VACANCY LIST NO. 03 of 2014
The Nakuru County Public Service Board wishes to invite applications from candidates who
have the requisite qualifications to fill the following positions:1). PRINCIPAL ADMINISTRATION OFFICER; JG P
Terms of Service: Permanent
The officer will be the Head of Administration and will be the deputy to the Secretary, Public
Service Board.
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan Citizen.
b) Have a Degree in Social Sciences - Public Administration, Human Resources
Management or any other relevant degree from a recognized university in Kenya.
c) Be a Certified Public Secretary of good professional standing.
d) Be registered with the Institute of Certified Public Secretaries of Kenya (ICPSK) or any
other relevant professional body.
e) Must have served in a senior relevant position at least not below Job Group N or its
equivalent for at least 5 years in the public or private sector.
For direct entry to Job Group P you must be a holder of a relevant Masters degree
and at least 10 years experience in a senior relevant position.
f) Be a professional who can demonstrate non-breach of relevant codes of conduct.
2). FINANCE OFFICER; JG N
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan Citizen.
b) Have a Bachelors degree in Commerce, Business Administration, Economics or any
other relevant degree from a recognized university in Kenya.
c) Be a C.P.A (K).
d) Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK).
e) Must have served in a relevant position not below Job Group M or its equivalent for at
least 3 years in the Public or Private sector.
For direct entry to Job Group N you must be a holder of a relevant Masters degree
and at least five (5) years experience in a relevant position.
f) Be a professional who can demonstrate non-breach of relevant codes of conduct.

3). SUPPLY CHAIN MANAGEMENT OFFICER; JG N


Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Be a holder of a degree in Purchasing and Supply, Supply Chain Management or its
accepted equivalent from a recognized University in Kenya.
c) Be a Member of Chartered Institute of Purchasing and Supply (M.C.I.P.S) or its
recognized equivalent.
d) Have served in a relevant position at not below Job Group M or its equivalent for at
least five years in the Public or Private sector.
For direct entry to Job Group N you must be a holder of a relevant Masters degree
and at least 5 years experience in a relevant position.
e) Be a professional who can demonstrate non-breach of relevant codes of conduct.
4). INTERNAL AUDITOR; JG N
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan Citizen
b) Have a Bachelors degree in Commerce or Business Administration or its equivalent,
from a recognized University in Kenya.
c) Be a C.P.A (K).
d) Be registered with the Institute of Internal Auditors or the Institute of Certified Public
Accountants of Kenya (ICPAK).
e) Have served in a relevant position not below Job Group M or its equivalent for at least
five years in the public or private sector.
For direct entry to Job Group N, you must be a holder of a relevant Masters degree
and at least 5 years experience in a relevant position.
f) Be a professional who can demonstrate non-breach of relevant codes of conduct.
5). HUMAN RESOURCE MANAGEMENT OFFICER; JG J
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must:a) Be a Kenyan Citizen
b) Have a degree in Social Sciences such as Government, Sociology, Economics, Public /
Business Administration, Human Resource/Personnel Management or any other
relevant qualification from a recognized university/institution in Kenya.

6). ICT OFFICER III; JG J


Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have a degree in Information Communications Technology, Computer Science or any
other relevant qualification from a recognized institution in Kenya.
NOTE:
In addition, applicants for the above six (6) positions must;
Satisfy the requirements of Chapter six of the constitution by availing the following: I) Certificate of Good conduct.
II) Tax compliance certificate form KRA.
III) Clearance from EACC.
IV) Clearance from HELB.
V) Applicants with degrees from foreign universities should avail a Recognition and
Equation Certificate from the Commission for University Education (CUE).

Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have served in the grade of Secretarial Assistant I or any other relevant comparable
position in the public service for a minimum period of three (3) years.
c) Possess a diploma in Secretarial Studies from the Kenya National Examinations Council
or its equivalent from a recognized institution and;
d) Must have a certificate in computer applications from a recognized institution and a
working knowledge in computer operations e.g. Windows, Ms-Word, Ms-Excel, MsAccess, MS-Power Point and the internet.
e) Produce a Certificate of Good Conduct from the Kenya Police.
8). CLERICAL OFFICER III; JG H
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have at least a C- in the Kenya Certificate of Secondary Examination (KCSE); and
c) Have a diploma in a relevant field e.g. Accountancy, Human Resource or any other
relevant qualification from a recognized institution;
d) Have at least three years experience in the public or private sector.
e) Produce a certificate of Good Conduct from the Kenya Police.

