This material has been put together to help Kingdom Workers in our local churches
who did not have the privilege to attend a Bible College. We have sincerely tried to
simplify many of the topics by summarizing their content in points form. We hope that
they will do some good in your local church leadership and ministry.
To all those who have supported us along the way by prayers and finance,we are
greatly indebted to you. It is our prayer that you will gain much Kingdom Returns
through these materials. May the Good Lord blessyou all.

Basics of Church Development &


Planning
Developing the Church for Community Transformation
1) The Church
a) The word Church was probably derived from the Greek word kuriakon (i.e.,
"the Lord's house"), which was used by ancient authors for the place of worship. In
the New Testament it is the translation of the Greek word ecclesia, which is
synonymous with the Hebrew _kahal_ of the Old Testament, both words meaning
simply an assembly, the character of which can only be known from the
connection in which the word is found.
b) There is no clear instance of its being used for a place of meeting or of worship;
although in post-apostolic times it early received this meaning. Nor is this word
ever used to denote the inhabitants of a country united in the same profession, as
when we say the "Church of England," the "Church of Scotland," etc.We find the
word ecclesia used in the following senses in the New Testament:
c) It is translated "assembly" in the ordinary classical sense (Acts 19:32, 39, 41).It
means the whole body of the redeemed, all those whom the Father has given to
Christ, the invisible Catholic Church (Eph. 5:23, 25, 27, 29; Heb. 12:23).
d) A few Christians associated together in observing the ordinances of the gospel are
an ecclesia (Rom. 16:5; Col. 4:15).All the Christians in a particular city, whether

they assembled together in one place or in several places for religious worship,
were an ecclesia. Thus all the disciples in Antioch, forming several congregations,
were one church (Acts 13:1); so also we read of the "church of God at Corinth" (1
Cor. 1:2), "the church at Jerusalem" (Acts 8:1), "the church of Ephesus" (Rev. 2:1),
etc.The whole body of professing Christians throughout the world (1 Cor. 15:9;
Gal. 1:13; Matt. 16:18) are the church of Christ.

2) The church visible


a) The church visible consists of all those throughout the world that profess the true
religion, together with their children." It is called "visible" because its members are
known and its assemblies are public. Here there is a mixture of "wheat and chaff,"
of saints and sinners.
b) God has commanded his people to organize themselves into distinct visible
ecclesiastical communities, with constitutions, laws, and officers, badges,
ordinances, and discipline, for the great purpose of giving visibility to his kingdom,
of making known the gospel of that kingdom, and of gathering in all its elect
subjects.
c) Each one of these distinct organized communities which is faithful to the great
King is an integral part of the visible church, and all together constitutes the
catholic or universal visible church." A credible profession of the true religion
constitutes a person a member of this church. This is "the kingdom of heaven,"
whose character and progress are set forth in the parables recorded in Matt. 13.
d) The children of all who thus profess the true religion are members of the visible
church along with their parents. Children are included in every covenant God ever
made with man. They go along with their parents (Gen. 9:9-17; 12:1-3; 17:7; Ex. 20:5;
Deut. 29:10-13). Peter, on the day of Pentecost, at the beginning of the New
Testament dispensation, announces the same great principle. "The promise [just as
to Abraham and his seed the promises were made] is unto you, and to your

children" (Acts 2:38, 39). The children of believing parents are "holy", i.e., are
"saints", a title that designates the members of the Christian church (1 Cor. 7:14).

3) The church invisible


The Church Invisible consists of the whole number of the elect that have been, are,
or shall be gathered into one under Christ, the head thereof." This is a pure society,
the church in which Christ dwells. It is the body of Christ. It is called "invisible"
because the greater part of those who constitute it are already in heaven or are yet
unborn, and also because its members still on earth cannot certainly be
distinguished. The qualifications of membership in it are internal and are hidden.
It is unseen except by Him who "searches the heart." "The Lord knoweth them that are
his" (2 Tim. 2:19). The Church, to which the attributes, prerogatives, and promises
appertaining to Christ's kingdom belong, is a spiritual body consisting of all true
believers, i.e., the church invisible.
a) Its unity
God has ever had only one church on earth. We sometimes speak of the Old
Testament Church and of the New Testament church, but they are one and the
same. The Old Testament church was not to be changed but enlarged (Isa. 49:1323; 60:1-14). When the Jews are at length restored, they will not enter a new
church, but will be grafted again into "their own olive tree" (Rom. 11:18-24; comp.
Eph. 2:11-22). The apostles did not set up a new organization. Under their ministry
disciples were "added" to the "church" already existing (Acts 2:47).
b) Its universality
It is the "catholic" church; not confined to any particular country or outward
organization, but comprehending all believers throughout the whole world.
c) Its perpetuity

(1) It will continue through all ages to the end of the world. It can never be
destroyed. It is an "everlasting kingdom."1
(2)I would like to start this section by
explaining what the Church is to give us a
better foundation as we look at her ministry
development and community influence.

The Church [both local and

universal] has one purpose only


and that is to make Christ
known to the world.

