NORTH SOMERSET

YOUTH CRICKET
LEAGUE
1964 - 2015

"The aim of the League shall be to promote,


encourage and develop youth cricket."
(Rule 15)
Save as below, dates and venues of all games shall be as printed in the fixture
list and no points shall attach to a game played otherwise than on that date.
Subject as below, cup games which cannot be started or completed because of
weather but only such games may be re-arranged for a later date (mutually
convenient or in case of absence of agreement as directed by League
Management) provided that such is before the fixture list date of the next
round. In such event, if the tie is not won by that date both teams shall be
deemed defaulted from the next round. Cup games at U17 level only may, if
both teams so agree, be re-arranged for a date other than that printed in the
fixture list (mutually convenient or in case of absence of agreement as to date
as directed by League Management), provided that such is before the fixture
list date of the next round. In such event, if the tie is not won by that date both
teams shall be deemed defaulted from the next round. Dates of U17 league
games may be re-arranged if both teams so agree, but any game so rerearranged but (for whatever reason) not played to a result shall attract 1 point
to each team.

OBITUARIES
Lionel Harrison
Lionel Harrison sadly passed on the 19 November 2014 and will be sadly missed by the cricketing family. Lionel had a long and active
association with Blagdon Cricket Club for over 50 years filling many roles within the club. He leaves behind the legacy of Blagdon Youth
Cricket which he was instrumental in establishing and through dedication and commitment built a flourishing youth section and now very
much part of the NSYCL. He truly embraced the aim of the league to promote and encourage youth.
Nick Mehlig
Cheddar Junior Cricket Club became a big part of Nick's life. He ran several junior teams for a number of years, finishing with a successful
Under-17 team in 2013. At one stage Nick was more than happy not only to run his elder son Freddie's team but also to umpire his middle
son Dan's year and to support his youngest son Dominic's matches as well. Nick's enthusiasm for junior cricket (and for cricket in general)

was immense. He gently encouraged other junior managers to get involved and outlined the many benefits of running a team, his clincher
being that it would of course be much easier than running a junior football team. As Junior Chairman he always made you feel supported as a
coach/ manager and his intelligence, experience and knowledge of the junior cricket league rules and the game in general gave the other
coaches great confidence in managing a team. His organisational skills and ability to get to the point at Junior Cricket Club meetings helped
make them an enjoyable experience, as did his insistence that they took place in the pub! All at Cheddar Cricket Club greatly miss that strong
sense of purpose, support and friendship that Nick gave us. He left us much too early at the age of 51. Bron Purkiss

Safety: No player aged under 13 (except the wicketkeeper) may field within 11
yards of the bat, measured from the middle stump, save behind the wicket on
the off side, until the batsman has played the ball. At under 15 level the
distance is 8 yards. Players aged under 17 and under 16 may field closer,
provided that they are not felt to be at risk, but must wear a box and helmet if
within 6 yards, save behind the wicket on the off side. Should any fielder come
within the distance, the umpire must stop the game immediately and instruct
the fielder to move back. Safety is paramount.
Helmets: The League does not offer advice to anyone as to when or whether
protective clothing should or should not prudently be worn by players and if
not then on what basis. It is for Youth Organisers to source in and take their
own decisions on such. The following is what is believed (but is not warranted:
clubs must check) to be a summary of recent (though not necessarily current)
ECB guidance in regard to such: Players should not be allowed to bat or to
stand up to the stumps when keeping wicket without a helmet against a hard
ball except with written parental informed consent. Coaches, teachers,
managers and umpires should always ensure that a player wears a helmet if
this written parental informed consent has not been received. Informed
means that the parent knows the implications of what it is consenting to.
Players should regard a helmet with a faceguard as a normal item of protective
equipment when batting against a hard ball, together with pads, gloves and,
for boys, a box. There is a British Standard (BS7928:1998) for cricket helmets
and it is in the best interests of players to ensure that their helmet conforms to
this standard.

Age: Players over the relevant age on 1st September 2014 are not eligible to
play. The officers of the League will deal with any breaches of this rule which
are referred to them and are empowered to act as they deem fit in cases where
over-age players are fielded, whether knowingly or otherwise. It is unfair and
can be dangerous for 9 year olds, for example, to have to play against 12 year
olds or for 14 year olds to have to play against 18 year olds.

For the purpose of these directives a fast bowler is defined as a bowler to

whom a wicketkeeper in the same age group would in normal circumstances


stand back to take the ball.

