Dear Ms. Myers:

The purpose of this correspondence is to request that the City of Carrollton be authorized to
participate in the Delegation of Authority Program pursuant to the Immigration and Nationality
Act, Section 287 (g). On March 6, 2007, the Carrollton City Council directed that this
opportunity be prnsued.

Our Police Department has researched this program. b 6), b (7 C , ICE Special Agent
in Charge, Dallas Field Office, is aW'are of our interests. It is our proposal to hire a minimum of
two (2) Carrollton Police Department Detention Officers to conduct Identification Review of
prisoners processed at the Municipal Jail. As we learn from our experience with the program it is
possible that the City will employee additional Detention Officers for this purpose.

The City is prepared to learn more about entering into a Memorandum of Understanding with
ICE regarding this program. It is our understanding that this request will initiate an endorsement
process that will allow ICE to work with our Police Department toward achieving this goal. Our

Dear City Manager Martin,

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for
the Carrollton.

On April 6,2007, the Program Manager for 287(g) Detegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC), and the Field Operations Director (FOD) for the Dallas area of
responsibility (AOR). The SAC and FOD, along with a member of your staff will need to
conduct a feasibility assessment study. After completion, the assessment will be reviewed at
ICE Headquarters and a determination will be made to either accept or deny your request to
participate in the program.
