Dynasty Elite Fantasy

Football League

2015 Rules
You have been chosen to join an elite group of fantasy football hard corps for an
experience like no other. I promise it will be the most challenging league you have ever
played in and a true test of your ability. The premise is to create a 12 man league that
will let you roster (keep) 20 players year round. This replicates the NFL as close as
possible by placing rookie drafts and trades into the forefront. Players you choose to
nurture through the draft can suffocate the value of your team or give you tremendous
options. Of course the starting year will be a regular online snake draft since this is a
startup league and from that point on it turns to a 5 round rookie/free agent draft. This
format creates off season entertainment and showcases General Manager skills in
building historic dynastys. All scoring and league management will be through E.S.P.N.
fantasy football website and a copy of rules will be posted in the "Dynasty Elite" league
notes. All scoring and rules may be challenged and changed through league website
every April. The League Manager highly encourages all Managers to vote so as to
gauge Owner interests. League Fees are $60.00 ( Due by May 1st annually) with a
Prize Pool of $500 for 1st Place, $100 for Runner-up (2nd place basically gets their buyin and some beer money for your sadness) with $60 dollars for 3rd and 4th place
respectively. Teams that come in First and Second place in regular season standings
get a bye for the first round of playoffs and are guaranteed a minimum payout equal to
the original buy in cost of $60.00. Fees are due and to be collected by May 1st.
Generally this is when the E.S.P.N. website provides it's yearly maintenance and
leagues are re-activated, draft picks populate and the NFL draft occur. All league fees,
fines and payouts are to be paid through PAY PAL. Any raise in League Fee needs a
proposal and must be posted to the league website to be voted on. A proposal vote will
last 2 days (48 hours) and must receive 10 out of 12 votes for a league fee to pass. All
proposals bids made after the keeper selection/player drop date will become effective
the following season. By paying your league fee you agree to the terms and rules of the
Dynasty Elite fantasy football league. Not paying your fee by the deadline forfeits
Ownership of team and a new Owner may be selected to take over.

Rosters
Roster construction is comprised of 20 "roster" spots. The league starts 8 positions with
a mandatory Quarter Back, Tight End, Defense and Kicker. The other 4 spots may be
filled with any combination of skill positions from the Running Back, Wide Receiver, or
Tight End pool. There is no minimum of running backs in a formation but there is a
maximum of 3 in play. Formations allow flexibility with position players and as are as
realistic as any NFL formation . You can run Satellite, Run and Shoot, Pro, Wishbone
ect. It is the ultimate freedom in how you want to develop your team and gives you the
ability to grab the best available players in the draft. Each owner in the league is
allowed to roster (keep) 20 players out of the inaugural 2014 Dynasty Elite league draft.

To make room for new talent every year 15 Players must be selected as keepers and 5
dropped one week before the online rookie/free agent snake draft. If a manager
neglects to pick their 15 keeper selections the league manager will select the top 15
players through ESPN Average Draft Position (ADP) list and the Ownership forfeited to
a new Owner. Any players cut from a team will go into the draft with the new class of
rookie players.

Drafting
Draft pick position is dictated by previous seasons final standings and executed in
reverse order in a snake draft system. The 12th place team will be granted the 1st
selection of the first round in the upcoming seasons draft. The 1st place team will
receive the twelfth and final selection of first round and start the second round with 13th
overall pic. The snake draft system will continue in this fashion till all draft picks are
used. These draft picks are allowed to be traded for players or other draft picks. If a
owner has traded away draft picks they may pick up fee agents on waiver after the draft
to fill roster spots. Online draft will be a about a week before the 1st Regular season
NFL game around 9:00 pm PST.

Drop Date
Drop dates will be a week before the DYNASTY ELITE DRAFT. This enables owners
to set auto pick lineups and draft orders with rookies and available journeyman.

