On behalf of National Audit Office (NAO, Public Service Recruitment Secretariat invites
qualified Tanzanians to fill 123 vacant posts in the above Public Institutions.

i.

NB: GENERAL CONDITIONS


All applicants must be Citizens of Tanzania and not above 45 years old, however,
should also observe the age limit for each position where indicated.

ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having reliable

1.0 NATIONAL AUDIT OFFICE (NAO)


The Controller and Auditor General of Tanzania has been given the legal mandate to
carry out performance audit by virtue of Section 28 of the Public Audit Act No.11 of
2008.
Performance Auditing is an audit of the economy, efficiency and effectiveness with
which the audited entity uses its resources in carrying out is responsibilities. Goals for
performance auditing include improvement of programmes and operations, saving tax
payers money, providing better services to the public and obtaining best value for
money.
1.1 AUDITOR GRADE II 85 POSTS
1.2 DUTIES AND RESPONSIBILITIES
Audit Government Revenue and expenditure;

Participate in preparation and implementation of work plan and audit programs,

Assist in preparing the implementation programme of Annual Audit Plan,

Assist in preparing and implementing audit programme and plans and Keeping
different records of Account in the Office.

1.3 QUALIFICATIONS AND EXPERIENCE

Holder of Bachelor Degree of Accounting and Finance or Advanced Diploma in


Accountancy from any recognized institution.

Use of computer and application of various soft wares such as Word, Excel, and
PowerPoint will be an essential requirement.

Applicants with at least one year (1) working experience in the relevant field will
be given priority.

1.5 AUDITOR GRADE II (TAXATION) 10


1.6 DUTIES AND RESPONSIBILITIES
Audit TRA annual revenue statement and financial statement, Examine and
prepare audit findings resulting from audit assignment and report to a team
leader,

Participate in performing audit plan and execution, Perform regular audit


verifications on management replies submitted by the client,

Prepare briefs (summarized reporting documents) prior PAC session when called
upon,

Interpret various tax laws and regulations applicable at TRA and testing their
compliance on revenue collections ,

Consult TRA revenue officers on the matters arising from irregularities and
malicious practices by the client which have effects on revenue collection,

Keeping track records of outstanding court cases lodged with Tax Revenue
Appeal Board and participate in special audit and any assignment directed by
the Chief External Auditor (CEA).

1.7 QUALIFICATIONS AND EXPERIENCE

Bachelor of Science in Taxation or Bachelor Degree /Advanced Diploma in


Accountancy or finance from any recognized institution.

Knowledge and skills in Taxation, Custom and excise duties will be an added
advantage.

Use of computer and application of various software such as Word, Excel and
Power Point will be an essential requirement.

1.8 REMUNERATION

Salary Scale: TGS. D

1.9 ENGINEER GRADE II - 1 POST


1.10 DUTIES AND RESPONSIBILITIES
Develop short and long term planning for Maintenance and Construction of the
NAOT Office Building,

Prepare the budgets and annual work plan including preventive maintenance
schedules,

Conducting proper management follow-up of maintenance activity and


rectification of detected faults in buildings and services,

Conducting maintenance surveys and recording inventory of related works also


prepare bill of quantities (BOQ) and drawings for the proposed maintenances,

To monitor and advise the office on proper estate management including renting
of the NAOT Building and Keep all records regarding maintenance and
construction works.

1.11 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree/Advanced Diploma in Civil Engineering from a recognized


institution.

Must be a computer literate capable of applying various software such as

Word, Excel and Power Point will be an essential requirement.

1.12 REMUNERATION

Salary Scale: TGS. E

1.13 TELEPHONE OPERATOR 1 POST


1.14 DUTIES AND RESPONSIBILITIES
Assists his/her superior in making bookings and making international
telephone calls,

Receives telephone calls from extensions and forwards them outside the
office,

Assists his/her superior in the preparation of records on the use of


telephone facilities and control such use for the purpose of limiting
unnecessary expenditures,

Maintains confidentiality regarding all activities and occurrences pertaining


to NAOT and Assists in carrying out trouble shooting of the telephone
systems to try and identify faults before calling the technicians for
rectification.