4) What is the Church?


There can be a couple of answers to this question. People will answer this question
depending on the depth of their knowledge and of their Life in Christ. The word
church can be defined as:a) A Building for corporate worship, prayer and other
functions;
b) A Denomination a group of believers who form themselves
into a kind of organization [Methodist, AOG, Baptist,
Catholic]
c) The Universal Church members of the Body of Christ [Born
Again Believers] in all places and all ages;
d) A Local Church a geographical representation of the
universal church in a locality on earth.

5) What is the purpose of the Church?


The purpose of the Church is to show forth Gods Wisdom applied; Gods Love
Personified; and Gods Kingdom Epitomized, all in, by, and through Christ; and
now by the continuing work of The Holy Spirit. No local church can dream up or
design her own purpose for to do so is not to be identified with the Body of Christ.

so that through the church the manifold[l] wisdom of


God[m] might now be made known to[n] the rulers and
authorities[o] in the heavenly places. 11 This was[p]
according to the eternal purpose that he has realized in
Christ Jesus our Lord, Eph 3:10-11 (ESV)

The role of the church is to

6) What is the role of the Church?


With the purpose comes the role. The roles the church carries out serves to fulfil
her purpose. The roles of the church are laid down in scripture. No local church
can dream up or design her own roles thinking that it will contribute to the
fulfilment of the purpose of the Church Universal. The role of the church is to

through the 5 points underlined here. As she does this she is showing forth Gods
Wisdom Applied, Gods Love Personified, and Gods Kingdom Epitomized; and
thereby fulfilling her purpose. The roles of the Church are to;
a) Enjoy Gods Presence (Worship)
Psalm 34:3Praise the Lord's greatness with me. Let us highly honor his name together.

Personal worship is a beautiful experience where a person/believer gets to
commune with our God on a personal level and exhilarating experience when
Christians come to worship and praise God together on a corporate level.
b) Proclaim the Gospel
(Evangelism / Mission to dominate and influence earth through Kingdom
Culture).
Matt 28:19-20So wherever you go, make disciples of all nations: Baptize them in the name
of the Father, and of the Son, and of the Holy Spirit. 20 Teach them to do everything I have
commanded you. And remember that I am always with you until the end of time. (GW)

Acts 20:24 But I don't place any value on my own life. I want to finish the race I'm running.
I want to carry out the mission I received from the Lord Jesusthe mission of testifying to the

c) Provide a structure & avenue for family gathering (Fellowship)
Eph 2:19 That is why you are no longer foreigners and outsiders but citizens together with
God's people and members of God's family. (GW)
d) Provide a structure for church education (Discipleship).
Eph 4:12-13Their purpose is to prepare God's people, to serve, and to build up the body of
Christ. 13 This is to continue until all of us are united in our faith and in our knowledge about
God's Son, until we become mature, until we measure up to Christ, who is the standard.

e) Provide a structure for Social Development through Love

7) What makes a local church grow?


This is one of the most important and difficult questions in terms of local church
development and Kingdom Expansion, because at the end of the day we want to
see growth. Our success is measured by our growth both spiritually and
numerically. If there is no growth, than there is certainly in my view no
development and expansion, and of course our colonization process in our locality
is stagnant. I have outlined here some of the probable answers to the question
above.

a) An atmosphere of Worship, Praise, Prayer, and Fellowship


[There is an anointing flowing in the place and amongst the believers]. Jesus said; When
I am Lifted up from the world, I will draw all men unto me (Jn 12:32). The context
signifies the manner of death the Lord Jesus will suffer. That was his
sacrifice and He has suffered that already. Thereforeour continuing praise,
prayer, and worship now are our sacrifices of praise that will continue to
draw the lost to Him. Have you ever been to a service where there was just
no spiritual enthusiasm? You can feel that the songs were just sung from the
lips and not from the hearts; where there is vocal melody without spiritual
harmony. The preaching seemed irrelevant at all. The faces just dont
manifest the joy of the Lord, etc, etc I dont think you would want to go
there again; itll kill you. But where there is the Spirit of Worship, there is
the Joy of the Lord, Power of the Word, Exuberance in Prayer, Enthusiasm
of Service, Manifestation of Genuine Love and Care, Depth in Exhortation
and Predication, Heart-felt Emotions in Hymns & Songs. You will want to
go there again or perhaps every week. An atmosphere like that is appealing
and uplifting, dont you think?

b) Apostolic Leadership

But where there is the

&Mission), Church Care (Spiritual Food of Doctrine & Theology), and Church
Equipping (Discipleship, Coaching, and Mentoring).People are drawn to this kind of
leadership, where the Leader is Where the rubber meets the road; the front-line
of Kingdom Expansion work.

