GUIDELINES Annexure 1

General Conditions to be followed by all Project Contractors during proposed work


1.

The locations of ETISALAT plant marked on the plan are approximate. Etisalat recommend trial pits be taken by
manual excavation to ascertain the exact location of our plant, thus to avoid damage.

2.

Excavation in the vicinity of ETISALAT plant must be by manual excavation only with prior intimation to the
ETISALAT personnel mentioned on the covering letter during office hours (Saturday to Wednesday 7.00 a.m. 3.00
p.m.)

3.

Maximum precautions should be taken while working in the area where coaxial or fiber optic cables exist.

4.

ETISALAT cables carry long distance national/international circuits and their damage will result in major
communication breakdown and interruptions with heavy traffic loss. In the event of any damage the Contractor
will be charged for temporary restoration and permanent restoration traffic loss as per Federal Law.

5.

ETISALAT existing plant falling in the area of excavation must be properly supported and protected at the
Contractors cost. The Contractor in advance must provide ETISALAT with the method statement/drawing for such
works for approval prior to execution. Also completion of such works should be notified to ETISALAT Plant
Protection Officer for inspection before back filling.

6.

In cases where machine excavation cannot be avoided, the Contractor should identify the route of ETISALAT plant
including lead-in ducts and cables to villa/house connections with markers before commencing excavation work.
Any damage caused to ETISALAT plant will be treated as per item 4 above.

7.

ETISALAT existing underground plant is approximately 0.6m deep from the existing ground level in foot path and
1.2m deep in carriage way. If due to the Contractors work, the levels are changed then ETISALAT plant should be
lowered/raised accordingly and boxes adjusted to suit new levels. All these works are to be done at the Contractors
cost and under ETISALAT supervision/guidance.

8.

Corridor allocated for ETISALAT plant should be left free of other services including underground
equipment/foundation, even if there is no plant existing or laid under this project. Any other services found laid in
ETISALAT corridor during your Contract will be relocated at your cost.

9.

Access to ETISALAT plant should be available at all times. Also 2m minimum clearance around joint boxes,
manholes, cabinets and payphones for men and machinery.

10. No obstructions such as portable cabins, gardens, building materials, excavated materials, spoils, fencing,
foundations, crash barriers or road sign boards, etc. should be placed top of ETISALAT plant.
11.

No heavy compaction equipment/machinery should be used over ETISALAT plant without prior notice.

12. Any ETISALAT plant found on site and not indicated in drawing should be brought to the notice of ETISALAT Plant
Protection Officer immediately for guidance.
13. In the event of ETISALAT existing plant requiring relocation due to your work, ETISALAT should be provided with
trial pit details including cross sections. The relocation work will be at the Contractors cost and under ETISALAT
supervision. And this will be subject to the Contractor obtaining NOC from Abu Dhabi Municipality/other services
for the new corridor.
14. Any ETISALAT proposals to be carried out under this project on behalf of ETISALAT will have to be carried out as
per relevant working drawing to be issued by ETISALAT and under ETISALAT supervision only, materials being preapproved by ETISALAT.
15. Any damage to ETISALAT plant must be intimated immediately to ETISALAT Plant Protection Officer or Fault
Reporting Center.
16. NOC along with mark up drawing should be available on site during project execution.
17. In case of any difficulties/queries/assistance in locating ETISALAT plant under NOC conditions, please contact our
staff, mentioned on the covering letter, during working hours between 7.00 a.m. 3.00 p.m. (Sunday to Thursday).
Attached drawings are provided for NOC purpose only. Reproduction of these drawings for any other purpose is
strictly prohibited.

Additional conditions are to be followed by the Project Contractor of Utility (Electricity, Water, Drainage,
Irrigation, Oil & Gas, etc.), Landscaping, Agriculture and other Development work.
1.

Access should be available to ETISALAT plant in proposed project area for maintenance and development
including 2m clearance around the Joint Box covers for men and machinery.

2.

A minimum clearance of 1m should be maintained, if your proposed plant run parallel to ETISALAT services. Your
services should be placed below ours, with minimum clearance of 500mm and with concrete slabs at 150mm above
our plant during back-filling operations. A concrete slab to be provided in between the two service lines, if the
proposed installation is high voltage electrical cable.

3.

No structures like other services manholes, soak-away pits, gullies, valve chambers, etc. should be made over the
ETISALAT plant.

4.

No trees, streetlight poles, fence posts, road signs, etc. should be erected on top of our plant.

5.

Corridor reserved for ETISALAT shall be left free from other services even if there is no cable or duct existing. Other
services found in ETISALAT corridor due to contractors work will have to be relocated at contractors cost,
immediately without delay.

6.

The Contractors are responsible to protect all the house connection ducts even if there are no cable existing, mainly
duct stumped for empty plots (future connections).

7.

No direct excavation is permitted under ETISALAT joint boxes or manholes for pipe or cable laying.

8.

For drainage works, if wide or deep excavation is involved, all back filling work must be intimated one day in
advance to Civil Works Section to check our service and provide clearance for back filling.

Minimum 2m tiling surrounding is to be constructed for all joint boxes and manholes. If
located in landscaping or plantation areas, Joint Box and Manhole covers should not be covered
with soil under any circumstances. Access should be available for man and machinery to all joint
boxes and manholes

ETISALAT should be granted NOC or revalidation of NOC to carry out development work within the project area as
and when requested.

11. COAXIAL AND FIBRE OPTIC CROSSINGS


In all cases where ETISALAT cables are to be crossed, a minimum clearance of 500mm below our cables must be
maintained at right angles and concrete tiles placed at 100mm above our cables (over the extent of the excavation)
during back-filling operations.
