LIMITATIONS

Why grand juries cant decide cases on just video evidence alone!

ody cameras, with the proper understanding, have some distinct advantages. However, Eric
Garners mother, Gwen Carr, stated that the body camera program was a waste of money
and said to Trash that. Theyre in control of the body cameras, referring to the police. The
video camera didnt make a difference to the grand jury. What do we need body cameras for?
Once upon a time, when a law enforcement officer gave a lawful command, people listened.
These days, when that doesnt happen and there are question, everyone wants to run to the video
tape. Even the ACLU supports this, saying, Cameras have the potential to be a win-win, helping
protect the public against police misconduct, and at the same time helping protect police against false
accusations of abuse.
Now almost every police department in the nation is actively pursuing body cameras for their
officers. But the Force Science Institute (FSI), perhaps the nations leading institution on law enforcement use of force, recommends caution. Dr. Bill Lewinksi, the founder of FSI, pointed out 10 things
every agency or grand jury should consider:
1. A camera doesnt follow your eyes or see as they see. Currently, a body camera
is not an eye-tracker and doesnt see everything an officer may see. A camera also doesnt capture
physiological factors such as stress and the various well-documented phenomena (tunnel vision, time
slowing down, etc.) that occur in a use-of-force incident.
2. Some important danger cues cant be recorded. Tactile cues that are often important to officers in deciding to use force are difficult for cameras to capture, Lewinski said. Resistive
tension is a prime example. You can usually tell when you touch a suspect whether he or she is going
to resist but that isnt recorded on the camera. Suspect behavior that may appear innocuous on film
to a naive civilian can convey the risk of mortal danger to you as a streetwise officer, Lewinski said.
3. Camera speed differs from the speed of life. Although body cameras record at a
much faster rate than other cameras, Lewinski said, Because of the reactionary curve, an officer can
be half a second or more behind the action as it unfolds on the screen, which may not translate on film.
4. Cameras can see better in low light and pick up more detail then the human eye.
On the other hand, cameras do not always deal well with lighting transitions. Going suddenly from
bright to dim light or vice versa, a camera may briefly blank out images altogether, Dr. Lewinski said.
5. Your body may block the view. If youre firing a gun or a Taser, for example, a camera
on your chest may not record much more than your extended arms and hands. Critical moments
within a scenario that you can see may be missed entirely by your body camera because of these
dynamics, ultimately masking what a reviewer may need to see to make a fair judgment.
6. A camera only records in 2D. Because cameras dont record depth of fieldthe third dimension thats perceived by the human eyeaccurately judging distances on their footage can be difficult.
7. The absence of sophisticated time-stamping may prove critical. Use-of-force
incidents occur in seconds or less. Most cameras time stamp in gross numbers. Lewinski said, To
fully analyze and explain an officers perceptionit may be critical to break the action down to units
of one-hundredths of a second or even less.
8. One camera may not be enough. Lewinski said, What looks like an egregious action
from one angle may seem perfectly justified from another.
9. A camera encourages second-guessing. In Graham v. Connor, the Supreme Court
ruled that an officers decisions in tense, uncertain and rapidly evolving situations are not to be judged
with the 20/20 vision of hindsight. As Lewinski noted, In the real-world aftermath of a shooting, camera footage provides an almost irresistible temptation for reviewers to play the coulda-shoulda game.
10. A camera can never replace a thorough investigation. The public may have
unreasonable expectations and camera recordings will be given undue, if not exclusive, weight in
judging their actions, Dr. Lewinki said. Cameras are a tool of an investigation, but they cant replace
a full investigation.
In sum, Dr. Bill Lewinksi stated, Rushing to condemn an officer for inappropriate behavior based
solely on body-camera evidence can be a dicey proposition. Certainly, a camera can provide more
information about what happened on the street. But it cant necessarily provide all the information
needed to make a fair and impartial final judgment. There still may be influential human factors
involved apart from what the camera sees.