d) A total reliance on the Power, Protection, and Provisions of the Lord

Our reliance on God shows faith. As our faith is expressed by the way we live
our daily lives personally and corporately, it grow like wild fire and is caught by
those in the church (causing spiritual growth), and there will be a deep desire
to seek others out for The Lord Jesus (causing numerical growth). This Psalm is
not telling us that we leave everything to the Lord and we sit back and relax.
Rather it means that as we work we rely on God that he has already prepared
what is needed. The realization of our objectives is the physical manifestation
of Gods provision. We have faith in Gods control and we work hard at
eliminating all hints of egoistic success and personal pride.
e) Discerning and Using Spiritual Gifts of the Holy
Spirit

f) Using and Developing the Spiritual Gifts of her members


Members are not only recognized and utilized, they are also developed. They
are given the opportunities for more training, workshops, studies, etc. As
gifts are recognized, developed, and given the opportunities for service in
the church and creation of ministries in the communities, those who have
them will realize that they are cared for and that their contribution is
valuable to the leaders, achievement of the church vision, mission,
objectives, and of course the Great Commission. They will in return want to
increase their output. This causes growth both spiritual and numerical.
g) Improved facilities
Improved facilities are also an excellent contribution to church growth.
They are investments for ministries. Members are encouraged and seeing the
new developments arising from existing ones. It shows advancement. It
confirms that those in leadership have a vision for growth. Improved
facilities substantiate a genuine vision for the future. To say that building
big buildings are a waste of resources is an understatement. Those who say
that are not clear about Church Development and Growth. As we see
numerical growth in terms of people coming to Christ and attending church

8) Biblical Model of Leadership in the Church


a) Leaders are Apostles of God
The word Apostles, as I have already stated, is the translation of the Greek
word Apostolos meaning a delegate, messenger, or one sent forth with orders;
which specifically speaking in this context means an Ambassador of the
Gospel or a Commissioner of Christ or An Ambassador or Commissioner of Gods
Kingdom. Therefore, they are sent out by God as Ambassadors and
Commissioner to tell other, or to lead the work of telling others about Gods
salvation work in Christ Jesus.

Paul used the phrase Servant of Jesus Christ in many of his letters. In Pauls

forfeited all his rights and fully given over to carry out the command of his
master. In the context of Christian Leadership, the definition could be paraphrased as one who gives himself up to the Lord Jesus and whose service is used by
Christ in extending and advancing his cause among men.

Gospel or a Governor.Therefore, contextually speaking, church leaders are
commissioned to be guardians, treasurers, and managers of Gods riches and
resources, especially the Gospel of the Lord Jesus.
7 For indeed a presiding officer, as Gods steward, ought to be blameless, not self - willed or
quick - tempered, not a drunkard or violent, or greedy of filthy lucre; 8 but he must be
hospitable, a lover of the good, sober - minded, just, holy, self - controlled. Titus 1:7-8
(MontgomeryNT).
d) Leaders need to be both spiritual and professional
This is why Paul spoke strongly to Timothy about the qualifications of
Elders which he was to appoint in the Ephesian church. If you were to look
at his directive, you will see that 95% of these qualifications deal with the
fruit of spiritual influence, both personal, and his immediate sphere of
influence and ministry, which include his marital life, his children, and his
household. The other 5% is the ability to dispense the truth of God with
simplicity and clarity. I am of the view that once a leader is influenced by

the Spirit of the Lord Jesus, his work ethics and practice take a new
dimension of professionalism. The Lord Jesus said Those who want to follow me

something excellent. 2 A bishop must have a good reputation. He must have only one wife, be
sober, use good judgment, be respectable, be hospitable, and be able to teach. 3 He must not
drink excessively or be a violent person, but he must be gentle. He must not be quarrelsome or
love money. 4 He must manage his own family well. His children should respectfully obey him.

e) Leadership in the church is a calling
(You can still be an influence without holding a position). There is a big difference of
attitude to work for one who is appointed by the church, in comparison
with one who has a firm belief that his calling is from God. The word
Calling when used in the letters of Paul is the translation of the Greek word
Klesiswhich basically means an invitation, and in this context, an invitation
from God. Leadership in the church therefore is a privilege, because it is an
invitation from God to the building up of His Kingdom.
26 For behold your calling, brethren, that not many wise after the flesh, not many mighty, not
many noble, are called: 27 but God chose the foolish things of the world, that he might put to
shame them that are wise; and God chose the weak things of the world, that he might put to
shame the things that are strong; 28 and the base things of the world, and the things that are
despised, did God choose, yea and the things that are not, that he might bring to nought the
things that are: 29 that no flesh should glory before God. 1 Cor 1:26-29 (ASV).
f) Leadership in the church is both a calling and an appointment

with the Son of Man. He didn't come so that others could serve him. He came to serve and to

h) Leadership in the church is a profession
Church leadership requires professionalism. It is also a profession as much
as it is a calling. It is a divine profession, with a divine appointment. It is
also a local church profession and a local church appointment. Unless it is
seen as a profession, leaders will never perform to their full potential, and
lack quality and certified service.Unless it is seen as a profession, some will
go for secular paid jobs given the opportunity. Professionalism need not be
defined by monetary remuneration but in terms of quality and excellent
purpose driven service that only a church leader can do.

