UNDER RCH-II
The Activities incorporated in the Revised Programme Implementation Plan during the year
2006-2007 will remain more or less as per the approved State Program Implementation Plan
which have been submitted to Government of India vide Government’s letter
No.Health4/2005/174 dated 2/3/05 and endorsed for implementation. However, few alterations
based on the suggestions/directions from the Government of India and as per experience during
the initial year of RCH-II have been made in which some of the activities have been removed,
altered and new activities incorporated. The details on new initiatives incorporated in the
Revised Program Implementation Plan are given below.
• The State also proposes to recruit 3 experienced retired Doctors for monitoring and
Supervision of RCH II activities in the consolidated pay of Rs.20,000/- pm. These
officers will be stationed at the State Headquarter and make periodic tours to the Districts
headquarters, CHCs, PHCs and Sub Centers to provide the Directorate with required
information as the Directorate is short of experienced senior officers in position at the
state level
Other MH Intervention
• Under the revised financial guidelines in relation to JSY, the State has revised its
requirement of Funds from Rs. 10 Lacs pa to Rs. 78 Lacs per annum for the year 2006-
07.
• Contingency Fund for the year 2006-07 has been scaled down to Rs. 20 Lacs .
• Office Stationery- requirement of Funds at the State Headquarter has been raised to Rs. 5
Lacs per annum. Fund required for the District remains the same.

New Initiative
Nevertheless, the PNDT Act is implemented in the State as per direction of the
honorable Supreme Court Order.
During 2006-07 an amount of Rs. Five Lacs have been incorporated in the Revised
Programme Implementation Plan under RCH-II,the fund is proposed to be utilized for
creating public awareness against the practice of Pre Natal determination of Sex,Female
foeticide,survey /inspection of centres, meetings of various committees constituted under the
Act, training/workshop to sensitize the appropriate authorities on the provisions of the Act
and printing of forms and certificates.
(b) Urban Health- The State would like to continue the activities under Urban Health only
for Shillong for the year 06-07 and would like to raise the salary of Medical Officer from
Rs.13000/ PM to Rs. 16000/- PM.
Sub Center Repair: the State proposes to hike the rate for Sub Center repair from Rs.
12000/- to Rs. 50000/- per Sub Center.
Maintenance of District Hospitals: An amount of Rs. One Lac per hospital has been
earmarked as maintenance fund for 3 Districts Hospitals of the State.
Mobility:
a) Each District will be provided with funds for Hiring of ambulances at the District
Hospital/ FRU. A sum of Rs. 2 Lacs per district is proposed.
b) 20 CHCs, PHCs will be provided with funds for hiring of vehicles amounting to Rs. 29
Lacs for the year 2006-07.

Training:
A revised Comprehensive Training Plan (CTP) has been prepared based on the suggestion
and directions given by Government of India from time to time amounting to Rs. 69 Lacs for
the year 2006-07.Details enclosed.
BCC:
Adolescent Health
The State has identified 2 district hospitals namely Civil Hospital Shillong and Tura Civil
Hospital Tura for providing counseling and adolescence health in the premises.
2 Counselors will be recruited for the purpose at a consolidated pay of Rs. 12000/- PM
on contractual basis.
In connection to service provision for the adolescents training will be imparted to
Medical Officers and Female Health Worker in the RH&FW Training Centre Shillong and
District training centers respectively.
District PMU: In the year 2005-06 the State had not made provision for appointment of
District Program Manager .as the Additional District Medical & Health Officer was expected to
perform also as Program Manager. However with the realization the need of an expert for the
post the State proposes to appoint a District Program Manager for each of the 7 districts on
contractual basis at a consolidated pay of Rs. 20,000/- PM.
IMNCI:
With the State having a high MMR and IMR , the IMNCI approach for newborn and child
health is urgently required and will be implemented in the State during RCH-II phase at all level
and covering all the 7 (seven) districts of the State. The State targets training to Health providers
at all levels which will include Medical Officers, ANMs and AWWs. In the initial year 2006-07,
training will be concentrated for Medical Officers, ANMs and AWWs of Ri Bhoi District.
Training for Medical Officers will be done outside the State. 18 Medical Officers, 37 ANMs
and 213 AWWs of Ri Bhoi District will be trained during 2006-07.
