Footwear Impression Evidence Training Announcement


Footwear Examiner Training Program
Forensic ITC Services in partnership with the Durham Police Departments Forensic Unit
is pleased to announce the Footwear Examiner Training Program. This entire program
will be provided at a low cost to agency wishing to have their examiners trained in the
forensic discipline of footwear examinations. Each class is also open to those individuals
within the law enforcement community that wish to only take one particular course.
The training program is designed to lead a cohort group of entry level footwear examiner
trainees through sequential course offerings in preparation for working and handling
footwear examinations and comparisons and in preparing to take the International
Association for Identification (IAI) footwear certification examination. The Footwear
Examiner Training Program consists of 4 in-depth courses including an outsole factory
tour. Completion of online course work and practical exercises will be required in
between onsite course trainings. This program is based on 4 weeks of face-to-face
training over a period of 5 months, accumulating roughly 278 hours of total course work.

Eligibility Requirements
To be eligible for participation in this training program, applicants must:

Work for a law enforcement agency as a professional practitioner in law


enforcement or forensic services
Possess the visual acuity to examine small details under magnification

Possess a reasonable level of skill in English, arithmetic, computer keyboarding,


and word processing
Have access to the following resources at their home or agency for the duration of
the Footwear Examiner Training Program:
o Computer with internet access (Note: computers will be provided for
onsite training classes)
o Word processing software (preferably MS Word, MS Excel and MS
Access.
o Photoshop CS3 software or greater
o Digital Camera: 8MB or larger, detachable flash with minimum 6 foot
cord, lens (minimum 50mm)
o Tripod
o Scanner: must accommodate at least 11 x 14 size documents
o Printer: must accommodate 11 x 14 size documents
o 4x power magnifier

Application Process
Applications will be accepted by Registration through Forensic ITC Services at
dwane@forensicitc.com. We reserve the right to refuse any application we deem
necessary.
Who Should Attend?
This comprehensive, 278 hour formal footwear training program designed for the
criminal evidence analysts and forensic scientists with the responsibility for examining
and comparing footwear impression evidence and for those wishing to start a career in the
examination and comparison of footwear evidence.
Cost
The cost based on one person, for this entire program is $4,900 or $1,225 per week.
However:
If an Agency sends two people the cost is $7,800 or $1,950 per week
If an Agency sends three people the cost is $10,400 or $2,600 per week
Any person wishing to attend separate classes on a weekly basis is encouraged to do so.
The fee is $550 per class per week.

Dwane Hilderbrand, M.Ed

Dwane Hilderbrand began his distinguished criminal justice career in 1975 with his
employment in the Identification Division of the Federal Bureau of Investigation, located
in Washington, D.C. In 1978 he accepted a position as Identification Technician with the
Prince William County Police Department in Woodbridge, Virginia, where he was
employed until 1981, when he was offered a forensic identification and crime scene
position with the Scottsdale, Arizona Police Department. Dwane dedicated the remainder
of his government career to the development of his advanced technical analytical and
testimonial skills and retired in October of 2005 with twenty-four years of service to the
citizens of Scottsdale, Arizona. He was the main instructor for Ron Smith & Associates,
Incorporated for these particular classes until 2011 when Dwane made the decision to
open and manage his own private forensic consulting and training business.
Subsequent to Dwanes studies in Police and Forensic Science, he earned a Bachelors
Degree in Management from the University of Phoenix followed by a Masters Degree in
Education from Northern Arizona University. He is one of the very few forensic
professionals in the world who has earned professional certifications from the
International Association for Identification as a Certified Latent Print Examiner,
Certified Senior Crime Scene Analyst and Certified Footwear Examiner. He was
recently awarded Member Emeritus to the American Society of Forensic Podiatry.
Dwane Hilderbrand, a P.O.S.T. certified instructor, has been invited to speak on a wide
variety of forensic related topics at professional conferences across the United States and
abroad. His famous involve them and they will learn teaching style has made him
one of the most sought after instructors in the criminal justice profession.
He was one of three Americans invited to be a presenter at the first International
Shoeprint conference held in Finland. Dwane was responsible for the first computerized
Automated Shoeprint Identification System with Scottsdale Police Department. He was
also responsible for the footwear and tire track evidence and the latent print examiners
training and procedure manuals. Dwane has assisted in many footwear cases throughout
the United States as well as Jamaica and the Anguilla Islands.
This particular training program is one of Dwanes most educational and enjoyable
programs of instruction. He personally implemented this program for the National
Forensic Science Technology Center in Largo, Florida, on two different occasions, where
he trained 25 new examiners. Dwane also implemented this particular program including
tire track examinations for the St Paul Police Department in St Paul, MN. He has done
extensive research on the topic and has developed a methodology of teaching criminal
justice professionals from all aspects of law enforcement on how to properly and
effectively collection and preserve track evidence. He understands the needs of the
beginning footwear examiner and he is able to assist them in reaching their goal. He is
able to supply the student with the necessary information in such a way that it is not only

area.