b) Transformation
This is a process in which something or someone is being changed from one form
or state to another through a series of activities or events.
There are all different kinds of development taking place in all our local churches.
Many have taken a lot of our resources to maintain especially our fixed assets. We
have therefore used a lot of our resources on looking after assets than on looking
for and after people. The enduring ethical questions that we need to ask in order to
clearly strategize, execute, and evaluate any planned development are;
(1) Who is the development for?This is the first important question a leader
needs to ask because any change will affect peoples lives. It is the
responsibility of the church leader to always bring into consideration what
the Bible teaches about the Church both universal and local, Ministry and
Ministry Gifts in the church, the people who will gain from the proposed
development, the now benefits and future effects not only to the church but
also to the community at large, and how will a proposed development serve
Gods purpose in the Church / Ministry and community. These are
essentials to the understanding of any development that the church seeks to
carry-out as leader are stewards of Gods resources and their understanding
helps in their decision making and minimizing the probability of
mismanagement.
(2)What is the purpose of the development? All developments must have a
purpose. No development must take place just because the other ministries,
churches, or organizations are doing it. The purpose of any development in
the ministry or church must first be aligned with Gods intent for the
church local and universal;it must be aligned with the role of the church as
laid down in scripture; and it must also be aligned with the vision of the
local church. A local church leader must seek to understand purpose of any

development no matter how good it sounds or look, or the church will be


busy doing things and carrying out projects great and small that is not
relevant to the local church purpose and the universal mission of the church

(3) How much is going to be sacrificed in this development? All
development require some sort of sacrifice and these sacrifices come in
terms of time;in terms of church resource, natural resources, finance; and in
terms of people and their comfortability. A leader must ensure that all
sacrifice must be made to get people into the Kingdom; and not for personal
gain. The measure of sacrifice must be equivalent to the size of development.
Church leaders must be cautioned not to sacrifice what they do not own for
their personal gain and agenda. The Lord is El-Elyon, the possessor of
heaven and earth, the owner of all known and unknown, seen and unseen.
We are just caretakers and need to do so with the spirit of stewardship.
(4)
What will be the result? This is an important question that will
need to be asked by a local church in anticipation ofa good and beneficial
outcome of any development both Planned & Actual results. Kingdom
concern must always be the business and investment of the
church.Kingdom expansion must be first and foremost [focusing on verbal
Gospel communication].Kingdom transformation and influence [focusing on
consistently allowing Christ to live out His life in me].To derail from Kingdom
business is to lose focus on the Great Commission.The main anticipated
result must bethe number of people granted membership to the Kingdom;
the number of people to disciple, train, mentor, teach, influenced for the
Kingdom;the number of people baptized, trained and send out as
ambassadors of the Kingdom;the number of people to draw in and nurtured
to become channels of influence for the Kingdom. All other anticipated
outcome of any proposed church development must be analysed in terms of
its support to the church kingdom concern and advancement of the Gospel
of the Lord Jesus to every people group and individual. In fact this, this

10) Planning in General


This is an important part of any organization. If you dont plan, you are planning

mission. The church local has often operated in a mystic way in relation to
planning and implementation of that which it plans to carry out. The church is to
be transcendent and yet natural at the same time. The church is to be transcendent
in her consultation with the Lord and natural in her operation with the
community in alldevelopment planning.
a) Why Should We Plan
(1)Because planning helps us achieve our objectives
God is a God who plans and there are many references in the Bible that
clearly states the Planning Nature of God. If we are made in his image, than
we also need to manifest the Planning Nature of the One whose likeness we
reflect. More so, the church has been gifted with the gift of administration
and leadership that should enable a local fellowship to plan to strategically
her undertakings for the glory of God. Planning helps in setting Goals and
objectives and clear goals and objectives assist church leaders in designing a
workable approach (strategy) to achieving them. When there is good
planning, there will definitely be clear objectives which will also help the
leader to evaluate what has been achieved and how the church or ministry
has performed. Planning helps leaders and their co-workers to work
according to time and not to waste time on a certain area.

you lay a foundation and can't finish the building, everyone who watches will make fun of you.
30 They'll say, This person started to build but couldn't finish the job.' 31 Or suppose a king
is going to war against another king. He would first sit down and think things through. Can he
and his 10,000 soldiers fight against a king with 20,000 soldiers? 32 If he can't, he'll send

It has always been done by like this; they have always been our leaders.
As lifestyle changes, leadership will need to adapt or it will lose out.
Leadership is a character that manifests itself in people. And if you want
to change leadership character you have to influence or replace the
people in leadership. This is possible in evangelical churches but not so
with easy with Pentecostals; because in Pentecostal Church, Leadership
is a calling and stays with you until God says enough; whereas with the
Evangelicals, it is only an appointment by the church. But then it is the
responsibility of the Leader to groom New Leaders to take his place so
that the metamorphosis of leadership is coping well with the new
changes. When Leaders are not reproducing, management overrules,and
then status quo takes over.
(5) Fear

