European Rail Traffic Management System (ERTMS)
An initiative backed by the EU to enhance cross-border
interoperability and the procurement of signalling
equipment by creating a single Europe wide standard for
train control and command systems.
ERTMS has four basic components:
• European Train Control Systems (ETCS) - an
automatic train protection system (ATP) to replace the
existing national ATP systems
• GSM-R, a radio system for providing voice and data
communication between the track and the train
• European Operating Rules
• Traffic Management Layer
The system will replace traditional railway signals
with a computer display inside every train cab

ETCS Impact on Skills
The introduction and operation of ETCS will require
a range of new skills and operational methods
across the industry.
Skills impacted are expected to include:
• Train control installation and maintenance
• Signalling
• Driving
• Traction and rolling stock design & build
• Traction & rolling stock maintenance
• Train planning & scheduling
• Trackside working
There will be a need for significant numbers of
railway workers to be trained in a relatively short
period as the ETCS system is rolled out.

ETCS Academy Project Objectives
Specific objectives of the project are to:
Develop a high level understanding of:
– the training that will be required to support ETCS roll
out
– The training facilities needed to support this and the
facilities currently available or planned to give a
“facilities gap”
– any “qualifications” programmes required
Consider solution options to address the training
facilities challenge
Identify a preferred option, best suited to
addressing the industry wide training need
Provide a high level view of the specification, costs
and resource required to deliver the preferred
option

an option for ECML

Let us know if you have, or are planning, to
develop any training facilities that will be suitable
to support the roll out of ETCS training

– We will be sending out a high-level questionnaire to


capture information consistently
– Following the workshops we now need to size the
training challenge. We will firstly use the skills
forecasting data but we may need to talk to
employers further if we need more granularity in
certain areas / skills groups
– If you have experience of training or operating in an
ERTMS environment in the UK or Europe we would
like to talk to you
