1.

PURPOSE
1.1 To ensure that quality in field construction is assured by designing a
procedure for monitoring the activities related to the installation and
related activities of LV switchgears, Motor Control Centres, Distribution
Boards and panels
1.2 To outline the functions and responsibilities to be performed by
concerned persons of contractor /Subcontractor in order to execute all
related activities within the scope of this procedure, as per contract
specifications.

SCOPE
This procedure is applicable to all Electrical Works related to LV
switchgears, Motor Control Centres, Distribution Boards and panels
installation by the Contractor for the captioned project

5.1 Safety personnel shall ensure that Company /Contractor safety
regulations and rules are strictly adhered.
5.2Risk Assessment for the activity identified and precautionary measures
are in place.
5.35.3 Necessary TBT (Tool Box talk) as required for the work shall be
given on daily basis.
5.4 PTW for the work obtained and available at the work location, along
with necessary additional permits.
5.5 In case work occurs in Brown field area OR inside EMAL operational
area, EMAL PTW system shall be followed.
5.6 Scaffoldings, if any, are inspected and are provided with proper tags.

5.7 Any unsafe activities leading to hazards shall be stopped instantly by


the authorized personnel on site until suitable corrective action is
implemented.
5.8 Provide and maintain all temporary lights, guards, fencing and warning
sign when and where necessary for work.
5.9 Provide and maintain sufficient and adequate first aid equipment at
site and ensure proper training for people.
5.10 Responsible for ensuring Personnel Safety apparels (Coverall,
Helmets, Safety shoes, Goggles, etc.).
5.11 Proper and periodic housekeeping to keep the work area clean and
avoid accidents.
5.12 It may be noted that, as per revised Safety Policy of the Company,
anyone is authorized to stop the work if any unsafe condition is
encountered.
5.13 Prior to start of confined space work tool box conducted. Only
confined space trained people can enter in to the confined space.
5.14 Before start of work, call ERT Team. Check the gas test.

6.0 RESOURCES (Equipment and Manpower)

7.0 SUPERVISION
7.1. The Project Manager assumes overall responsibility with regard to
Safety, Quality assurance & Quality Control, progress & efficiency, scope
changes, final & acceptance handover of the Project. He shall interact with
CLIENT for all jobs related activities.
7.2. The Construction Manager shall report to Project Manager and
responsible for monitoring and control of all construction activities related
to the captioned project. He shall interact with CLIENT for all jobs related
activities.
7.3. The Site Engineer shall report to Construction Manager and
responsible for supervision, control, implementation & execution of all
construction activities. He interacts with CLIENT representative for all jobs
related activities and responsible for day to day activities & preparation of
construction records.
7.4. QA-QC Engineer shall coordinate with Construction Manager and
reports to Project Manager & QA-QC Manager at Head-office and
responsible for implementation of related QA-QC activities for the work as
detailed in relevant ITP's. Materials procured and arriving on site will be
inspected by him to verify the compliance as per approved MAR. He will
conduct site inspection, monitor the activities for their compliance with
applicable drawings & specifications, and maintain quality records of
inspection for any future reference.
7.5. The Safety Engineer's responsibility is to ensure that all safety
precautions are in place, toolbox talk given, people are aware of hazards
involved and Personnel Protective equipments (PPE) are worn at all times.

8.0

MATERIALS PROCEDURE
Incoming Materials Inspection and Material Handling

Inspected Crane with appropriate tonnage and other certified lifting tools
shall be used to offload panels delivered at site and utmost care shall be
taken while offloading.

LV switchgear / Motor Control Centre / Distribution Board / Panel delivered


at site by the Vendor shall be verified against the packing list, unpacked
and inspected in front of the CONTRACTOR inspector for their acceptance
as per specifications, approved material submission with component
descriptions, approved drawings and applicable standards.