Fear of the unknown; fear of change; fear that planning is trying to push
away the leading of the Holy Spirit. Fear shows that the leadership is not
as spiritual and God reliance as it should. Fear stops good change to
happen in the church. Leaders are risk takers and a leader who doesnt
take risk is a leader who fears the future. Fear therefore stops him from
seeing Gods opportunities in the midst of mans impossibilities.
(6) Distraction

many local churches where there was utter stagnancy because members,

The Planning Stage
I want us to begin this section by looking at the stages of planning and what they
involve. In any undertaking whether in a church or outside of the church planning can be
a huge task. That is why it is helpful to break the planning process down into
manageable stages. The stages are as follows:1. Visionary Planning
2. Strategic Planning
3. Tactical Planning
4. Implementation
5. Evaluation
6. Adjustment
I want us to discuss the first three stages here to help us understand their differences.

Guidelines for the Tactical Planning Stage
a. Record the purpose, objectives, and goals to be accomplished.
b. Determine the TYPE of Tactical Plan (Programme, Project, Operational);
c. List necessary activities needed to accomplish the Goal.
d. Note the starting date and the completion date for each activity.
e. Note the people responsible for each activity and those assisting them.
f. List the needed material and resources for each activity.
g. Record the financial cost for each activity.
h. Evaluate the Tactical Type Plan that is being used on a regular basis.
i. Are there enough resources?
ii. Is there enough funds?
iii. If not; how can we resupply our funds & resources?
iv. Do we need to analyse and adjust the plan so that we can have enough
funds and resources?
These are basically the important points that are involved in the planning process and
the characteristics of each planning stage. Remember! A plan is only effective when
actions are taken. Having a plan on paper will not bring the desired result.

Brain Storming
In every planning session participants need to Brainstorm. Brainstorming in
planning is a word that is used to express All members contribution to the topic with all
kinds of ideas they think will contribute to fulfilment of the Vision, Mission, Purpose, Objectives,
or Goals being discussed. When there is no brainstorming, one persons ideas will rule
out the rest.
Dos and Donts of BRAINSTORMING SESSIONS
Present all necessary or known data and information to help making good
decision;
Give everyone a chance to contribute and participate so they can take ownership
of the final outcome;
Do not allow one person to monopolize the brainstorming session;
All ideas are accepted;
No idea is too small, narrow, large, or stupid to be heard;
No evaluation or criticism of any idea;
Anyone can build positively on another persons idea;
Do not expect to have all this ideas in logical sequence or order of importance; and
do not worry about it;
All participants should know that their ideas were heard and considered;
All ideas should be displayed on the board so that everyone can see them;
Do not allow for any show of hands (voting for an idea) when all the
information or facts needed are not made available to make wise decision.

The Ministry Planning Process

Planning does not start at PLANNING the details of what should be done. The process
begins with:

1) A purpose that glorifies God


a) PURPOSE The purpose of a ministry answers the
question WHY ARE WE HERE? Why do we exist?
The purpose of the ministry must be a direct extension
of the intent of the King and The Kingdom. It is also an extension of the purpose of
the church. Purpose is the REASON that is built upon the VISION of a Leader and
caught on by the people [trans-vision].
b) If the purpose of the ministry or local church, is not aligned with Gods Intent as
stated in Ephesians 3:10 then it needs to be discontinued or else re-aligned.
The goal of a leader should not be building large ministries to reach large number of un-churched
people, BUT to build Discipling ministries that develop mature followers of Christ who in turn
will reach large number of un-churched people.

VISION is a clear picture of what the leader sees himself and his group DOING and

to take time out to listen to God. This is an important part of his work which
God called him to. God therefore is the Chief Leader and He has the main
vision and purpose; and he desires to transfer this vision to the one who leads
his local church;

(2) A Pastor or Leader is to spend quantity of quality time in prayer;

(6) Ask your close mature friends for their thoughts;
(7) Ask God to burden you with the ones worth pursuing; to burn deep

you to almost cause you to hear God speak audibly; This is the VISION;

(8) Share your Vision with the Elders and Leaders because they have also been

praying for you. When they agree, it is your green light to move ahead.

values from our secular life. These values must be reviewed in light of
the values of Christ. In church and ministry planning, my values must not be
influenced by secular beliefs. They must be influenced by the life and values of

6) Having a Job Description that is in line with Scripture


A Job Description is a written outline of what the ministry expects from a person in
his particular function, role & responsibility. The Job Description answers the
question WHO DOES WHAT? A Good Job Description will help a person achieve
his objective in the ministrys overall purpose. The purpose of the Job Description is
to qualify a person for a specific role, and to guide him/her into fulfilling the
objectives of that position. Pastors and Ministry Leaders must understand these five
concepts when preparing a Job Description for
any position in his ministry.

