant(s) shall commence work within thirty (30) days of award of contract. The overall duration of the project will be for twelve
(12) months.

Qualification Requirements
The Consultant Firm must:

1.
Have served as prime contractor for a successfully implemented National Biometric Registration System on a population of at least five (5)
million people within Africa, in the last five (5) years.
2.
Have a proven record of customization and support of the Automatic Fingerprint Identification System (AFIS).
3.
Have average annual revenue of at least US$5 million over the last three (3) years.
4.
Have been in existence, legally registered/established and operative for a period of at least four (4) years.
5.
Provide a tax clearance certificate for the most recent tax filling year/period.
6.
Have a proven ability to deliver logistics and transportation solutions; i.e. importing, distributing and assembling large quantity of goods
within Africa.
7.
Have proven experience in the construction and integration of Information and Communication Technology (ICT) infrastructure in Africa.
8.
Have proven record of after-sales services.

employees of one of Liberias renowned private
health facilities, the Seventh Day Adventist Cooper
Hospital who were quarantined after a woman
treated at the hospital was diagnosed of Ebola were released on
Saturday after successfully completing 21 days confinement.
Amanda Blad, a lady was treated at the hospital but soon
afterward she was diagnosed of the deadly virus prompting fear
and resulting to the imposition of quarantine as a preventive
measure against further spread of the Ebola virus which is now
on the decline in Liberia.
Amanda was treated at the hospital for infection where she was
believed to have interacted with several other people exposing
local and international health workers to the EVD.
Those quarantined for 21 days were set free by the Ministry
of Health and Social Welfare (MOHSW), Centers for Disease
Control and the Administration of the hospital.
Tearful testimonies
At a thanksgiving ceremony organized for the 33 staffs, several
gave testimonies praising God for protecting them through the
quarantined period.
Some in tears said they were happy, expressing thanks and
praises to God for guiding them following the contacts they
had with the lady.
The door was guided by the Angel, God is with us every
day and we should not be complacent, take precaution from
contacting the Ebola virus, said some of the staffers.
Lucinda Carter, the hospitals Administrator, said the lady
(Amanda) visited the hospital under the pretense that she had
infection and was treated by staffs.
She also expressed regret over a FrontPageAfrica story,
saying that the newspaper did not contact the Hospital before
publication.
Madam Carter said the story by FPA led to fear amongst
patients who regularly go to the Hospital for treatment.
Preaching at the thanksgiving service, Rev. Emmanuel Smith
said the relationship with God is the best.
He expressed regret over the absence of people who were
treated by the hospital to sympathize with the staffs who were
quarantined.
I am very disappointed that there is low presence of those who
were treated by the hospital who are not here to praise God for
protecting your lives.
Also speaking, the Medical Director of SD Cooper Momo
Sonni thanked the quarantined staffs for abiding by the
Hospital mandate and adhering to all the preventive measures.
He said almost everyone came in contact with the deceased
but was glad that none of the staffs who interacted contracted
the virus.
Meanwhile, the Ministry of Health has disclosed that those
that were quarantined will receive their salaries.
Also the Ministry of Health and the General Services Agency
have given several items to the staffs of the hospital geared
toward thanking them for their confinement.

west wing segment on the
third floor of the commission
building on Ashmun Street.
Auditor General Yusador S.
Gaye made the call at the
weekend during the turning
over of the renovation work
of portion of the building to
officials of the company.
The Auditor General made
it clear that her institution
currently occupies the old
Executive Mission where
they cannot permanently
change but they can carry
out superficial changes to
accommodate their staffs.
Said AG Gaye: As you
can see for yourselves this
segment of our offices is not
in a good condition and it
needs complete rehabilitation
in order to help create

more office space for our


institution and to help make
the job more easier for our
employees even though we
are not here forever but we
need a comfortable office
space.
She thanked officials of the
company for winning the
contract from among several
other companies but urged
them to prove their talents.

rehabilitation of the segment
of the office will help to

strengthen auditing work.

