1. ISSUE
Two site plans (Site Plan 3 and Site Plan 4) for Kovach Park have been prepared based
on feedback received from stakeholders.
2. RECOMMENDATION
THAT Site Plan 3 for Kovach Park be endorsed.

4. BACKGROUND
4.1. On May 7th, 2014 staff initiated the site planning process for Kovach Park by inviting all
stakeholders to attend a meeting at Kovach Park.
4.2. Input was collected and documented from all stakeholders. Staff summarized feedback
received at this meeting and provided a summary to all stakeholders on May 8th for their
review and comment.
4.3. An in-house technical review committee was formed to review comments and develop a
site plan based on the feedback received. The committee included staff representatives
from the following departments: RCMP, Development Services, Parks, Recreation &
Culture, and Public Works.
4.4. The Committee specifically provided comments on the following: servicing locations
and costs, landscaping, facility and park maintenance, and crime prevention through
environmental design (CPTED).
4.5. On July 16th, 2014 the first draft site plan was forwarded to all stakeholders for review
and comment.
4.6. Further comments were received, a summary of comments and responses was
prepared by Staff and the site plan was amended accordingly (2nd draft).
4.7. On November 27th, 2014 a meeting was scheduled with stakeholders to review the
second draft.
4.8. Based on comments received from that meeting, Site Plans 3 and 4 were created.

5. FINANCIAL IMPLICATIONS
5.1. Playground Enhancement: This project will be conducted in partnership with the Early
Childhood Development Committee and the Revelstoke Rotary Club. The Citys (Parks
& Recreation) contribution through the budget process will be $ 15,000.
5.2. $ 130,000 has been budgeted for the washroom facility. The tender package has been
completed and will go out once the site plan has been approved and budget approval is
given.
5.3. Additional amenities such as trees and benches will be installed throughout the park as
funds permit through the Parks budget.
6. DISCUSSION
6.1. Differences between Site Plan 3 and Site Plan 4:
Washroom Facility:
6.2. In Site Plan 3, the washroom facility was strategically located on the south side of the
trail, to ensure clear sight lines to all uses in the park from the street and neighbouring
properties was achievable.
6.3. Staff has concerns with relocating the washroom facility to the north side of the path as
this location obstructs sight lines to the skateboard park. One of the four elements of
CPTED is natural surveillance: providing a good visual connection between park uses
and residential and public environments such as streets will reduce the likelihood of the
park being targeted for crime.
6.4. Servicing costs for the building on the north side (Site Plan 4) of the path are
approximately $ 6,000 - $ 7,000 less than servicing the building on the south side (Site
Plan 3) of the path.
Playground:
6.5. Some residents commented that they would like to see more separation between the
playground area and the skateboard park (Site plan 4).
6.6. Relocating the playground to the south side of the path will cost approximately $10,000.
This site will also limit any expansion of the playground based on strong support for
unprogrammed park space.

6.7. All other suggestions have been considered and the site plan has been altered
accordingly.

Costs:
6.9 While costs to service the washroom facility are higher with Site Plan 3 this cost is less
than the cost to relocate the playground area in Site Plan 4.

I believe the site plan is laid out well with one exception,
washroom location is not desirable in the middle of the
park, serving as a focal point.
Please provide dimensions on the drawing, as it is
impossible to determine sizing of areas ( i.e. washroom
size, skate park area etc..) It is difficult to comment
without this information.
