AA: STANDARD SPECIFICATIONS FOR FLANGES

1.0 SCOPE
This Specifcation establishes the minimum requirements for the manufacture
of Pipe Flanges in accordance to ASME B 16.5(latest edition).
1.1 References
The latest edition of following codes/standards shall be used for reference:
ASME B 16.5 - Pipe Flanges and Flanged Fittings
ASME B 31.3 - Process Piping.
ASME B 31.4 - Pipeline Transportation System for Liquid Hydrocarbons
and Other Liquids.
ASME B 16.25 - Butt-welding Ends
ASTM A 105 - Standard Specification for Carbon Steel Forgings for
Piping Applications
ASTM A 182 -Standard Specification for Forged or Rolled Alloy and
Stainless Steel Pipe Flanges, Forged Fittings, and Valves
and Parts for High-Temperature Service
1.2 Type of Flange
(a)

Slip On Flange with Hub (CS)

All FireWater and Foam line Flanges for 2 24 dia pipe to be used shall be
SLIP ON RAISED FACE FLANGE WITH HUB of 150# / 300# / 600# class
rating( Forged as per ASTM A 105) and dimensions conforming to ASME B
16.5.

(b) Blind Flange
All BLIND Flanges for 1/ 2 24 dia pipe to be used shall be of 150# /
300# / 600#/ 800#/ 1000# class rating, (Forged as per ASTM A105)and
dimensions conforming to ASME B 16.5
2.0 General Requirements
2.1 All items, their dimensions, chemical composition, physical properties, heat
treatment and testing etc. shall conform to the relevant codes and standards
and as specified in the requisition. Deviations, if any, shall be clearly
highlighted on a separate sheet by the vendor in the Unpriced Part/Bid
itself.
2.2.1 Test report shall be supplied for all mandatory tests as per the relevant
material specifications. Test report shall also be furnished for any
supplementary test as specified in the requisition.
2.2.2 Material test certificates (physical properties, chemical composition and
Heat treatment report) shall also be furnished for the Flanges supplied.
2.3

For Blinds the hardness shall be recorded on the test report.

3.0

MATERIALS

3.1

The material used for Slip On Flanges with Hub & Blind Flanges shall be in
accordance with ASTM A-105.

4.0

DIMENSIONS
The dimensions of all type of Flanges shall be in accordance to ASME B
16.5 (latest edition)

5.0

MARKING and DESPATCH

5.1

All items shall be legibly and the conspicuously stamped in accordance with
the requirements of applicable ASME/ANSI and API standards.

5.2

Paint or ink for marking shall not contain any harmful metal or metal salts
such as zinc, lead or copper which cause corrosive attack on heating.

5.3

All items shall be dry, clean and free from moisture, dirt and loose foreign
materials of any kind.

5.4

All items shall be protected from rust, corrosion and mechanical damage
during transportation, shipment and storage.

5.5

Rust preventive on machined surface to be welded shall be easily removable

with a petroleum solvent, and the same shall not be harmful to welding.

5.6

Each end of flange shall be protected with the following material:

Each size of Flanges, Blinds etc. shall be supplied separate packaging

marked with the Purchase Order item, Code No, Material Specification, Size
and Rating.

6.0

Scope of Third Party Inspection:

Manufacturer shall prepare Quality Assurance Plan(QAP) and Inspection &
Test Plan(ITP) in accordance to this specifications & submit to TPIA (Third
Party Inspection Agency).The TPIA shall, based on satisfactory review of
the QAP & ITP certify that the QAP & ITP is in accordance to this
document namely, STANDARD SPECIFICATIONS FOR FLANGES. The
TPIA certified QAP & ITP shall then be submitted to HPCL for approval.
The Flanges shall be supplied strictly in accordance with the QAP & ITP
duly approved by HPCL.
For Slip On and Blind Flanges:
Witness:

1) Visual Inspection.
2) Dimensional Check.
3) Chemical composition, mechanical properties and hardness
examination.
4) Heat Treatment Report if required.
5) All other tests not specifically listed but are required as per
applicable standards/ specifications