1.15 QUALIFICATIONS AND EXPERIENCE

Certificate of Secondary Education with credit passes in Mathematics,


Kiswahili and English with knowledge and skills on telephone operation from
recognized institution.

1.16 REMUNERATION

Salary Scale: TGS. B

1.17 DRIVERS GRADE II - 10 POSTS


1.18 DUTIES AND RESPONSIBILITIES

Drives vehicles safely taking into account the safety of other road users and
passengers in the vehicle,

Maintains disciplined behavior and proper conduct in rendering services to


assignees,

Performs messengers duties such as dispatching documents/letters and


collecting mails,

Ensures routine maintenance and cleanliness of vehicle,

Repairs minor defects in the vehicle that requires immediate attention and
Ensures that required spares are all fitted into the car and the obsolete
spares are returned to stores for verification.

1.19 QUALIFICATIONS AND EXPERIENCE

Holder of Certificate of Secondary Education, Driving Licence class C and


three years driving experience without causing an accident with Trade Test
Certificate Grade II.

Salary Scale: TGS. A

1.21 LEGAL OFFICER GRADE II - 2 POSTS


1.30 DUTIES AND RESPONSIBILITIES

through various methods such as interviews, documents reviews, surveys,
focus group discussions etc., and analyses them, draft and present
Performance Audit Report.

The work entails frequent interaction with staff and managers of the
audited entities and other stakeholders in the area of audit.

1.31 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in Law from a recognized institution of higher learning.


Use of computer and application of software such as Word, Excel, and
PowerPoint will be an essential requirement. Training in research methods
will be an added advantage.

Must have been graduated from Law School.

Applicant should have a minimum of two years working experience in the


relevant field. Candidates with experience from investigative/evaluative
work will be given priority.

1.32 REMUNERATION

Salary Scale: TGS. E

1.33 PROCUREMENT SPECIALIST II - 2 POSTS


1.34 DUTIES AND RESPONSIBILITIES

Bachelor Degree in Procurement or related field from a recognized


institution of higher learning. Use of computer and application of software
such as Word, Excel, and PowerPoint will be an essential requirement.
Training in research methods will be an added advantage.

Applicant should have a minimum of two years working experience in the


relevant field. Candidates with experience from investigative/evaluative
work will be given priority.

1.37 EXECUTIVE CIVIL ENGINEER GRADE II - 2 POSTS

Bachelor Degree in Civil Engineering from a recognized institution of


higher learning. Use of computer and application of software such as
Word, Excel, and PowerPoint will be an essential requirement. Training in
research methods will be an added advantage.

Must be registered by their respective professional bodies as graduate


engineer

Applicant should have a minimum of two years working experience in the


relevant field. Candidates with experience from investigative/evaluative
work will be given priority.

1.41 ECONOMIST GRADE II - 1 POSTS

learning.

will be an added advantage.

1.61 AUDITOR GRADE II (FORENSIC AUDITOR) - 5 POST


1.62 DUTIES AND RESPONSIBILITIES
Forensic Auditor prepares audit plans on the basis of Terms of Reference
or allegations that need to be verified,

Collects evidence through various methods such as interviews,


documents reviews, data harvesting from computers, etc., and analyses
the information, draft and present Forensic Audit Reports.

The work entails frequent interaction with staff and managers of the
audited entities and other stakeholders in the area of audit.

1.63 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree/Advanced Diploma in Accounts/Finance from a


recognized institution, with a knowledge or skills in Forensic and
investigation The following qualifications will be an added advantage:

Certified Fraud Examiner (CFE);

Certified Forensic Investigation Professional (CFIP);

Certified Public Accountant (CPA(T));

Experience in fraud investigations and, or litigation;

Comprehensive knowledge and experience in reviewing internal controls


systems;

Computer literacy and experience in the use of forensic audit soft wares;

A sound qualitative and quantitative analytical skills; and

Good communication and writing skills.

Applicant should have a minimum of two years working experience in the


relevant field. Candidates with experience from investigative work will be
given priority.