c) The Five Offices of the Church


The Holy Spirit has determined that there be five offices in the church to
advance, govern, and care for the church preparing her for The Universal
Gathering. They are the Office of Apostles, Office of Prophets, Office of
Evangelists, Office of Pastors, and the Office of
Teachers. Some have advocated the cessation of
the Offices of Apostles and Prophets; but I take
exception to that because these offices are given
by the Holy Spirit and as long as the Holy Spirit is
here, all these will be here for he always come in

with the offices of Evangelists, Pastors, and
Teachers, but not so with the Offices of Prophets and Apostles. WHY? I
believe that the church must go back into recognizing these five offices
because their recognition and operation will exhilarate the expansion of the

church to include other roles that express Biblical leadership position, namely
the Elders & Deacons.

d) Key Roles
Leadership in the local church is divided into two categories; they are the Elders
(who are devoted to praying and to serving in ways that are related to the word - Acts 6:4
GW); and the Deacons, who are put in-charge of the social side of leadership in
the church (Acts 6:1-3). However, the Deacons are responsible to the Elders in the
local church structure.
(1) Key Roles of the Elders

FEEDING THE FLOCK; The feeding of the flock is of paramount


importance to the responsibility of the Elders in relation to the expansion
of the church local and universal, and the preparation of citizens to the
Kingdom of the Lord Jesus. The 1st church elders words to the congregation
at Jerusalem must also be noted here; 4 However, we will devote ourselves to
praying and to serving in ways that are related to the word Acts 6:4 (GW). This was
also a declaration and affirmation to their responsibilities as Elders
(Leaders); i.e. praying and serving in ways that are related to the Word.
1 Peter 5:1-4 - The elders which are among you I exhort, who am also an elder, and a witness of
the sufferings of Christ, and also a partaker of the glory that shall be revealed: 2 Feed the flock of
God which is among you, taking the oversight thereof,not by constraint, but willingly; not for
filthy lucre, but of a ready mind; 3 Neither as being lords over God's heritage, but being ensamples
to the flock.4 And when the chief Shepherd shall appear, ye shall receive a crown of glory that
fadeth not away.

MANAGING EARTHLY PROBLEMS WITH KINGDOM APPROACH


The Bible termed this responsibility as serving the table. But the position
of the Deacons is a significant one in the church in that it liberates the
elders to carry out those responsibilities which only the elders should do.It
is interesting to note that the first cadre of Deacons were chosen by the
people under the direction of the Elders. The selection was also under

specific instruction relating to their spiritual maturity and character. Their


responsibility was to carry-out the distribution of food to those in need in
the church. The 21st century development of the church is so great that the
roles of the deacons has expanded its definition and scope to include all
church related managerial responsibilities and all managerial work that
link the church to secular authorities. If I am to explain this in terms of the
1st century church language, I would say that the deacons responsibilities were to
serve the physical table first and the spiritual table second; this was and is in contrast
with the Elders who were and are to serve the spiritual table first and the physical table
second.
(Acts 6: 1 6) - 2 The twelve apostles called all the disciples together and told them, It's not
right for us to give up God's word in order to distribute food. 3 So, brothers and sisters, choose
seven men whom the people know are spiritually wise. We will put them in charge of this
problem.4 However, we will devote ourselves to praying and to serving in ways that are related to
the word. Acts 6:2-4 (GW).
(a) With these leadership categories come the ministerial gifts which are
available to all leaders in the local church. As mentioned, they are the
Apostles, Prophets, Pastors, Evangelists, and Teachers. They are all
important and none is more important than the other but they have
different roles, yet all for Kingdom expansion. These ministerial gifts are
the ones that make up the divinely ordained offices of the local church and
their presence and utilization enables the church or a local church to move
forward in a structured and strategic manner in a developing and value
evolving world.
(3) Key Roles of Apostles

[LEADING THE CHURCH WITH VISION OF THE KINGDOM] An


Apostle leads the church, sets the Vision and delivers the mandate to the
local church. His other roles include spending time with God to discern His
leading for the church asking for Kingdom Vision and Kingdom Purpose;
Setting Goals for the whole church;Sharing Vision & Goals with the

Elders;Setting the Mandate for the local church in relation to the expansion
of the Kingdom of God on earth through New local churches planted in

not involved in local mission, local cross cultural mission, and Global
mission, than those who have the gifts of apostle are to be nurtured, prayed
for, and even taken to task on the issue.
(4) Key Role of Prophets

[SPEAKING PROPHETIC WORDS FOR THE EXPANSION OF THE


KINGDOM] A Prophet is the mouth piece of God in the church and
speaks prophetic words to the church, all with Gods purpose of advancing
the Kingdom; and the expansion and sanctification of the church of
Christ.The Prophet analyses and seeks to understand the past, he follows
the present very closely, and he projects and prays for the future. The
Prophet is an analyst ordained by God to examineand evaluate the church,
her stand, her consistency in carrying out her role, her relationship with the
secular world, her conformation to the advancing development, and to offer
words of wisdom, words from the Lord in accordance to his written word,
words of encouragement, of correction, guidance, and what to do at such
times and in the face of extreme persecution. He shares his finding with the
Lord and receives words from the Lord in return, he share what he sees and
hears from the Lord to people especially leaders, of the church, and
individuals on a one-to-one or on a corporate basis. When there is no word
from the Lord is a local church, at congregational meeting, at other times of
meeting whether be it leadership or ministry meeting, to show the local
church her past, present, and future; when there is not word of
encouragement, correction, exposure of hidden agendas and sin within the
church, than those who have the gifts of Prophets must be prayed for,
enthused, nurtured, guided, trained, encouraged, and even taken to task on
the issue.

