1. ISSUE
Two site plans (Site Plan 3 and Site Plan 4) for Kovach Park have been prepared based
on feedback received from stakeholders.
2. RECOMMENDATION
THAT Site Plan 3 for Kovach Park be endorsed.

4. BACKGROUND
4.1. On May 7th, 2014 staff initiated the site planning process for Kovach Park by inviting all
stakeholders to attend a meeting at Kovach Park.
4.2. Input was collected and documented from all stakeholders. Staff summarized feedback
received at this meeting and provided a summary to all stakeholders on May 8th for their
review and comment.
4.3. An in-house technical review committee was formed to review comments and develop a
site plan based on the feedback received. The committee included staff representatives
from the following departments: RCMP, Development Services, Parks, Recreation &
Culture, and Public Works.
4.4. The Committee specifically provided comments on the following: servicing locations
and costs, landscaping, facility and park maintenance, and crime prevention through
environmental design (CPTED).
4.5. On July 16th, 2014 the first draft site plan was forwarded to all stakeholders for review
and comment.
4.6. Further comments were received, a summary of comments and responses was
prepared by Staff and the site plan was amended accordingly (2nd draft).
4.7. On November 27th, 2014 a meeting was scheduled with stakeholders to review the
second draft.
4.8. Based on comments received from that meeting, Site Plans 3 and 4 were created.

5. FINANCIAL IMPLICATIONS
5.1. Playground Enhancement: This project will be conducted in partnership with the Early
Childhood Development Committee and the Revelstoke Rotary Club. The Citys (Parks
& Recreation) contribution through the budget process will be $ 15,000.
5.2. $ 130,000 has been budgeted for the washroom facility. The tender package has been
completed and will go out once the site plan has been approved and budget approval is
given.
5.3. Additional amenities such as trees and benches will be installed throughout the park as
funds permit through the Parks budget.
6. DISCUSSION
6.1. Differences between Site Plan 3 and Site Plan 4:

Location of washroom facility and playground area: The neighbourhood is


divided on this issue.

Washroom Facility:
6.2. In Site Plan 3, the washroom facility was strategically located on the south side of the
trail, to ensure clear sight lines to all uses in the park from the street and neighbouring
properties was achievable.
6.3. Staff has concerns with relocating the washroom facility to the north side of the path as
this location obstructs sight lines to the skateboard park. One of the four elements of
CPTED is natural surveillance: providing a good visual connection between park uses
and residential and public environments such as streets will reduce the likelihood of the
park being targeted for crime.
6.4. Servicing costs for the building on the north side (Site Plan 4) of the path are
approximately $ 6,000 - $ 7,000 less than servicing the building on the south side (Site
Plan 3) of the path.
Playground:
6.5. Some residents commented that they would like to see more separation between the
playground area and the skateboard park (Site plan 4).
6.6. Relocating the playground to the south side of the path will cost approximately $10,000.
This site will also limit any expansion of the playground based on strong support for
unprogrammed park space.
Other:
6.7. All other suggestions have been considered and the site plan has been altered
accordingly.

Costs:
6.9 While costs to service the washroom facility are higher with Site Plan 3 this cost is less
than the cost to relocate the playground area in Site Plan 4.

trees? Would like to see more shade in the park, and
assumed this was part of the plan.

The plan shows both existing and new trees in the park. As
noted earlier, additional trees will be added to the plan, once
configuration of skateboard park is determined.

Will the swing equipment be updated at all? I am neutral


on this.

Yes. The City is working with the Early Childhood


Development Committee on replacement of the playground
equipment.

Playground area is dwarfed by the skateboard park.


Would like the playground area on the other side of the
trail. Spread out the park activities.

Overall master plan seems reasonable and meets


expectations.

There were two reasons for leaving the playground area in


the same spot: (1) Most of the people that attended the site
meeting, commented that they would like to see the green
space retained. (2) Costs associated with relocating the
existing playground area to the other side of the trail
(approximately $ 15,000-$ 20,000).
The master plan was prepared based on the comments
received at the public meeting held on May 7th, 2014.