WE WANT JUSTICE:
An Open Letter to H.E. BARACK OBAMA PRESIDENT-USA and a caveat to President Ellen Johnson Sirleaf

Dear President Obama,

bring you a hearty and zealous salutation from the ambiance


of the Youth and Children of Liberia. On behalf of the young
people, I want to thank you for steering the affairs of the
worlds most democratic, and respect-for-human rights
nation that has longed and ever-existed on the surface of the earth
United States of America. We thank you, your government and
people for the relenting, unwavering and adequate assistances
toward the government and humble people of Liberia especially
during the period of intensification of the Ebola outbreak in our
country. We are indebted to the American people for empathizing
with us evidenced by the presence of the US military and the
construction of Ebola Treatment Units (ETUs) in Liberia.
President Obama, since the establishment of Liberia in 1822 and
the subsequent Declaration of our Independence on July 26 1847,
America has been playing a motherly role to us while we exercise
the infantry role. We always seek shelter and clothing from you
when the rain is falling.

This mammoth relationship between the United States of America


and the Republic of Liberia dates back to the formation of the
American Colonization Society (ACS) in 1816, for the purpose
of colonizing colored people and to repatriate freed-slaves to
their original homeland (Africa). This long relationship started in
1818, when Samuel J. Mills and Ebenezer Burgess were sent by
the ACS to explore the establishment of a black colony - a colony
for freed African-American slaves. For over 175 years now, this
relationship has remained unbending. In fact, Liberia is seen as
the United States of America in Africa.

Mr. President, the Ebola epidemic scourged our economy,


killed thousands of Liberians, we were stigmatized and denied
travelling opportunities by few countries. Liberians anguished in
the streets. We did not have access to medical services, and as a
result, our mothers were delivery in the streets and many died
from other curable diseases because our hospitals and clinics
were shutdown. Over 1 million students were made to not attend
school because the schools were also brought to halt for over 5
months. A Liberian (Thomas Eric Duncan) got infected with Ebola
and unknowingly took it to your country; died there also. We
deeply apologized. Despite all of these things, you stood by us.
The government and people of America rendered financial and
materials support to our country.
President Obama, during the escalation of the Ebola virus in
Liberia, when families could not afford to buy food and the
economy had died many times before its actual death at the hands
of this epidemic, one of the worst human rights atrocities occurred
in Liberia. This inhumane episode took place on Wednesday,
August 20, 2014. On that unforgettable day, while Liberias largest
slum community-West Point (home to over 40,000 marginalized
people) was placed under quarantine because reports had
reached the government that there were Ebola-affected people
in that community, the military and police were ordered to
barricade all the roads leading in and out of West Point. Residents
there woke-up on that early historical Wednesday morning and
found themselves in what I called an unexpected prison without
prior notice to them. Their rights to food and movement were
forcefully taken from them. Had it been that the residents were
informed of their quarantine, I believe many of them would have
bought food and other assorted materials for their well-being. In
adherence to the Governments mandate, the Military and Police
went to West Point by 2:00am on Wednesday. Many thought
the residents would have mutinously sparked violence because
they were inadvertently quarantine the perception is that the
residents are menacing people. But this was not the case until
the local government appointee (the Commissioner Mrs. Haja
M. Flowers), who is the eye of President Sirleaf in West Point,
decided to evacuate her family members from the community.
Some angry residents then decided to take an uncompromising
stand by not allowing the Commissioner to do so. President
Obama, a good leader lives and dies with his/her people. As for
the Commissioner, she did not care.
While she was being stopped by the angry residents, immediately,
some uniformed police and military officers came into the fray by
forcefully taking the commissioner out of West Point. From the
onset, the Police used batons to disperse the angry protesters.
The protesters decided to retaliate by throwing stones back at the
Police.
Sadly and unprofessionally, the Joint-Security Forces especially the
Military (USA-trained army) began to use fire arms by disgorging
bullets toward unarmed citizens. If the angry residents in West
Point had guns or other weaponries, by now, our existence would
have been threatened and left in utopia. During this intentional

