Applications are invited from suitably qualified Ugandans to fill the following vacant posts.
Application Form/Public Service Form No.3 (2008) in triplicate and PSC Summary Form (one
form) should be submitted to the Secretary, Public Service Commission, P.O. Box 7080,
Kampala to be received not later than 28 September 2014.
The Application and Summary Forms are obtainable from the Public Service Commission
Office, 2nd Floor, Farmers House, Parliament Avenue, Kampala, Ministry/Department
Headquarters and District Service Commission Offices, or can be downloaded from the PSC
website www.psc.go.ug. Hand written applications are also acceptable.
Application forms should bear the title of the post followed by the Reference Number specified
against the vacancy. The appropriate Advert Title e.g. PSC Internal Advert. No. 2/2014
should be indicated in capital letters on the top of each first page of the Public Service Form
No. 3 (2008). Applicants should attach three sets of photocopies of their certificates and
testimonials.
Applicants subsequently shortlisted for oral interviews shall be required to
present certified copies and originals of their academic transcripts and certificates at the time
of sitting the Oral Interviews.
Applicants should attach three (3) recent certified passport size photographs and should apply
for a maximum of only two (2) posts clearly indicating the first and second choice on the

In all cases, working experience should specifically be in any of the four modes of Transport
that is to say, road, water, air and rail with a minimum of twelve (12) years experience, three

years gained at Assistant Commissioner level in Government or equivalent level of experience
from a reputable Transport organisation;
DUTIES:

DUTIES
The incumbent will be responsible to Director of Engineering and Works/ Engineer in - Chief

Coordinating four professional disciplines of Architecture, Quantity Surveying, Electrical


Engineering, and Civil / Structural Engineering as a construction team;
Providing the necessary technical, managerial and administrative guidance to
government in the management of construction and maintenance of government and
public buildings;
Providing building technical services to Central and Local Governments, parastatals and
the public;
Developing, monitoring and reviewing policies, regulations, laws and standards for
construction and maintenance of safe buildings and;
Ensuring cost, quality and quantity control in construction contracts.
Providing technical services to Central and Local Governments, parastatals and Public;
Representing the Public Structures function at departmental level in all the East African
Community Countries;
Supervising Department of Public Structures covering Divisions of Architecture,
Electrical Engineering, Structural/ Civil Engineering and Quantity Surveying
Conducting contract negotiations and management exercises;
Representing government in local and international building construction and related
matters;

Acting as a custodian of the Ministrys Engineering standards (specifications, tender
documents, manuals and guidelines) for roads, bridges, buildings and aerodromes;
developing, review and update Engineering and quality standards for the Ministry;
setting minimum requirements in liaison with PDU for consultants and contractors to be
engaged on engineering projects;
developing and reviewing the project implementation manuals, defining all processes
and procedures to be followed to ensure compliance with the Ministrys Management
Systems;
preparing annual budgets for the Division;
preparing monthly, quarterly, annual and any other incidental reports for the Division;

Initiating and developing policies and strategies to promote safety in road and pipeline
transport.
Monitoring inspection firms for road worthiness of vehicles in the country to ensure
safety of road transport.
Overseeing licensing and monitor the operations of driving schools, driver testing
centres, instructors and examiners;
Monitoring movement of heavy vehicles to ensure compliance with axle load
regulations.
Coordinating investigation into road and pipeline transport accidents and advise on
mitigation measures.
Coordinating formulation and implementation of bilateral and regional agreements to
enhance safety of road and pipeline transport in liaison with other countries in the
region.
