CentralChilledWaterSystemDischargeIdentificationandCorrection
TobeupdatedbySteveMayberry
Purpose
Toidentifyandminimizedischargesfromthecentralchilledwatersystem.
PrimaryAuthority/Coordinator
ThePowerPlantShiftSupervisor(phone2944926)willbetheprimaryauthority
coordinatingactivitiesuntiladischarge(leak)isfoundandcorrected.ThePowerPlant
controlroomwillactasthemessagecentertoreceiveandprovideinformationtothe
personnelrespondingtolocatethedischarge.Searchestolocatethepointofdischarge
shallbecontinueduntilnewdirectionisgivenfromthePowerPlantShiftSupervisor.If
needed,thePowerPlantShiftSupervisormayarrangeameetinginthePowerPlantwith
theDepartmentalContacts(seetableinthisdocument).
Background
Thechilledwatersystemischemicallytreated.Molybdatehadbeenthecorrosion
inhibitormaintainedinthesystematconcentrationsnear5PPM(3PPMmolybdenum).
Molybdenumconcentrationintheuniversitysanitaryoutfallislimitedto0.250PPMby
theUniversity/CityofAmesDomesticWaterPretreatmentAgreement.Therefore,
chilledwaterdischargesintothesanitarysewersystemneedstobemanagedtoprevent
violationsandfines.TheUtilitiesDepartmentmanagestheDomesticWaterPretreatment
AgreementfortheUniversity.Thecurrentchemicaltreatmentprogramnolongeruses
molybdateasthecorrosioninhibitor;thistreatmentprogrameliminateschemicalloading
concernswiththeAmestreatmentfacility.

ApprovalofDischarges&FillingoftheSystemWithinEachBuilding
UnavoidabledischargesofchilledwatershallbecoordinatedwithMikeMurray(294
8751).RandyLarabee(5201503)isthebackupcoordinator.Approvalofintentional
chilledwaterdischargesmaybegrantedprovideddischargetimes,flowrates,and
quantitiesarepreplanned.Actualdischargeinformationshallalsobeprovidedtothe
coordinatorwhenthedischargeiscompleted.
ApprovalofFillingoftheSystemWithinEachBuilding
Anorganizationplanninganactivity,whichwillcausechilledwatermakeuptooccur,
shallcontactthePowerPlantShiftSupervisor(phone2944926)tonotifywhenthe
activityistostartandfinish.ThisreducesthechanceofhavingthePowerPlantstaff
misinterprettheplannedmaintenanceactivityasaleak.

SystemMaintenance
Chilledwaterpipingandcoilsaretobeinspectedregularlyforleaksaspartofroutine
maintenanceschedules.Maintenancepersonnelshallcorrectanydetectedleaksatthe
timeoftheinspection.UnrepairableleaksshallbereportedtothePowerPlantShift
Supervisorwhowillmaintainanongoingfileofcurrentissues.Thefilewillinclude
approximateflowratesandtheexpectedrepairdate.Oncerepaired,thePowerPlantShift
Supervisorshallbenotified.
Training
AllISUemployeesassociatedwiththechilledwatersystemshallbefamiliarwiththe
contentsofthisprocedure.Departmentsshouldreviewthisdocumentasneededto
maintainfamiliarization.
ChilledWaterMakeupMonitoring
ThechilledwatermakeupismonitoredbyameteringinstallationinthePowerPlant.
ChilledwatermakeuptothesystemshouldoccuronlyinthePowerPlant.Otherwise,
erroneousmeasuredmakeupquantitieswilloccur.Potentialmakeupfromothersources
shallbeidentifiedandremoved.Ifmakeupratesoccuroutsideofestablishedparameters,
theappropriateactionplanlistedwithinthisdocumentshallbefollowed.
ActionPlanWhenUnplannedLossesAreRecognized
Theactionplanisbasedupontheflowratemagnitudeaslistedinthesectionsbelow.The
PowerPlantOperator(phone2944926)willprovideemailinstructions/updates.The
PowerPlantOperatorwillcommunicatedirectlytotheDepartmentalContactsacross
campusasshowninthetablebelow.Communicationandcoordinationwithinthe
departmentwillbetheresponsibilityoftheDepartmentalContact.Informationprovided
bythePowerPlantOperatorshallinclude

1) Processcoolingloopssometimeshavelinesgoingtodrains.These
locationsaresuspectsandshouldbeincludedinspecificbuilding
inspectionchecklists.
2) Locationswhererecentsystemmodifications/constructionhaveoccurred
tendtoincreasetheprobabilityofadischarge.
3) Piping&coilsexposedtoextremecoldairconditionsaresuspectand
shouldbeincludedinthespecificbuildingchecklists.Examplesinclude
airhandlerswithcoolingcoilsthathaveoutsideairdampers.Accumulated
chilledwatertypicallyispresentinsidetheairhandlercasing.
4) Gasketedjointsindirectburiedpipingaresubjecttocorrosion.Thejoints
aretypicallyathottapvalves.Removingthelidsondirectburiedvalves
cansometimesshowstandingwaterthatmaybeassociatedwithan
undergroundleak.
Afinalupdatewillbesentouttoinformeveryonethatthesituationhasbeencorrected
alongwithinformationdetailingwhatwasfound.