Having completed a spell the bowler cannot bowl again, from either end, until
the equivalent number of overs to the length of his spell have been bowled
from the same end. A bowler can change ends without ending his current spell
provided that he bowls the next over that he legally can from the other end. If
this does not happen, his spell is deemed to be concluded. If play is
interrupted, for any reason, for less than 40 minutes any spell in progress at
the time of the interruption can be continued after the interruption up to the
maximum number of overs per spell for the appropriate age group. If the spell
is not continued after the interruption the bowler cannot bowl again, from
either end, until the equivalent number of overs to the length of his spell
before the interruption have been bowled from the same end. If the
interruption is of 40 minutes or more, whether scheduled or not, the bowler
can commence a new spell immediately.
Once a bowler covered by these directives has bowled in a match he cannot
exceed the maximum number of overs per day for his age group even if he
subsequently bowls spin. He can exceed the maximum overs per spell if
bowling spin, but cannot then revert to bowling fast until an equivalent number
of overs to the length of his spell have been bowled from the same end. If he
bowls spin without exceeding the maximum number of overs in a spell the
maximum will apply as soon as he reverts to bowling fast.
Captains, team managers and umpires are asked to ensure that these
directives are followed at all times.
For guidance it is recommended that in any 7 day period a fast bowler shall not
bowl more than 4 days in that period and for a maximum of 2 days in a row.
BARRINGTON - STYLE RULES AT UNDER 11 LEVEL
The laws of cricket shall apply with the following exceptions:
1. The pitch shall be 19 yards in length. 2. The ball shall weigh 4 ozs.
3. The stumps shall be 27ins. above the ground and 8ins. wide. 4. Each
team shall comprise 10 players. 5. Each game shall consist of 1 innings per
side. Each innings can be of 16 overs duration but when time permits may be
of 20 or 24 overs.
6. The batting side shall be divided into pairs. In a 20 over game each pair
shall bat for 4 overs. Pairs shall change at the end of the 4 th, 8th and 12th
overs.
7. Batsmen shall have unlimited lives and each life shall result in 6 runs
being deducted from the total. No batsman who is out for any reason shall
face the next ball. Batsmen shall change ends at the fall of each wicket
except on the last ball of an over.
8. Each boy on the fielding side must bowl with the exception of the
wicketkeeper.
No boy shall bowl more than 1/5th of the total overs actually bowled.
9. Each team shall commence its innings with a score of 200 runs.
10. The winning team shall be the side scoring the higher number of runs
after deductions for the fall of wickets. In the event of scores being equal the
10 players from each side shall throw at the wickets from the bowlers end
and the team scoring most hits shall be the winner.
11. In all matches no fielder, except the wicketkeeper, shall be allowed to
field nearer than 11 yards, measured from the middle stump, except behind
the wicket on the off side.

12. In the event of the umpires being satisfied that a player is incapacitated
his place may be taken by a reserve who shall bat and/or bowl in his place. If
no reserve is available any over due to be bowled by the injured player shall
be bowled by another player without exceeding his quota. The captain of the
fielding side shall choose one of the players in the first 4 pairs to bat a second
time in the 5th pair.
Note: Barrington rules at U13 level provide for 8 players per side with each
life costing 8 runs.

Youth Cricket League.
Manageme The League shall be managed by The General

one representative from each participating club.

The Annual General Meeting shall be called not later than
end February and each member club shall have one voting
representative.

Competitio The League shall comprise 4 sections, one for players

under each of the following ages: U17, U15, U13 and U11.
Players must be under the relevant age at 1st September of
the previous (in the case of girls the following) year. A
knockout competition may be run at each level. The laws
of cricket current from time to time shall apply in all
competitions save as modified by these rules or the rules
of the ECB-run national knockout competitions or by safety
guidance published by the ECB current from time to time,
which shall be strictly adhered to.
Timing:
Evening matches shall commence no later than 6.30pm.
Sunday morning matches shall commence no later than
10.00am.
Duration
Save where national competition rules apply, all games
and
shall be played over 20 overs or a lesser number, as
format:
agreed by the team managers. No player shall bowl more
than 4 overs, or more than 1/5th of the total overs
whichever shall be less, with a minimum of 10 overs in
each innings. At U11 level all games shall be played under
the Barrington-style rules printed in this handbook.
Rain:
In the event of a match being unfinished due to rain or bad
light, the winner shall be the side which has scored at the
faster rate per available over, providing that at least 10
overs have been bowled in the second innings. If the rates
are the same, the side losing the fewest wickets shall be
the winner.
Points and
Subject to Rule 10 there shall be 2 points for a win and 1
trophies:
point for a tie. A team whose opposition notifies its
inability or unwillingness to play on the day and at the
ground printed in the fixture list or fails to appear on the
day shall take 2 points for a win, or proceed to the next
round of the cup, save that if a game cannot be started or
completed because of weather (atmospheric or which has
rendered the pitch unplayable) the teams shall take 1
point each, or for a cup game agree a rearranged date.
Any team listed to play an opposition which at that time
has been formally withdrawn from the League shall take 2
points from the missing games(s). In the event of a tie for
the leadership of a section, there shall be a play-off but if
none takes place before the cut-off date stated in the

fixture list the trophy shall be shared.


Dates and
Save as below, dates and venues of all games shall be as

Cup finals
Subject to rule 10, the dates and venues of all cup finals
and
play- and play-offs shall be as printed in the fixture list or

otherwise as directed by the League Management. A
team whose opposition cannot or will not fulfil an agreed
or fixed cup or play-off date shall win the fixture. If a cup
match or play-off is tied, the team losing the fewest
wickets shall be the winner; if still tied, the winner shall
be the team scoring most runs off the bat.
Results and The winning team, or the team benefiting from a default
scorecards: or in the case of a tie or weather-cancelled game the
home team, shall be responsible for the input of the
result card with full scorecard into the League website
within 7 days, otherwise rule 14 shall apply. In the event
of an agreement between managers to play a weathercancelled cup game at a later date, the status of the
fixture in respect of the date printed in the fixture list
must still be input into the League website.
Eligibility
No player may play for more than one member club in
and
the same age group in one season. There shall be no
coaching:
coaching whilst a game at U17 level is in progress.
Fines:
The following defaults shall result in the following fines:
late payment of a subscription: 5.00; save in the case of
U11s, non-supply or late-supply of result and match
material via input of full scorecard to League website:
5.00; non-attendance of a club representative at the
Annual General Meeting: 15.00.
Aim:
The aim of the League shall be to promote, encourage and