9). RECEPTIONIST; JG H
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have at least a C- in the Kenya Certificate of Secondary Examination (KCSE); and
c) Have a diploma in Public Relations from a recognized institution.
d) Be computer literate.
e) Have a working experience of at least three (3) years.
f) Produce a certificate of Good Conduct from the Kenya Police.
10). RECORDS MANAGEMENT OFFICER III, JG H
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have a Kenya Certificate of Secondary Education (KCSE) mean grade C Plain.
c) Have a diploma in Records/Information Management or equivalent qualifications from
a recognized institution.
d) Be computer literate.
e) Have a working experience of at least three (3) years.
f) Produce a certificate of Good Conduct from the Kenya Police.
11). DRIVER III; JG D
Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have a Kenya Certificate of Secondary Education Mean grade D plain or its equivalent
qualification from a recognized institution.
c) Have a valid driving license free from any current endorsement(s) for class (es) of
vehicle(s) an officer is required to drive.
d) Have attended a first aid certificate course lasting not less than one (1) week at St.
Johns Ambulance or Kenya Institute of Highway and Building Technology -KIHBT or any
other recognized institution.
e) Have passed Practical Test for Drivers conducted by the respective
Ministry/Department.
f) Have at least two (2) years driving experience.
g) Have a valid certificate of Good Conduct from the Kenya Police.

12). OFFICE ASSISTANT; JG E


Terms of Service: Permanent
Requirements for Appointment
For appointment to this grade, a candidate must: a) Be a Kenyan citizen.
b) Have a Kenya Certificate of Secondary Education Mean grade D Plain.
c) Have a working experience of at least three (3) years.
d) Have a valid certificate of Good Conduct from the Kenya Police.
OFFICE OF THE GOVERNOR
13). EXECUTIVE SECRETARY; JG P
Terms of Service: 4yrs Contract
(a). Duties and Responsibilities :
The Principal Executive Secretary will be deployed in the Governors office and is expected to
manage the Governors diary, aside from other secretarial duties.
(b). Requirements for Appointment
For appointment to this grade, an officer must have:I) Served in the grade of Senior Executive Secretary or any other comparable and relevant
position in the public service for a minimum period of three (3) years;
II) A Bachelors degree in Secretarial duties or a Bachelor of Business and Office
Management or equivalent qualifications from a recognized Institution;
OR
A Bachelors degree in Social Sciences plus a diploma in Secretarial Studies from the
Kenya National Examinations Council or equivalent qualifications;
OR
Bachelors degree in Social Sciences plus the following qualifications from the Kenya
National Examinations Council:
Shorthand III ( 120 wpm)
Typewriting III(50 wpm)/computerized Document Processing III
Business English III/Communications II
Commerce II
Office Management III/Office Administration and Management III
Secretarial Duties II
III) A certificate in Computer Applications from a recognized Institution in Kenya;
IV) Attended a Secretarial Management Course from at Kenya School of Government;
V) Excellent interpersonal communications skill;
VI) Demonstrated outstanding professional competence in management of Secretarial
Services;
VII) Satisfy the requirements of Chapter six of the constitution by availing the following: a) Certificate of Good conduct.
b) Tax compliance certificate form KRA.
c) Clearance from EACC.

d) Clearance from HELB.


e) Applicants with degrees from foreign universities should avail a Recognition and

PUBLIC SERVICE MANAGEMENT DEPARTMENT
14). COUNTY ENFORCEMENT COMMANDER; JG P
The officer will be the Head of Enforcement Section in the County.
Terms of Service: Permanent
Requirements for Appointment
For appointment to this position, a candidate must;
1. Be a Kenyan Citizen.
2. Have a degree in Criminology or Social Sciences or any relevant degree from a
recognized University in Kenya.
3. Have served in a senior relevant position at not below Job Group N or its equivalent,
and have at least five (5) years experience in the public or private sector.
4. For direct entry to Job Group P, you must be a holder of a Masters degree and at least
ten (10) years experience in a senior relevant position.
5. Be a professional who can demonstrate non-breach of relevant codes of conduct.

15). DEPUTY ENFORCEMENT COMMANDER; JG N


The officer will deputize the County Enforcement Commander.

Requirements for Appointment
For appointment to this position, a candidate must;
1. Be a Kenyan citizen.
2. Have a degree in Criminology or Social Sciences or any relevant degree from a
recognized university in Kenya.
3. Have served in a relevant position at not below Job Group M or its equivalent and
have at least five (5) years experience in the public or private sector.
4. For direct entry to Job Group N you must be a holder of a Masters degree and at least
ten (10) years experience in a senior relevant position.
5. Be a professional who can demonstrate non-breach of relevant codes of conduct.
16). CADET OFFICERS; JG J
Terms of Service: Permanent
Requirements for appointment
For appointment to this position, a candidate must;
(i)
Be a Kenyan citizen.
(ii)
Be a holder of a degree in any of the Social Sciences, Criminology and any other
relevant degree from a recognized university in Kenya.
(iii)
Be aged 35 years and below.
(iv)
Important information;
Female applicants must not be pregnant at the time of recruitment.

Requirements for appointment
For appointment to this position, a candidate must;
(i)
Be a Kenyan citizen.
(ii)
Be a holder of Kenya Certificate of Secondary Education Grade D plain.
(iii)
Be aged 35 years and below.
(iv)
Meet the physical fitness test similar to that applicable to recruitment of Kenya
Police, including a fitness medical certificate.
(v)
Produce a certificate of Good Conduct from the Kenya Police.