It is requested that the intent of the master plan is not to


exclude more landscape foliage, as suggested by the skate
park design.

Landscaping that is part of the skate park design is not


reflected on this site plan. Once design for the skatepark has
been finalized, those elements will be added to the site plan.

Thanks for the site plan. It looks good to me.

I think the conceptual drawing looks great. I really like the


bathroom location and landscape area behind the
skatepark. I also like the addition of a few trees and that
the plan maintains some of the un-programmed green
space.

In regards to response regarding bathroom location, please


refer to Washroom Facility Theme.

I believe the site plan is laid out well with one exception,
washroom location is not desirable in the middle of the
park, serving as a focal point.
Please provide dimensions on the drawing, as it is
impossible to determine sizing of areas ( i.e. washroom
size, skate park area etc..) It is difficult to comment
without this information.

Skateboard Park

Skate park and adjoining buffer area are sketched in and


graphically represented on the map as ovals; these are
interpreted as general areas of where the elements are
located, and not actual boundaries.
Buffer zone planned for the area adjacent to the skate park
seems reasonable. It is requested that the buffer zone
planned for the area adjacent to the skate park is designed
and planned in conjunction with the design of the skate
park, not prior to the design and construction of the park
in order to create an effective, harmonized design.

The skateboard park will cover an area of approximately


1,858 square metres (20,000 square feet) or less. This does not
include the adjoining buffer area. The playground area will
be 380 square metres (4100 square feet). The washroom
footprint is approximately 15 sq metres (165 square feet).
These dimensions can be added to the site plan.
That is correct.

This has been noted.

I really like the landscaped area behind the skatepark.

Water fountain

Would like a hygienic outdoor water fountain included


near the washroom facility or within the park. Would like
the water fountain, to be available outside of any hours
that the washroom facility may be locked up.

The water fountain will be located on the outside of the


washroom building. It is reflected on the washroom building
plans.

How about some more picnic tables.

Will there be a splash park for the kids (not a pool, just
water spraying in a designated area)?

An additional picnic table has been added in the vicinity of


the playground. In accordance with CPTED (Crime
Prevention through Environmental Design) principles, picnic
tables have been strategically placed closer to the street and
other park activity so that they are easily observable by other
park users and the neighbourhood. Placement as such will
help deter late night gatherings in the park.
There will not be a splash park. During the public process,
the majority of those in attendance did not want to loose the
green space and did not want a water park located in this
particular park. A suggestion of a single water feature was
brought forward but is not included in the site plan at this
stage.

Would like an outdoor shower head and / or lower foot


washing option as seen at some public beaches.
Parking Area

The parking area seems to be a bit excessive. Why are so


many parking stalls required?

The current layout around the parking lot is a maintenance


concern. Especially around snow removal. The intent is to
minimize the maintenance required in that area. While the
current parking lot may seem to be under utilized, as the
park is enhanced this may change the way in which the park
is currently used. This will only happen as the budget
permits. This simply illustrates that this change in the park
may be contemplated at some point in time.

Basketball Court

Is there a specific reason for not having a full basketball


court, as this may be the communitys only chance to have
this amenity?

Washroom Facility

I really like the bathroom location


Washroom location is not desirable in the middle of the
park, serving as a focal point.

The neighbourhood group did not ask for a full basketball


court. A full basketball court cannot be constructed where
the current basketball court is located. This would require
relocation of the basketball court. Approximate cost to
relocate and construct full size court is between $30,000 $40,000
The location of the washroom facility meets CPTED
principles. Siting the building on an angle ensures that the
building is visible from every angle by the neighbourhood
and other park users. Other locations in the park were
investigated, but were found to block the view of the
skateboard park from the street. Having all uses in the park
visible from the street is key to making this space safe for
people to enjoy.