All free issue materials from the CONTRACTOR also shall be unpacked and
inspected in front of the CONTRACTOR inspector for their acceptance as
per specifications, approved material submission with component
descriptions, approved drawings and applicable standards.

Any damages or discrepancies found during the inspection shall be clearly


recorded and shall notify the management and CONTRACTOR / VENDOR as
applicable.

LV switchgear / MCC / Distribution Board / Panel delivered at site shall be


fully covered, stored and maintained properly inside air-conditioned
storage areas only.

Materials shall be shifted to the work area as per the planned schedule
only.

LV switchgears / MCCs / Distribution Boards / panels shall be kept in


vertical position as per the manufacturers recommendations not
disturbing installations inside and shall not be kept upside down position.

LV switchgears / MCC / Distribution Board / Panel while transportation shall


be cared enough not to shake heavily and shall not damage panels /
components inside.

Unpacking shall be done only before its installation to protect them from
the dust, moisture, etc.

Scrap materials upon unpacking shall be removed immediately from the


work site and shall be dumped at the allocated locations only.

Fabrication works required for the panel support works shall be performed
from the fabrication area near the main site storage and no fabrication
works are entertained at the work area.

9.0

SITE EXECUTION PROCEDURE

The work permit along with the associated supplementary permits


shall be approved and available at site.
LV switchgear / MCC / Distribution Board / panel available at work
area shall be checked for inspection status and its acceptance prior
to use.
All layout drawings, detailed installation drawings and other
supporting document available at site shall be of the latest revision
and approved. Installation instructions as per the manufacturers
recommendations shall be referred.
LV Switchgear / Motor Control Centre / Distribution Board / Panel
location shall be marked at site as per the approved layout drawing.
Drilling shall be done to install panel supports (for wall mounted
installations) as per the marking available and referring to the panel
size. While drilling, nearby existing panels shall be covered with
polythene cover or green nets.
For wall mounted installations, ends of the channel support shall be
provided with the end cap.
For floor mounted installations, pre-fabricated supports wherever
applicable shall be checked for proper grinding and approved paints
shall be applied at weld locations.
Support installation shall be plumbed for leveling and checked for
tightness prior to the panel installation.

LV switchgear / MCC / Distribution Board / Panel shall be offloaded in


the working area using the crane with appropriate tonnage and
other lifting tools.
LV switchgear / MCC / Distribution Board / Panel shall be shifted to
the installation location using Hydraulic Jacks / Trolleys / Forklift.
For wall mounted installation, the component assembly inside shall
be removed with utmost care leaving the enclosure for fixing to the
panel support and verify the tightness.
The component assembly shall be re-installed inside the enclosure
and checked for the tightness.
For floor mounted installation, LV switchgear / MCC / Distribution
Board / Panel shall be kept on the support structure, check the
leveling, fix properly and verify the tightness.
Chain block assembly shall be used to lift the panel up wherever
required and will be verified that it is properly fixed to the
scaffolding structure prior to lifting.
Panel and support earthing shall be done as per the specifications /
manufacturers recommendations / available standards.
Equipment nameplates matching with the equipment list, approved
layout drawings and material submission documents shall be fixed
properly as per the specification /available standards.
After installation, clean external and internal of switchgears,
distribution boards, panels and surrounding areas.
After installation necessary protection shall be provided to the
equipment when required.
Any damages occurred during the installation activity shall be
immediately reported to the management and CONTRACTOR /
VENDOR.
After finishing the installation, inspection shall be arranged for the
completeness and approval based on the checklist as per the
approved ITP for this activity.

10.0 INSPECTION AND TESTING


Work execution and test shall be monitored, witnessed and recorded
according to the inspection list and QC Forms given by the applicable ITP.

11.0 QA-QC REQUIREMENTS

QC Check sheets as indicated in the Inspection and Test Plan (ITP) shall be
completed by the CONTRACTOR and will be reviewed and approved by the
CONTRACTOR.
Field inspection shall be carried out as mentioned in Check sheets of ITP.