Trade Rules
Trade rules apply when the trade window opens January 1st annually and closes at the
end of the regular season. Any trade without a return will automatically be null and void.
Any frivolous trades may be grieved through a post on league website. If such
grievance receives 10 out of 12 Owner votes against the posted trade within 2 days (48
hours) that trade is to be canceled and automatically null and void. Owners can appeal
such decisions under a Black Balling clause. Owners Black Balling trades is strictly
frowned upon. In such cases where an appeal has been made the League Manager will
hold sole decision on what qualifies as frivolous. It is the duty of the League Manager
(with all intent and purpose) to aid in liberal unimpeded rights of manages unless
sabotage is involved. Sabotage by Owners is strictly frowned upon. Any wanton, willful
or malicious damage to a team will be reviewed and action taken up to and including
forfeit of Ownership in the Brown Crown.

Free agent pick ups are allowed after the draft and during season play. Therefore free
agent pick ups during playoffs is granted only to teams still "alive" in the 3 week playoff
schedule. All free agents not on a team by the Dynasty Elite Super Bowl will be
available in the next draft. Free agent money will re-populate when the league is
reactivated.

Dead Spots
Dead Spots are referred as players on a bye week or vacant slots used in a line up
when playing opponents. At times there may be an occasion to run a "Dead Spot" but
we must create a process that ensures
unbiased results in an effort to protect the integrity of the League and playoff
implications. The formula to determine excessive in regard to Dead Spots will be as
follows: One offense is considered an occasion, Two offenses are considered a
coincidence and the third offense is considered a pattern that will be deemed as
excessive. Any owner that runs Dead spots a total of 3 different weeks throughout the
year will be banished. Each time you run a "Dead Spot" you will be fined $20.00 with a
NO EXCUSES policy. If not paid within 2 days you fore fit rights to your team (Fees will
be paid through Pal Pal). All monies will go towards getting the league a trophy.

Voting a Owner out of the League


For an Owner to be considered for banishment he/she must be grieved through the
message board with all accusations stated and the burden of proof provided. An
investigation will be executed by the Commissioner and if the accusations are deemed
valid. A league vote will then be posted and acted upon. If a Owner is voted out of the
league without proper warning or league rules for their action they will be refunded all
monies and League Champion will receive less monies. The results will be documented
and an appendage added the rules to avoid future occurrences. If any Owner is voted
out or banished due to a rule violations all monies will forfeited.
If an owner quits, neglects his responsibility, commits sabotage or consigns to any
wanton or willful actions to corrupt the league he/she forfeits all monies. A new Owner
will take over for the team and the initial league fees cover the new owners expenses
for remainder of year.

Playoffs
The league will consist of a 6 Team playoff bracket. The 1 and 2 seeds will have a bye
in week one of the playoffs. Wild card games where seed 3 plays seed 6 and seed 5
plays seed 4 start off playoffs week 14. The winner of 6 vs. 3 progresses to play the
number 2 seed and the winner of 5 vs. 4 progress to the semi's against the number 1
seed and winners of those matches continue on to the Super Bowl.

Off Season Management


February - NFL Rookie Combine and NFL Franchise Tags
March - NFL Free Agency and DYNASTY ELITE OWNERS MEETINGS- This month is
dedicated to the negotiation of rule proposals and fee increases for upcoming season. It
is encouraged to discuss, brain storm and work out kinks among Owners in a open
forum.
April 1st-15th - This ain't no April fools. It's really the official time period for proposals
and voting. Proposals must be posted to the website message board. A proposal vote
will last 2 days (48 hours) and must receive 8 out of 12 votes from the Owners to pass.
There is no limit on proposals that may be re submitted if denied throughout this period.
Any rule changes passed by April 15th will be added to the "Dynasty Elite" rules will be
modified and given to Owners before May 1st. enforced in the upcoming season.
April 15th - May 1st : League fees must now be collected. Not paying your fee by the
May 1st deadline forfeits Ownership of team and a new Owner may be selected to take
over. Fees for the upcoming year can be paid at any time and payouts rolled into the
next year.
