1 Purpose:
The purpose of this method statement is to define the scope of work and sequence
of construction of sub base layer for road works at Al Dhaher 5. As well the method
statement will set out the minimum HSE and Quality requirements to ensure full
compliance to the approved shop drawings and contract specifications.
2 Scope:
The scope of work includes:

Source approval
Quality tests
Stockpiling
Sub-Base Construction

The contractor reserves his rights to adapt the methods used according to the site needs and
configuration. In case of major changes to the method intended to be used partial revision of this
general method statement will be resubmitted.

4 Duties and Responsibilities


4.1 Project Manager
To provide overall functioning of the project organization, planning, progress
oversight and support the construction team to the smooth and timely delivery and
procurement of materials, provision of manpower, machinery, generate documents
required as per requirements of contract, implement and monitor the proper
execution of the project in compliance with contract specification, drawings, related
international and statutory regulatory requirements all to the satisfactory completion
of the project on time within allocated budget.
4.2 Project Engineer
To provide technical oversight and guidance to lead the project construction team,
fast track the development of workshop drawings, the timely approval of materials
and other submittals including ordering and immediate delivery to site, identify
shortage of manpower, materials and equipment to ensure the smooth execution of
this activity.
4.3 Site Engineer
To execute construction work at site as per the approved shop drawing, materials,
specifications all in accordance with the project technical and contractual
requirements.
4.4 Project Safety Engineer
Coordination and management of HSE monitoring activities related to the work.
Implement the HSE training and awareness campaigns manage and supervise HSE
team for onsite construction, manage the HSE incident reporting and investigation
system & to ensure that site staff is familiar with the safety requirements for this
activity to prevent accident.

4.5 QA QC Engineer
To implement and monitor Quality assurance / Quality control system and procedures
in compliance with contract requirements and Project Quality plan.
4.6 Surveyor
Coordination and management of survey, setting out line, level and keep record of all
actual datas for final measurement, as built drawings and quantity of work activities
at site.
4.7 Site Foreman
To ensure that the concerned work force under his team are completely aware of the
activities and hazards on their respective work. To organize manpower, plant &
materials at job site.

5 Sequence of Work
5.1 General
Granular sub-base used under the carriage way/ foot path consists of hard, durable
natural/screened gravel or crushed stone, having suitable binding quality,
homogeneity and shall comply with the properties stipulated in clause 1.18 of the
project specification. It shall be well graded, delivered to the roadbed as uniform
mixture and shall be spread in layers and compacted.
5.1.2 Prior Activities

5.1.2.1 Source approval shall be obtained from the Engineer and the end user.
5.1.2.2 If more than one source is used, method statement indicating the method of mixing,
stockpiling and delivery of the material to the road bed shall be provided
to the Engineer and prior approval is obtained.
5.1.2.3 The material to be utilized for the Sub base layer shall be tested for the compliance
to the specifications
5.1.2.4 Water for mixing shall be tested for suitability as per project spec. clause 4.2.1.
5.1.2.5 Granular sub base preferably can be supplied from approved as ready mix complying
with the specifications.
5.1.2.6 Preliminary approval of the material shall be obtained from the Engineer through
a technical submittal with copies of the test results.
5.1.2.7 All tests carried out on the Sub-base material shall conform to the given project
specifications.
5.1.2.8 Based on the test results final approval shall be obtained from the Engineer prior
to placing.
5.1.2.9 Tests mentioned in clause 4.2.6 of the project specification Vol. 3A shall be

carried out on every 1000 m

5.1.2.10 In-situ density tests shall be carried out on every 500 m
5.1.3 Stockpiling
5.1.3.1 A site stockpile shall be prepared within the LOC and approval shall be obtained
for the same from the Engineer.
5.1.3.2 Storage area shall be hard, clean and free from dust and dirt.

5.1.3.3 Control points shall be established and approved by the Engineer prior to stocking
the sub-base.
5.1.3.4 Equipment used for stock piling and removing sub-base shall be approved by
the Engineer.
5.1.3.5 No foreign material or contamination or segregation shall be allowed on the prepared
stock for sub-base.
5.1.3.6 Stockpile shall be made flat without dome and shall maintain a height not exceeding
5 meter.
5.1.3.7 Stored material shall be located in such a manner to facilitate prompt inspection
and control.
5.1.3.8 Proper drainage shall be arranged to control excess moisture in the stock.
5.1.3.9 Sufficient material shall be stored in stockpiles for use without shortage.
5.2 Procedure

MS for Road Works

5.2.1 Sufficient amount of water shall be added to the Sub-base road material to maintain
the specified percentage of optimum moisture content by approved methods based
on suitable trials without losing the uniformity of the mixture and moisture.
5.2.2 Prior to construction a 100 meter trial area shall be prepared outside the permanent
work to check and confirm the binding quality, homogeneity and compacting effort
required for the sub-base mix.
5.2.3 The final mixed moist material shall be then transported to the laying area on tipper
trucks.
5.2.4 The moisture content of the mix shall be maintained +2% of the optimum moisture.
Care shall be taken to avoid losing moisture while transportation. Necessary covering
with suitable material shall be adopted.
5.2.5 Prior to laying, the roadbed shall be cleaned, sprayed with water and compacted.
5.2.6 Spreading and leveling procedure are carried out using graders and is then
compacted to achieve the required 98% of the Maximum density determined and a
thickness not less than 150 mm + 5mm as stated in the approved drawing /
specification.
5.2.7 In-situ density tests are carried out to check the required degree of compaction. One
in situ density test will be carried out per 500sq.m.
5.2.8 If the compaction achieved is not satisfactory, reshaping, spraying water and rerolling exercises are carried out again to obtain the required compaction.
5.2.9 Maintain road longitudinal slope and cross slope while level checking.
5.2.10 The finished surface of the road sub-base shall be maintained +5 mm of the grade
established by the Engineer.
5.2.11 After completion of sub base layer, levels are checked and recorded.
5.2.12 The surface on completion of the compaction shall be well closed and free from
movement under compaction plant and free from ridges, cracks or loose material.

Task Risk Assessment shall be carried for all critical activities. Risk Assessment to
address all the hazards and how to mitigate it.
Prior to commence of any activities, related work permits shall be obtained.
All works to comply with relevant Health Safety and Environment requirements
and project safety requirements.
Safety cones and warning tapes shall be provided as required for safety
operation.
All personnel shall adhere to all relevant procedures set out in the HSE plan.
All accidents will be reported immediately to the Site Engineer/site representative and
then as soon as possible to Senior Project Engineer and/or appointed Health and
Safety Officer. First aid treatment to be provided by the sites trained First Aider.
Tool Box Talks will be carried out daily before start of work and shall be activity
specific.
Trained & certified banks men will control the equipment movement/traffic control.
All equipment shall be inspected and approved by the Engineer prior to starting.
Water shall be sprayed regularly to suppress the dust.
A small shed shall be erected and provided with cold water to protect workers from
the sun

Contractor shall operate an approved Quality Management System and provide


access for client representatives to all premises where construction/ fabrication work
is carried out.

QA/QC personnel shall be appointed to monitor control the quality of the ongoing
works as per relevant ITP.
QA/QC personnel shall carry out all required inspection/test on equipment and
materials.
