The UPOU Bids and Awards Committee (BAC) shall draw up a short list of bidders/consultants
from those who have submitted expressions of interest and eligibility documents, who have been
determined to be eligible in accordance with the provisions of Republic Act 9184 (RA 9184),
otherwise known as the Government Procurement Reform Act, and its Implementing Rules and
Regulations (IRR). The criteria and rating system for shortlisting are as follows:
a) Quality of personnel to be assigned to the project, which covers suitability of key staff to
perform duties for specific assignments and general qualifications and competence,
including education and training, of key staff (50%)
b) Experience and capability of the consultant, based on a record of previous engagements
and quality of performance in similar and other projects; relationship with previous and
current clients; and overall work commitments, geographic distribution of
current/impending projects, and attention to projects given by the consultant. Experiences
of the consultant that are relevant to the project shall include both the overall experiences
of the organization and the experiences of individual principal and key staff. (50%)
A bidder/consultant must receive a rating of at least sixty percent (60%) to be qualified for short
listing. However, only bidders/consultants who are ranked top five (5) of the list will be included
in the final shortlisting.
Bidding will be conducted through open competitive bidding procedures using non-discretionary
pass/fail criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino
citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%)
interest or outstanding capital stock belonging to citizens of the Philippines.
The UPOU Bids and Awards Committee and its Technical Working Group shall evaluate bids
using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating
system for the evaluation of bids shall be provided in the Instructions to Bidders.
The contract shall be completed within seventy (70) calendar days, the starting date being three
(3) calendar days from the issuance of the Notice to Proceed.
Eligibility documents may be purchased by interested bidders/consultants at the address below
and upon payment of a non-refundable fee of One Thousand Pesos (PhP1,000.00) only. The
complete set of bidding documents shall be available to shortlisted bidders/consultants upon
payment of a non-refundable fee of Seven Thousand Five Hundred Pesos (PhP7,500.00) only.
Only those who have purchased the bidding documents shall be allowed to attend and participate
in the pre-bid conference.
UPOU reserves the right to reject any and all bids, annul the bidding process, and/or not award the
contract at any time prior to contract award, without thereby incurring any liability to the affected
bidder or bidders.
