Expression of Interest.
1. Introduction
The Kerala State Electricity Board Limited (hereinafter referred to as either
KSEBL or The Board) is a utility engaged in generation, transmission and distribution
of electricity in Kerala. These are organized under three strategic business units viz.
Generation, Transmission and Distribution. The operations are spread over 26 sites in
the generation business unit, 271 units under transmission business unit and around
750 units under distribution business unit organized under different organizational
structure. The total number of employees who contribute to the output of the Board
exceeds 30,000. The Board carries out capital works involving substantial investments in
the three business units. The 750 units under distribution function under 70 distribution
Divisions and cater to the requirements of more than one crore consumers through
around 67,000 transformers, 55,000 km HT lines and 2,60,000km LT lines. Each of the
sub offices manage large volumes of transactions as part of the day to day operations
and repair and maintenance works.
2. Invitation of Expression of Interest
Kerala State Electricity Board Ltd. has approximately 75 lakhs of electric poles spread
across Kerala. KSEBL intends to adopt new concepts in numbering of all these electric
poles. Towards achieving this objective, a better understanding of the present market
about the technological and commercial benefits of adopting appropriate technology for
numbering of electric poles is inevitable.
This Expression of Interest (EOI) is invited from the firms / suppliers to enable Kerala
State Electricity Board Ltd to gain innovative & cost effective ideas for adopting new
concepts in numbering of electric poles in entire business area of KSEBL.
3. Scope of Work
The selected firms/ suppliers are expected to provide the following services

Kerala State Electricity Board Ltd intends to standardize the design of

pole numbering
To suggest a new methodology for affixing pole numbers in electric
poles of KSEBL.
Providing serially marked pole number in all poles with yellow
background and black characters. The yellow back ground may be
circular in shape having approximate diameter of 20 cm and the size of
black characters may be 2 cm in height x 1.5 cm in width.
Alternate shape and size can be suggested
Deterioration due to environmental conditions should be minimal.

In the case of a new pole erection due to dismantling/breaking of

existing pole, replication of the original pole number to new pole should
be easy.
The pole numbering system should not interfere with normal electrical
or related works with respect to a pole.
KSEBL presently uses different types of poles like wooden, iron rail,
concrete, A type etc.

A Committee formed by KSEBL will carry out the technical evaluation of

the EOIs received based on their viability, feasibility, quality and cost
effectiveness.
As part of the Evaluation Process, KSEBL may invite the Applicant to make
a Presentation before the Committee for the scrutiny of the EOIs received.
After completion of the evaluation, if found suitable, KSEBL may decide
to empanel a set of Applicants for participation in the subsequent selection process.
Time schedule for implementation of the project shall be mentioned in
the proposal.
Previous experience in implementing similar projects will be given
weightage.

KSEB Ltd. reserves the right to cancel /re-tender this process without assigning
any reason.
The empanelment does not in any way constitute any contract of agreement of
any kind what so ever with the firms.
