After being stalled for long time, the government finally resumes Cilamaya Port construction. This decision
was marked by including the port construction in infrastructure project list on 2015-2019 Mid-Term
Development Plan (RPJMN).
Transportation Minister, Ignasius Jonan, said as Cilamaya Port construction is needed to balance Tanjung
Priok Port, Jakarta. There should be a choice to lower logistic cost. President agrees to construct Cilamaya,
Jonan said on Thursday (2/5).
However, currently no private investors state their interest directly to make investment in Cilamaya Port
project for IDR 130 trillion. Cilamaya Port construction plan used to be a riddle after National Development
Planning Agency (Bappenas) Head, Andrinof, said the government will review the development plan of this
project.
The review must be conducted since Cilamaya Port construction can disrupt agricultural land in Karawang and
Pertaminas oil and gas pipes distributing oil from wells to Offshore North West Java (ONWJ) in Javas northern

Meanwhile, Indonesian National Shipowners Association (INSA) Chairwoman, Carmelita Hartoto, asked the
government to give support over Cilamaya construction especially safety aspect. Moreover, the ease of permit
process is also expected. Meanwhile, road access can be tendered while land acquisition can be conducted by
local government, Carmelita said.
Need Incentives
On the other hand, Indonesia Logistic Association (ALI) Chairman, Zaldy Ilham Masita, asked the government
to give incentives and laws to foreign investor candidates intending to make investment in Cilamaya Port
construction.Transportation Ministry was also urged to give ease to foreign investors to obtain port business
entity establishment permit for Cilamaya investors. We expect for non-Pelindo local partners. There are 150
national private port business entities, choose them, Zaldy said.
Re-Consideration IsNecessary
On the other hand, some observers asked the government to not recklessly decide Cilamaya Port project since
currently, energy crisis still occurs. Energy expert from ReforMiner Institute, Pri Agung R, said his office
refuses Cilamaya Port plan since it disrupts oil and gas production from ONWJ block and national energy
resilience. ONWJ block should be closed especially only for Cilamaya Port development which will serve
automotive firms, he said on Thursday (2/5).
According to him, Pertamina Hulu Energi ONWJ, Pertaminas subsidiary, and the country will lose IDR 130
trillion revenue while another Pertaminas subsidiary, Pertamina EP, will lose IDR 1.4 trillion revenue.
On the other hand, former Houses Commission I member, Aisyah Amini, said Japan Ambassador, Tanizaki
Yasuaki, did wrong maneuver to visit Indonesian officials to ease Cilamaya project. Japanese government
should not interfere with Cilamaya Port construction plan. She said if he wants to make investment, he should
go through investment and cooperation routes, not with intervention or threat. (Ags/Mhf)