nurture the local church as a shepherd would his flock. (Ephesians 4: 11
12) He also gave apostles, prophets, missionaries, as well as pastors and teachers as gifts
{to his church}. 12 Their purpose is to prepare God's people, to serve, and to build up the
body of Christ. Eph 4:11-12 (GW). His other roles include seeing that each
church member is equipped to help in accomplishing these goals. They are
to carry out the Pastoral Responsibilities such as Shepherding the Ministry
Leaders;Shepherding the Elders;Shepherding personal friends in
crisis;Shepherding every person in need that makes their needs known
when no one else is ready to ministry to them.How do you shepherd a
church member? This of course is done through visitations; personally and
individually discuss their life, family, work, study, progress, struggles, with
the help of the Pastors spouse, etc; making a personal analysis of their state
of life; feedingthem with small bowls of nutritious spiritual meals to
nourishtheir mal-nutritious bodies, and satisfy their hunger; dont over
feedthem; and with spoons of humour. Breath with them through prayer;
and keep them warm through simple fellowship (take turn to invite them
individually/couple or groups to dine with your family or with you and
share your life through mentoring). The fellowship must not be religious
but formal with a homely atmosphere that will open up important but less
stressful discussion. When a local church is spiritually deprived of healthy
spiritual diets, spiritually mal-nourished, lack the warm of fellowship, the
power of service, the breath of all kinds of prayer, and is becoming weak to
face the secular world, than those who have the gift of pastoring must be
prayed for, enthused, nurtured, guided, trained, encouraged, and even taken
to task on the issue.
(6) Key Role of an Evangelist

[ADVOCATING THE KINGDOM] An Evangelist tells people about the


Kingdom; and the Good News that they can be citizen of this Kingdom
through believing that The Lord Jesus has done all that a person needs to
do to enter this Eternal Kingdom. The evangelist goes into regions

unevangelised, into places infested with unevangelised people, into prisons,


market places, schools, and everywhere there is an opportunity to share the
gospel with those who are not saved whether on a one-to-one basis or on an
open air or crusade mode. The evangelist is not be and cannot be contained
in a place where there are all Christians around for to do so is to take the
enthusiasm and energy out of him. His satisfaction is out there where the
fight is and where souls are won for Jesus. When there is a lack of
evangelism in a local church, when no new soul is won, when there is no
commotion in the market place because of the Gospel, when the church is
only involve in all other programme except the sharing of the gospel on a
one-to-one or crusade mode, than those who have the gift of an evangelist
are to prayed for, nurtured, enthused, trained, and even taken to task on the
issue.
(7) Key Role for Teachers
(a) [TEACHING KINGDOM CITIZENS ABOUT THE WAY OF THE

KINGDOM] A Teacher teaches church members about the Truth, values,


and principles of life in the church and in the Kingdom. He also equips the
members and all who sit under his ministry for the work of kingdom
Expansion.
These key roles are to be the basis for their ministry / service.
(8) To be effective even in Failure
(i) Leader must assume responsibility for failure;
(ii) Leader must continue to major on their primary responsibilities;
(iii)

Leader must be willing to share responsibility with the Laity.

(9) The Lay Person


(a) A Lay Person is any member of the church whose ministry gift has been

used in the church, recognized by the Leadership, prayed for through the
laying of hands, and officially allowed further church ministry in the area
where his gifts are; without any formal Bible College training BUT with
some in-house training.

(b) He is one who has Discovered and developing his spiritual gifts;
(c) One who viewshimself as a Primary Minister of the local church;

local church.
Watch out for the following
(a) Each Office Bearer in the Church is to allow each other and his Team (if he
has a team) to DO THEIR WORK; dont cheap into what youre not called
or qualified to do;
(b) Dont carry loads that youre not supposed to carry;
(c) Dont off-load any load you should be carrying.
(d) Make time to minister to friends and members in need;
(e) Follow God-ordained leadership with an attitude of trust; yet be able to
strongly express their opinions about the direction of the churchs ministry.

(1) Work together with your ministry team;

(b) Do not leave your team to work alone unless it has a purpose;
(c) Leadership is what your team admires about you.

(2) Assume the role of a coach or mentor;
(a) Mentoring -Mentoring is the establishment of a relationship by which a SPIRITUALLY
MATURED and influential leader transfers other things that are needed for the
development and empowerment of a less experience person. Mentoring is guiding people on a
personal level to understand and employ skills of corporate level and become better than me.
(b) Coaching -Coaching is when a matured, skilled, and experience Christian releases his
time to improve his peoples performance, and enhance the efficiency of the ministry.
Coaching is investing in people in the short term to reap the benefit in the long term.

