IMPLEMENTATION OF CITY WIDE

BIKE SHARING PROGRAM

I.

INTRODUCTION
A. Introduction
The City of Iloilo is fast becoming a full blown developed Queen City of the South,
with all the amenities of comfortable living standards.
As the city develops and
becomes the center of investments, the increase of vehicles is expected. According to
a regional situational report of National Economic and Development Authority (NEDA-6),
85 percent of the 127,059 vehicles registered here last year were private vehicles. This
translates to 108,046 private vehicles. NEDA-6 situational report found that only 19,013
are public vehicles. Another study determined that an estimated 100,000 people
commute daily from various towns in Iloilo province to Iloilo City to work or study. Due to
the number of commuters and in demand public and private vehicles, these had cause
traffic congestion and air pollution problems.
These leave carbon footprints which are dangerous to health and harmful to the
environment causing global warming (climate change).
In order to lessen the said
problem, the city government comes with the plan of Share a Road Movement. In
fact, all around the city, there is a marked increase in the number of people using
bicycles as their primary mode of transportation. Sales for bicycles and bike gears are
flourishing. Also, after office hours, there is a prolific presence of bikers taking to the main
highways and the bike lane, using the two-wheeled vehicle for exercise and recreation.
Biking is now a certified lifestyle in the city.
This program advocates the principles of road sharing, clean environment, health
and physical fitness and road safety as evidenced in the widened roads, cemented
pavements, rehabilitated historic places, beautification projects and the creation of bike
lanes and environment friendly getaways.
Bike sharing and share a road goals are one. Public bicycle sharing systems have
been introduced as part of the urban transportation system to extend accessibility of
public transportation systems to final destinations. Public bicycle systems are utilized to
lessen the use of automobiles for short trips inside the central business area, thereby
alleviating traffic congestion and reducing noise and air pollution. Public bicycle systems
are viewed as an innovative inner-city transportation mode to meet many commuters
needs and to integrate them with other public transit systems.
Bike sharing allows individuals convenient access to a bike when they need one
through bike rental program. Bike sharing first emerged in cities across Europe. Today, it
is becoming increasingly popular in the different countries. Some of the early adopters of
the bike share system include Denver, CO; Minneapolis, MN; Chicago, IL; Washington
D.C.; China; Japan and Korea. By successfully integrating a bike share program into
existing transportation systems, cities can ensure a greater number of residents to have
access to affordable, efficient, and sustainable transit options.

B. Rationale
As the city develops toward its progress, the number of commuters and vehicles
increases which cause traffic and pollution problems.
Thus, Western Institute of
Technology, being one of the best engineering schools in the country, would like to give
an opportunity to the Mechanical Engineering students to apply their expertise in the use
of machine engineering in order to lessen the traffic congestion and air pollution
problems that affect the city.
C. Beneficiaries
1. The public
They will benefit the following: user cost and travel time savings, congestion
reduction, improve public health, decrease the pollutions, and decrease in petrol
cost;
2. The Engineering Teachers and Students
It will serve as a medium for additional workshops or laboratories in the curriculum;
3. The WIT Institution
It will be a venue for Western Institute of Technology to be recognized as eco-friendly
institution.

not only increase the mobility in the city but as well as
improve the users health.

additional laboratory for ME students where they can
continue to apply their skills and knowledge while theyre
studying.

B. Brief Description
Western Institute of Technology would like to implement a bike rental system for the WIT
constituents. It will also be used as a workshops or laboratories for Mechanical Engineering
students.
C. Bicycle Description
A bicycle, often called a bike or cycle, is a human-powered, pedal-driven, single-track
vehicle, having two wheels attached to a frame, one behind the other. The program offers
specialized urban bikes (mountain bike or BMX) for guaranteed WIT constituents.

D. Rental System
1. Eligibility
Clients must be 18yrs old and above. Upon rental, information sheet will be given
(see form) to ensure the bikes safety and to avoid vandalism and theft.
Bike rental is open for all the WIT constituents.
2. Scheme
Maintenance and services will be free depending on the bikes condition.
Clients will be oriented about bicycling safety

a. Clients are expected to be physically fit.
b. The customer accepts all responsibility for injury, disfigurement, or death from
use of rental equipment.
c. The customer has the responsibility to check over equipment and to note any
pre-existing problems before leaving with equipment.
d. Posted written and visual materials explain the proper and safe use of the
equipment as needed.
e. User indemnifies the institution and agrees to replacement costs in the case of
loss

Payment terms
a. A bike rental fee of P50.00/week or P150.00/month.
b. Late return of the bikes will be charged at twice the published
weekly/monthly hire.
c. Any cycle(s)/ equipment hired or used are returned in undamaged condition
unable to do so will be charged depending on the damaged done.

Personal Safety term


a. It is the riders responsibility for their own safety. Cycling involves personal risk
and must ride responsibly
b. Injury(s) and/ or death associated with the sport of cycling may result from
weather, excessive speed, collision with inanimate objects or other persons,
rider inexperience, error or abuse of equipment
c. Bike test will be given upon rental to determine if the client is capable of
biking.
d. Cyclist must not be under the influence of alcohol, strong medication, other
drugs or fatigue
