TRANSPORTATION SAFETY ZONE

Q: What is a Transportation Safety Zone?
A Transportation Safety Zone is a designated area within a city or town where
dedicated traffic lanes are established specifically for taxis, limousines, passenger
carts, pedicabs and other for-hire vehicles to pick up and drop off passengers. The
zones were created by state law in 2014 to assist municipalities in enhancing safety
in high-traffic environments.
Q: Why did Scottsdale establish a Transportation Safety Zone?
The citys Downtown Entertainment District is a busy area particularly at night.
Scottsdale established a Transportation Safety Zone to enhance safety and relieve
traffic congestion in the area during its busiest times - from 9 p.m. to 3 a.m.
Thursdays - Sundays.
Q: What do I need to know as I pick up and drop off passengers in the
Transportation Safety Zone?
Right Lane Passenger Loading & Unloading
The right lane (as designated in red on the map) is strictly for vehicles actively
dropping off and picking up passengers. Vehicles in the right lane may stop for
short durations while waiting for fares and/or passengers.
Left Lane No Stopping, No Standing
The left lane (as designated in green on the map) is a thru travel lane. No stopping
or standing is allowed.
Transitional Areas
There are transitional areas that allow for movement between lanes at Saddlebag
Trail just south of Camelback Road and on Buckboard Trail just north of Shoeman
Lane. These areas are marked with white staggered lane dividers and allow
vehicles to enter the right lane for the purpose of turning either westbound or
eastbound on Indian Plaza.
Limo & Party Bus Parking
Limos and party buses not actively dropping off or picking up passengers should use
one of the alternative limo and party bus parking areas. These areas include the
City Hall parking lot on 75th Street south of Indian School Road, and Shoeman Lane
and Brown, just north of the Galleria.
Passenger Convenience Area
Drivers may drop off and pick up passengers in the parking lot immediately south of
International Nightclub, 4405 N. Saddlebag Trail. Passenger Convenience Area hours

are the same as the designated Transportation Safety Zone hours listed above. Use
of the Passenger Convenience Area (highlighted by blue on the map) is on a firstcome first-serve basis.
Additional Drop Off Areas
Designated areas directly in front of El Hefe and International (INTL) nightclubs may
also be used to drop off or pick up passengers as needed; however, no standing or
long term parking is allowed in these areas.
Q: Can I be cited for violating the restrictions described above when the
Transportation Safety Zone is in effect?
Yes. Except as otherwise specified, a first violation is a civil offense and shall be
punished by a fine of not less than fifty dollars ($50) or more than three hundred
dollars ($300) per violation. A second or subsequent violation within one year of
conviction of a first violation is a class two misdemeanor and shall be punished, in
addition to any other penalties authorized by law, by a fine of not less than two
hundred dollars ($200) per violation.