Coaching is assisting people to improve their performance by exploiting and enhancing their
unused potentials to produce exponential returns.
(c) Your ministry team members need to meet their goals; your responsibility as

1. Personal issues;
2. Family issues;
3. Financial issues;
4. Time management, discipline, & planning issues;
5. Peer pressure issue;
6. Temptation issue;
7. Skills issue; etc;
(ii) Generate positive solutions and map a plan to improve his/her
performance;

team members;
(2) It needs constant updating depending on the ministry goals, mission, & vision;
(3) When the Job Description is clear, it makes goal setting easier with your
ministry team members;
(4) Goals are the basis of performance evaluation discussions;
(5) If there is no JD you will definitely need to develop one: HOW?
(a) Conduct meeting with several of your ministry team members doing the same
job;
(b) Ask them to list their duties;
(c) Organize the list into categories with related items;
(6) If a team member lacks any item listed in his JD, than thats where training
comes in;
(7) If the team members performance doesnt meet the standard; than EQUIPPING
is the problem; - it is therefore the Pastor & Pastoral Teams responsibility;
(8) Your Ministry Training, Equipping, & Mentoring must focus on teaching your
Team Members on how to carry out their ministry responsibilities as described
in their Job Descriptions so that they are able to partake effectively in Kingdom
Expansion and the fulfilment of The Great Commission.

(1) When your look at Matt 16: 13 20 we read these account where the Lord took

time to evaluate what His disciples have learnt:


When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, who do men say
that I the Son of man am? 14 And they said, some say that thou art John the Baptist: some, Elias; and
others, Jeremiahs, or one of the prophets.15 He saith unto them, But whom say ye that I am? 16 And
Simon Peter answered and said, Thou art the Christ, the Son of the living God.17 And Jesus answered
and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee,
but my Father which is in heaven.18 And I say also unto thee, That thou art Peter, and upon this rock I
will build my church; and the gates of hell shall not prevail against it.19 And I will give unto thee the
keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and
whatsoever thou shalt loose on earth shall be loosed in heaven.
(2) This was a simple performance evaluation done by the Lord to see how his

disciples have learned along the way. You can analyse for yourself this text in
relation to the points stated here to see how the Lord Jesus moved from:
controlling the situation; to closing the discussion in a professional manner.
(3) Here is a simple outline of what you do in conducting a Performance Evaluation/

Appraisal:
(a) Control the situation; do not allow any interruption;
(b) State the purpose if the discussion; you may need to reiterated the purpose;
(i) Discuss progress toward goals;
1. Identify ways to improve performance;
2. Identify current or potential problems;
3. Improve communication;
(ii) Make the evaluation method known to your people;
1. Establish goals being met;
2. Your own performance;

After conduction performance evaluation with your people, you will need to follow-up

4) MEASURING SUCCESS
The success of any company is measured by the financial profit it makes. The success of
any local church is measured by the number of people born again, baptized, discipled,
trained, mentored, and involved in Ministries or sent out as Missionaries, completing
the cycle forLocal Church Growth (2 Tim 2:2) in relation to Matt 28:19-20.
The success of any Christian ministry is measured against the achievement of its
Vision, Values, Purpose, Mission, Objectives, Goals, in line with the Great Commission.
The success of Jesus Earthly Mission as a human being can be measured by the
completion of the work designated to Him by the Father for
Earths Kingdom Expansion, and is evaluated in the light of:The success of any ministry is

What is His intent?
measured against the achievement
2)
What are His Values?
of its Vision, Values, Purpose,
3)
What was His Purpose?
Mission, Objectives, and Goals.
4)
What was His Mission?
5)
What were His Objectives?
He achieved all of them perfectly with excellence; and thats
why we are here today, and Christianity has survived the Test
of Time.

NOTE we are in this together. People will come and go. The Lord Jesus has already
laid the foundation for this work. We need to continue the building work now with
diligence. Those who come later will carry it on. Joshua has never been to the promise

land, but through prayer and strategic planning, with the Lords guidance, and the
willingness to take that first step & yes By Faith, he conquered the land. We can still
do a lot effectively even without years of experience although it will benefit us; but
what we need, first & foremost is The LORD. Remember this acronym:
(1) We need to LISTEN to His teachings;
(2) We need to OBEY His commands;
(3) We need to RELY on His provisions;
(4) We need His DIRECTION in every area of our life in order to affect our circle of
influence with lasting and eternal effects.

Conclusion
At the conclusion of this study I am hoping that we have shared enough to you to be able to
lift you to another level; and be confident in your God given leadership abilities and gifts. We
have shared four major topics about leadership in this study, and it is our desire to see more
people moving forward in the leadership of Gods Holy Spirit to lead their local churches into
the future. I would like end with the words of Paul to Timothy in 2 Timothy 2:2 And the things
that thou hast heard of me among many witnesses, the same commit thou to faithful men, who shall be able to
