CHAPTER ONE

INTODUCTION

This research work is made for the people who want to be

enlightened about the Automated Election System that would be using

this coming 2010 Presidential Election.

We all know that in every country in the world, election is one of

the important things, for us to have a good leader and the leader who

is responsible to take care of their constituent. Election is a procedure

on how we can choose a good officer or making a decisions

concerning policy by the vote of those formally qualified to participate.

In several years, we traditionally used the manual or ballot boxes

that may cause a not so good result after all. Because after the voting

day, you can see vote buying there in a precinct and the worse is,

votes are worth a hundred per piece, a side from that many politicians

are cheating and they can do anything just to win in the election.

Now a day’s, the Commission on Election (COMELEC) informed

us, that this coming election our system would be automated.

Automation is a fast way of counting on voter, but was not sure if we


are ready or the machines are ready. But unlike in the old tradition

way of voting Automation Election System is more advantage to us

because it will help us make our election accurate, easier and faster.

We know that, many people want to have knowledge about this poll

automation and the COMELEC are doing everything to pursue the

people this election, by giving them orientation on how to use the

automation.

BACKGROUND OF THE STUDY

For the very first time in the history, the Philippines will be

embracing technology and will transform greatly the electoral system

of the country. Automated Election System had been generally held as

an ideal development in the Philippine politics, after having

experienced successive election since 1987 plagued by violence poll

fraud and bitterly divisive electoral protests.

Based on the Senate Bill No. 2231: (13th Congress) which

entitled:
AN ACT AMENDING REPUBLIC ACT NO. 8436, ENTITLED AN ACT

AUTHORIZING THE COMMISSION ON ELECTIONS TO USE AN

AUTOMATED ELECTION SYSTEM IN THE MAY 11, 1998 NATIONAL OR

LOCAL ELECTIONS AND IN SUBSEQUENT NATIONAL AND LOCAL

ELECTORAL EXERCISES, TO ENCOURAGE TRANSPARENCY,

CREDIBILITY, FAIRNESS AND ACCURACY OF ELECTIONS, AMENDING

FOR THE PURPOSE BATAS PAMBANSA BLG. 881, AS AMENDED,

REPUBLIC ACT NO. 7166 AND OTHER RELATED ELECTIONS LAWS,

PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.

The Malacañang's Department of Budget and Management

produce the P11.9 billion supplemental budget for this coming election

which will be automated. Christian Monsod has been explaining how

the Open Election System method of automation works.

In 2008, the ARMM elections was automated with barely an

incident of violence and with nearly all candidates satisfied with the

results of the contest.

In 2009, Smartmatic-TIM won the bid to supply the Philippines

with an automated election system. Temporarily held back by a


petition filed by Lawyer Harry Roque, Smartmatic-TIM has been finally

given the go ahead to put automated elections on track.

The Chairman of the Commission of Elections (Comelec) of the

Philippines represented by its Chairman, Jose Melo, signed a P7.2

billion contract Friday with Smatmatic-TIM joint venture Company for

the automation of the 2010 national elections.

The contract signing signals the first ever automated election in

the Philippines. A last- minute petition by lawyer Harry Roque for the

issuance of a temporary restraining order (TRO) did not prevent the

Comelec Chairman from signing the contract. Roque cited lack of

papers, machine errors during test runs and other bidding violations as

his group’s reasons for the filing of TRO. Among other things, the

automation contract calls for the supply, delivery and operation of at

least 82,000 computer/counting machines capable of accurately

counting the election returns within 24-48 hours and making known

the winning candidates within the stated period.

STATEMENT OF THE PROBLEM


This study aimed, of how the people accept the Automated

Election System in our country this coming 2010 Presidential Election.

SIGNIFICANCE OF THE STUDY

This coming 2010 Presidential Election, the Commission on

Elections decided that our system of election is to be automated, and

because of this, many of us criticize this poll automation and some of

them are not aware and not yet ready in this coming election. Poll

automation feeds the wrong impression to the public that elections

will be clean and credible. Because it is a machine, it is powerless

against any fraud that takes place before, during, and after the
elections. And, because it is just a machine, it is vulnerable to human

intervention such as software attack, glitches, and other technical

problems that could result in wholesale electronic cheating.

But the good thing of this system, our election would be process

in a machine and we will not using a manually counting and

canvassing. This automation creates many advantages. Like for

example, there will be no ballot box snatching, there is less work for

the Board of Election Inspectors (BFI), all precinct are connected,

national results can be produced with an hour after the close voting,

and the good thing is ballots are pre-printed and voters simply mark

there chosen candidates.

This Automated Election System, will improve our election and it

will lessen the cheating of the politicians and it can remove the flying

voters or vote buying.

SCOPE AND LIMITATIONS

This study, consist of 50 respondents in Brgr.176 Phase 10B,

Bagong Silang, Caloocan City. We conduct a survey in some students,


out of school youth, elders, teachers, workers and some people who

are literate.
