Throughout the years 1930-1941 America changed many foregin policies.

America wanted to
stay neutral through the war with Europeans. America did not want to get pulled in. From 1930
to 1941 Americans extent to change foregin policies was minimal, even though America wished
to stay neutral.
From the start of the war America wished to stay neutral. European countries had obtained
much debt from the previous war. America wanted the debts back. Europe had no way of doing
this as you can see in document B. While the war in Europe raged on America found at first to
stay neutral they would have to embargo. Just coming our of the Great Depression. This was a
bad idea. America stopped the embargo and issued a new act. On August 31 of 1935 the
Neutrality Acts were passed. By passing the Neutrality Acts America partially came out of their
shell of isolationism and into Euopean Affairs. Document C explains what the Neutrality Acts of
1935 is. Going to war was a public effort in chicago on October 5, 1937 Franklin D. Roosevelt
gave a speech. Within it he sopke of bombs that were dropped and killed innocence, and
Nations like Japan were taking over China,and Germany was taking over Europe. Also the
physicalities of war like disease. The disease ravagedness and the killing of innocence was
thought to scare back the Americans from any idea of war they had thought of. From October 3
to November 5, there were Public Opinion Polls taking over America to find out what they
wanted. 62% of Americans wanted to help England and France with out leaving their country.
Every part of the country said no in the polls to that if Germany was defeating England and
France should the United States go over to Europe and fight. These are just a few of the
examples of the public opinion with the American people and war. This showed that the
American people wanted to stay neutral.This is shown in Document E. Unfortunatley not all
Americans were against war. In April of 1941 Charles Lindbergh wrote a speech say in that it
was inevitable of America to go to war,but unless the country agreed to do it as a whole there
was no way we could defeat anything. This is shown in Document F. The New York Times a
news paper is another example of rejecting staying neutral and the idea of isolationism. They
said that if American did not do anything then we would basically be letting Hitler and Japan run
everything. This is shown in Document G. The President of America Fanklin Roosevelt and the
Prime Minister Winston Churchill got together through the Atlantic Charter and tried to think
things out. Showing this in Document H, there ideas paralleled the 14 points plan and how to
live peacefully. Soon after, we started the lend and lease programs. Starting first with Britain.
This was pictured in document I, and is one of Americas not so neutral acts. After the lend and
lease programs we stared cash and carry this was another no so neutral program. All
Europeans considered us not neutral becasuse we were helping mainly the allies, even though
we said we were open to all.
This all lead to bigger and worse things in American history. From 1930 to 1941 Americans tried
to change their foreign policy rules. They used Neutrality Acts, Embargos, Lend and Lease Acts,
and Cash and Carry Acts. These all helped to get their point and try to change their forwign
policies.
