STL Bulletin July 2012

This month marks the beginning of the new Special Tribunal for Lebanon (STL) bulletin,
which aims to present a snapshot of judicial and non judicial events at the Tribunal.
In July, Lebanon paid its contribution to the 2012 budget of the STL. This month, there were
a number of key developments, with the Pre-Trial Judge setting a provisional date to start
trials in absentia in the case of Ayyash et al. The Trial Chamber upheld the Tribunal's
jurisdiction to try the 14 February 2005 attack and connected cases and ruled on other
preliminary motions by the defence counsel - both important steps on the road to trial.
Further, the Trial Chamber rejected
motions to reconsider proceedings in
absentia.
The STL also held a seminar for journalists
in Beirut, gathering media from across the
political spectrum, and Lebanese students
visited the STL in the framework of the
Inter-University
Programme
on
International Criminal Law.

Events and visits


Lebanese university students visit the STL
The top 26 students of the Inter-University Programme on International Criminal Law and
Procedure visited the STL in the Netherlands. The program was organised in cooperation
between the STL, the Asser Institute in the Netherlands and eight universities in Lebanon.
The programme is the first of its kind, in Lebanon and internationally, using modern
technology to deliver lectures from The Hague to students in Lebanon. More

Seminar for Journalists


The STL concluded a two-day seminar for journalists in Beirut. The conference featured
discussions on the STLs ongoing judicial activities in preparation for trial, speculation
surrounding the STL, legal and multimedia resources that are available for journalists when
reporting on tribunals, and a press briefing by the STLs spokesperson. More
Students from St. Louis University (USA), Brandeis University (USA), Tulane University
(USA) and The Hague Academy of International Law (Netherlands) visited the Tribunal
during the month of July. The STL welcomes visits of students, professionals and the
general public.

Appeals Chamber rejects request to reconsider decision on the applicable law
The Appeals Chamber issued a decision rejecting the request of the Defence to reconsider its
ruling of 16 February 2011, which defined terrorism for the first time in international law.

Trial Chamber dismisses motions to reconsider in absentia proceedings
The defence counsel had argued in their motions that in absentia trials are a violation of
human rights and that the accused were not properly notified of the charges against them.
