Abstract
This thesis addresses the demand for bigger citizen participation in political decisionmaking and how the introduction of Information and Communication Technologies and
decision analysis methods can transform the existing participatory instruments.
Thus, we analyze the growing public demand for participation in public decision
making. For this, we review the literature on the subject and numerous examples of
citizen participation.
We, then, study the main participatory instruments, reviewing the different
classifications that have been made, for develop such instruments from a decisional
perspective. From this review, we design a new complete and flexible characterization
of participatory instruments.
We also study the major tasks that comprise such instruments from three points of view.
The first is the adequacy of the instruments studied in our characterization; the second is
the chronological order of tasks in the instruments; and, finally, the third, the presence
of various tasks in each instrument. Later, we analyze the data obtained through cluster
analysis and compare the results we have achieved to create families of participatory
tools.
Then, we develop a methodology for finding the most appropriate mechanism for
participation in a specific situation. Given a participatory problem, and knowing the
main tasks, we solve the problem from the perspective of decision analysis.
We also present a configurable architecture to support participatory tools and extend the
design methodology to account for electronic support.
Resumen
As, en esta tesis, analizaremos, en primer lugar, la creciente demanda ciudadana por
participar en la toma de decisiones. Para ello revisaremos la literatura sobre el tema y
los numerosos ejemplos de participacin ciudadana. Una de las razones que ms
influyen en su reciente auge es la introduccin de las TIC, que suministran un nuevo
soporte a la participacin, permitiendo un considerable aumento de la legitimidad, la
cercana y la transparencia de las decisiones pblicas. Sobre ese punto volveremos ms
adelante para revisar qu tareas participativas pueden realizarse con soportes digitales.
Una vez realizado esto, presentaremos una arquitectura configurable para el apoyo de
instrumentos participativos. As, volveremos a la introduccin de las TIC en la
participacin poltica ciudadana, en especial Internet, ya que podemos desarrollar las
tareas participativas en este marco, hacindolas mucho ms eficientes. Para ello,
estudiaremos las webs 2.0 y cmo algunas de las tareas anteriormente descritas ya se
desarrollan de manera electrnica. Finalmente, proporcionaremos una estrategia de
diseo de instrumentos de participacin electrnica.
Se finaliza con un captulo que sirve como resumen y conclusiones, adems de plantear
algunas cuestiones como base de futuros trabajos.