and devastating shooting, four persons (males) got severely


wounded and one of them died the next day at the Redemption
Hospital in New Kru Town on the Bushrod Island. A boy, 16 yr
old Shakie Kamara met his unexpected demise. The death of little
Shakie was a violation of Article 6 of the UN Conventions on the
Rights of the Child (UNCRC), Article 5.1 of the African Charter
on the Rights and Welfare of the Child (ACRWC), the Universal
Declaration on Human Rights and the Geneva Conventions. The
death of this poor and hopeless boy proved the immaturity of our
Military and Police. Not only that, it caused panic and till now,
Liberians cant move freely because the August 20 shooting saga
got us reflecting on the dark era of 14 yr of upheaval, butchery,
vindictiveness and the repressive execution of innocent lives.
Immediately, few days after, the President of Liberia - H.E. Ellen
Johnson Sirleaf ordered an investigation into the shooting
and promised that the perpetrators will face justice. The first
investigation was spear-headed by the Ministry of National
Defense (Defense Minister-Brownie Samuka) and should have
lasted for a period of two weeks. But, at that time, I was the official
Spokesperson for the Liberian Children in the Shakie Kamaras
case, so I vigorously questioned the President on grounds that
there will be some level of bias because the defense Minister
had previously stated on international medias that little Shakie
died from barbed wire. And so, I organized a peaceful march on
Wednesday, October 1, 2014to go to the US Embassy in Liberia
where we were going to ask for the Ambassadors involvement
and for the US Government to be part of the investigation process.
While en route to the Embassy, we were stopped by a truck
loaded with Police officers (PSU) and their commander came and
said these words, we will not allow you guys to leave from here,
because if you go to the US Embassy, you will be tarnishing the
governments annals. Then, I asked myself, what human rights
record can President Sirleafs administration boost of? We went
and re-strategized for another march for Thursday, October 23,
2014. This time, we went to the National Legislature and the
Ministry of Foreign Affairs (Office of the President) to demand
that President Sirleaf should turn over the investigation under
the canopy of the Independent National Commission on Human
Rights (INCHR).

This was given timely consideration. After about a month, the


Commission came out with its findings and recommendations.
Some of the germane recommendations include:
1.
That the family of the late Shakie Kamara be
compensated for damage.
2.
That the President of Liberia, on behalf of the Military
and Police, should make a public apology to the people of West
Point and Liberia as a whole for threatening our existence.
3.
That one of the victims, name Tutus Noah who got
shot in his stomach, be taken to Accra, Ghana for proper medical
evaluation
4.
That the perpetrators face justice in consideration with
international best practices (Ministry of Defense and other civil
society recommended.
The Joint Task Force Board of Inquiry set up by the Ministry
of National Defense also recommended the following
recommendations, but they are yet to be proven that they were
implemented:

The findings from the Disciplinary Board of the AFL concluded


that a Platoon Commander and four enlisted men were guilty
of indiscretion and exhibited indiscipline on August 20, 2014 in
the Township of West Point. Accordingly, the following sanctions
were imposed on these men:
1.
Lieutenant Aloysius QuayePlatoon Commander: He
was held responsible for poorly assessing the situation and acting
contrary to the behavior expected of a military leader in the
reformed AFL. As a leader in a situation of crisis, he was expected
to show efficient command after serving in the AFL for over five
years with training locally and in foreign parts. He should have
been able to handle simple crowd control and dispersal. As a
military leader, he did not follow proper military procedures in
selecting personnel to fire warning shots. Although no evidence
was adduced that any of the personnel of the AFL fired the fatal
shot that killed Shakie Kamara, the Disciplinary Board thought
it absolutely necessary to institute punishment for behavior
unbecoming of a serving personnel of the AFL.

