SPC Education Center NGO want to inform to all that Ministry of Labour & Employment, Govt. of
India start Modular Employable Skills (MES) under Skill Development Initiative Scheme
(SDIS). Those who are skilled and not have Govt. certificate award them NCVT certificate under
Skill Development Initiative Scheme (SDIS), Ministry of Labour & Employment, Government of
India.

Vocational Training System in India

Vocational Training is a concurrent subject under the Constitution. The Central and State
Governments share responsibility for effective implementation of vocational training system in the
country. At the national level, the Directorate General of Employment and Training (DGE&T),
Ministry of Labour & Employment (MoLE), is the nodal body for formulating policies, laying down
norms, standards, conducting trade test and certifi cation of vocational training under the aegis of
training advisory body National Council of Vocational Training (NCVT). The vocational training
system under the Ministry of Labour and Employment is one of the most comprehensive systems in
the country.

Accordingly, Ministry of Labour & Employment undertook development of a new strategic

framework for skill development for early school leavers and existing workers, especially in
the un-organised sector in close consultation with industry, micro enterprises in the unorganised sector, State Governments, experts and academia which was essential
considering their educational, social and economic background. The main objective of the
scheme is to provide employable skills to school leavers, existing workers, ITI graduates,
etc. Existing skills of the persons can also be tested and certified under this
scheme. Priority will be given to covering those above the age of 14 years who have been
or withdrawn as child labour to enable them to learn employable skills in order to get gainful
employment. it is hoped that this website will help in dissemination of the information about
the scheme and bring transparency. It will also helpful in getting valuable feedback from
stakeholders and public at large.
All courses are approved by National Council for vocational training (NCVT). Certificate awarded
under this scheme are recognized for subordinates post at India and abroad.

What Is MES?
MES -Modular Employable Skills defines the minimum skill set in a chosen trade or profession
which is sufficient to get an employment in job market.

About Certificate:
Successful apprentices are awarded National Apprenticeship Certificate, which is a
recognized qualification for recruitment to the shop floor level subordinate technical posts
within the country as well as abroad.
