WITNESSETH
WHEREAS, Article II, Section 16 of the 1987 Constitution provides for the protection and
advancement of the right of the Filipino people, to a healthful and balanced ecology;
WHEREAS, the DENR, by virtue of Executive Order No. 192 series of 1987 is the
primary
government agency responsible for the sustainable management and
development of the countrys environment and natural resources;
WHEREAS, the LGU, pursuant to Department Administrative Order No. 92-30, series of
1992, recognized the need to rehabilitate develop, manage, and protect the resources
found within the Central Cebu River Basin through collaborative management
;
WHEREAS,the LGUs share with the National Government the responsibility in the
management and maintenance of ecological balance within their territorial jurisdiction
subject to the condition as provided under the Local Government Code;

WHEREAS, the purpose and objective of the Central Cebu River Basins Management
Council is to address the urgent and critical water problem and attendant issues of land
use of the Islands of Cebu by effectively and efficiently integrating the development and
management of land, water resources, water supply and sanitation.
WHEREAS, the Body needs to create an Executive Committee responsible for the
coordinating function to be composed by the Archbishop of Cebu as chairperson
together with the Regional Executive Director of the Department of Environment and
Natural Resources;the Governor of the Province of Cebu, the the Mayor of Cebu City,
the Regional Director of the National Economic Development Authority, the Regional
Director of the Department of Interior and Local Government, the Regional Director of
the Department of Public Works and Highways, the General Manager of the Metro Cebu
Water District, the President of the Cebu Chamber of Commerce and Industry, the
Executive Director of the Cebu Uniting for Sustainable Water Foundation, and a
representative of the academe, as members.
NOW THEREFORE, for and in consideration of the foregoing premises, the Parties
herein commit to bind themselves and agree as follows:
1.
The Central Cebu River Basins Management Council (CCRBMC) herein referred
to as the Council is hereby established to function basically as a coordinative,
advisory and management bodyfor the Central Cebu River Basins.
The Council shall respect the mandates and authorities of the respective
government entities, inherent in their creation.
The Council hereby adheres to the Integrated Watershed and Ecosystems
Resource Management (IWERM) as an overarching strategy to environment and
natural resources management.
The Council adopts to the Integrated River Basin Management, Integrated
Watershed and Ecosystems Management (IWERM) and Integrated Water
Resource Management (IWRM) as approaches to development
The signatory parties to this Memorandum of Cooperation hereby constitutes the
general membership of the Council.
An Executive Committee is likewise established with the Archdiocese of Cebu as
represented by H.E. Most Reverend Archbishop Jose S. Palma, D.D. as
Chairperson together with the Department of Environment and Natural
Resources Region-7 (DENR7) as represented by its Regional Executive Director
Maximo O. Dichoso, the HonorableGovernor of Cebu, Cebu Province; the
HonorableMayor of Cebu City; the Regional Director of the Department of Interior
and Local Government (DILG), the Regional Director of the National Economic
Development Authority (NEDA), the Regional Director of the Department of
Public Works and Highways (DPWH), the General Manager of the Metro Cebu
Water District (MCWD), the President of the Cebu Chamber of Commerce and
Industry (CCCI), the Executive Director of the Cebu Uniting for Sustainable
Water Foundation (CUSWF), and a representative of the Academe, as members
of the Executive Committee.

The Executive Committee, upon the concurrence of the majority of the general
membership assembled, may create or dissolve committees, pass resolutions,
issue advisories, and call on members for coordination.