As such, Lieutenant Aloysius Quaye, Platoon Commander is:


Guilty of violating Article 133 of the UCMJ regarding the
unbecoming conduct of an officer or gentleman;
Guilty of Article 92-C of the UCMJ regarding dereliction in
the performance of duty.
The punishments prescribed under the UCMJ include:

Reduction in rank to the lowest rank permissible under


the category of the accused;
Two (2) years loss of seniority with consequential effects;
Thirty (30 days) correctional custody;
Thirty (30) days detention;
Forfeiture of 2/3 salary for 3 months; and
Letter of Severe Reprimand.
Additionally, the following enlisted personnel of the AFL were
found guilty of various offences of the UCMJ. They include:
Corporal Mulbah TimothyViolation of Article 128 of the UCMJ
regarding assault and arbitrary use of force;
Corporal Flomo AnthonyViolation of Article 128 of the UCMJ
regarding assault and arbitrary use of force as well as Article 134
regarding threat in communicating;
Corporal Toure PatrickViolation of Article 107 of the UCMJ
regarding making false statements;
Private First Class Salebia MosesViolation of Article 107 of the
UMCJ regarding making false statement.
The prescribed punishments for the four enlisted men include:
Reduction in rank to the next lower rank;
30 days correctional custody;
30 days detention; and
Letters of Severe Reprimand.

Since these recommendations were given, not a single one of


them has been implemented. Besides, the easiest one that calls
for the President to make a public apology has not been adhered
to by President Sirleaf.

President Obama, it is the United States of America that trained


our Army and Police. This broad day hooliganism and butchery
of people by our Army and Police Force is a very bad signal for
America and one would wonder as to whether they were taught
about brutalization.
Mr. President, it is my understanding that President Ellen Johnson
Sirleaf will meet you on Friday, February 27 2015 in the White
House. I wrote this brief letter to appeal to you as the President of
the worlds most and best democratic, respect-for-human rights
and judicial country, to discuss with her this essential and peculiar
human right case. Mr. Obama, if you cant help seek justice for that
innocent child for our sake, please do it for the sake of your two
beautiful girls Malia and Sasha Obama. Malia and Shakie have
the same ages had he been alive at this time. Remember President
Obama, Martin Luther King Jr. said, Injustice anywhere is a treat
to justice everywhere. On behalf of the children of Liberia, I hope
and pray that you will discuss this with her and also express your
curiosity for justice in this case. We want to know who did the
shooting and for the INCHR recommendations to be immediately
implemented.
Your Excellency, Mr. President, we also are questioning the Nobel
Peace Prize Committee as to whether it did a flashback and
foreshadowing of President Sirleafs activities and attributes
before making her one of the 2011 Nobel Peace Prize winners.
She is the un-symbolic Nobel Peace laureate evidenced by her
failure to serve justice in the death cases of children.

In November 2007, little Angel Togba, 13, was found dead in her
foster-parents bathroom. August 2014, little Shakie Kamara, 16,
was gunned down by State security officers. And in January 2015,
little Ma-musu Fofana, 12, was severely raped to death by an excombatant and a drug addict, Musa Kanneh. In all of these cases,
President Sirleaf has always been reluctant in pursuing justice for
those poor children. She only gives mere promise that justice will
prevail.
President Obama, we, the children of Liberia, hope that you will
discuss this with our President on her visit to your office and
that you will also ensure that justice be served and the other
recommendations be given due consideration.
Thank you very, our appreciation to the Government and People
of America and your nation continues to prosper.

Rooney scored after a foul on
Radamel Falcao, for which Brown
was dismissed instead of John O'Shea,
despite protests from the visitors.
United added a second when Rooney
headed in after Adnan Januzaj's shot
was parried into his path.
The victory reasserted the home
side's challenge for a top-four place.
United moved up to third place in the
Premier League as they claimed an
11th home win out of 14 in the topflight so far this season.
However, Brown's red card emerged
as the talking point as the Old Trafford
side finally earned a breakthrough to
go with their improved second half
urgency.
Falcao controlled an Ander Herrera
cross beautifully in the box and, as
