ThereweresomebignewdevelopmentsinSaturdaysbudget,butthestoriesemergedfromtheBudgetsfineprint,not
thespeechinParliament.
1.ThebiggeststoryofthisBudgetisamajorchangeinthewaytheUnionGovernmentspendsitsmoney.Earlierthis
week,FinanceMinisterArunJaitleyannouncedthatthegovernmenthadacceptedtherecommendationsofthe14th
FinanceCommissionandraisedtheStatesshareinthenetproceedsofuniontaxrevenuesfrom32percentto42per
cent.
WithmoreofitspiegoingdirectlytoStatestospendastheylike,theUnionGovernmentwouldbeginreducingits
allocationstotheStateplanandwindupsomeCentrallySponsoredSchemes.Thishasalreadyhappenedinthis
budget.

scheme.Thirtyoneschemes,includingtheMahatmaGandhiNationalRuralEmploymentGuaranteeScheme
(MGNREGS),theMidDayMealScheme,theSarvaShikshaAbhiyaanandscholarshipschemes,willremainfully
fundedbythecentralgovernment.
