RE-ORGANIZING THE MUNICIPAL TOURISM, CULTURE
AND THE ARTS COUNCIL
WHEREAS, Sec. 16 of the LGC of 1991 provides that LGUs play an important role in the
development, promotion and preservation of Filipino culture to encourage the participation of people in
the development and preservation of Filipino identity;
WHEREAS, DILG Memo Circular No. 95-162 enjoins LGUs to create Local Tourism Council to
further strengthen collaborative efforts among government agencies, NGOs and private sector promoting
and developing tourism as a prime generator of employment and an engine for economic growth;
WHEREAS, in pursuit to these mandate, goals and objectives, there is a need to create the
Tourism, Culture and the Arts Council that will ensure the preservation, enrichment and promotion of the
Filipino national culture;
WHEREAS, there is a need to reorganize the Culture and the Arts Council as a policy making
and implementing structure of the municipality relative to implementation of culture & arts programs;
NOW THEREFORE, I, CHARLTON L. UY, Municipal Mayor, by virtue of the powers vested in me
by law, do hereby order:
SECTION 1. Title This Executive Order shall be known as the Re-organization of the
Municipal Tourism, Culture and the Arts Council of Cabatuan, Isabela.

SECTION 3: Duties, Functions and Responsibilities:
1. Prepare an Annual Plan on tourism, culture and the arts consonant to the Medium Term
Philippine Development Plan for Tourism, Culture and the Arts to be integrated in the Local
Development Plan;
2. Formulate programs and recommendations to develop local cultural and artistic talents;
3. Ensure the protection, preservation and conservation of the local cultural and historical
heritage and tourism sites;
4. In coordination with the private sector, conduct cultural events such as cultural festivals,
competition. Lectures, seminars for a symposia, set up exhibits during fiestas and other
related activities;
5. Conduct periodic consultations with all stakeholders to identify grassroots-based cultural
concerns, issues and agenda;
6. Encourage the development of local cultural industries;
7. Conduct periodic inventory of local cultural objects and sites in coordination with the National
Commission for Culture and the Arts;
8. Coordinate with existing Local Culture and the Arts and Tourism Council.

SECTION 4: Effectivity Clause This Executive Order shall take effect immediately.