Ten real-life cases stress the importance of officers finishing the fight.
Get into law enforcement
in 1972, stay involved
thereafter, and youll see a lot.
Long ago, in a police training setting, the
topic under discussion was teaching officers
how to return fire even if theyd been
wounded and had one or another
arm taken out of action. A big
city police lieutenant waved his
hand dismissively and said,
Aw, if youre wounded,
just roll over and play
dead and collect your
disability pension.
The rest of us in the
room looked at each
other, not believing
what wed just
heardbecause
history showed
otherwise.
There is
an excellent
chance that the
person who shot
and wounded you
will, in his homicidal
rage, simply move in
closer and execute you
with a coup de grace. Most
cops by now have seen the
dash-cam video of the murder of Deputy Kyle Dinkheller
in Georgia in 1998, which well
consider Case One. His killer
shot him nine times with a .30
caliber M1 Carbine, then walked
up to him and executed him with one
more bullet through the eye.
NYPD officers can explain it to you as
well. I doubt that any of even their youngest got through their academy without
learning their departments institutional
history in that regard. Case Two:
Ninth Precinct Officers Gregory Foster
and Rocco Laurie were walking a beat

when they were ambushed by three or four


members of a radical group who shot them
down from behind. The assassins took their
service revolvers from their holsters, stood
over them and shot them several times
more until they were dead.
Case Three also occurred in New
York City. In fact, it also involved perpetrators from the same gang. Officers
Joseph Piagentini and Waverly
Jones were shot down from behind.
Piagentini begged for his life. The
merciless executioners shot him
22 times and left him and his
partner dead in the street.
Heres one of lifes basic
truths: When your hand has
been burned in a fire, you have
to pull the hand out of the
flames before you treat the
burns. When people are shooting at you and have already
wounded you, the first priority is
to keep from being shot again.

This principle is nothing new.


Lets go back to the 19th century
and the famous gunfight at the OK
Corral in Tombstone, Arizona, and call
it Case Four. This single case offers us
two examples. Virgil Earp, chief of police
in Tombstone, was shot in the leg early in
the fight and fell to the ground. However,
he sprang back up and returned fire, and
according to many historians, delivered a
bullet that crumpled an opponent who was
shooting at him, Billy Clanton.
His younger brother, Morgan Earp, a
part-time special deputy, was dropped to
the ground with a serious gunshot wound
believed to have been inflicted by one of
the McLaury brothers. The bullet entered
his shoulder area and tracked across his
back, chipping his spine. Unable to rise,
the younger Earp pushed himself up off the
ground with his left hand and, with his right

hand, fired what is generally believed to


have been the last shot of the gun battle.
His bullet struck Tom McLaury in the
head and killed him instantly.
Lets fast-forward some 35 years, to
1916, in Sweetwater, Texas. In Case
Five, legendary Texas Ranger Frank
Hamer pulled up near the courthouse
where he had come to give testimony in
a case he had investigated. Assassins
moved in and pulled their guns. Hamers
brother participated in the melee that
followed, and so did Hamers pregnant
wife, who sent some shots the bad guys
way from her Colt Pocket Model pistol.
(Theres a lesson for wives of todays officers, by the way) Mrs. Hamer was able
to pin down a shotgun-armed would-be
cop-killer, saving her husbands life.
But it was Frank Hamer who was the
focus of the action. He was shot in the
leg and in the shoulder of his dominant
arm by the first of the assassins. Unable
to draw his favorite Colt .45 with his
dominant hand, Hamer used his weak
hand to draw his backup gun, a Smith
& Wesson Triple Lock, and drive a .44
Special bullet through the heart of the
gunman, killing him instantly.
Fast-forward again, to the middle of
the 20th century. My old mentor Bill Jordan once told me of Case Six, where a

who stood outside the booth and shot
him several times. Instead of folding up
and letting the booth become a vertical
coffin, Bill said, his friend exploded out of
there with his own Smith & Wesson .357
Mag blazing. The man who wanted to kill
a cop, didnt; thanks to the officers swift
and deadly response, the gunman died
on the sidewalk instead. The man he
intended to die, didnt; though Bill

said he was shot to doll rags, none of


his many wounds were mortal, and because
he fought back before his attacker could inflict
any more trauma, the determined lawman
recovered to live a long life.

MODERN TIMES

Lessons of the past continue today. In


Case Seven, FBI Agent Edmundo Mireles
sustained a rifle wound early in the famed
1986 Miami shootout early in the firefight
with two heavily armed robbers that left two
agents dead and three, including Mireles,
permanently injured. Instead of rolling over
and collecting a disability pension, Mireles
gritted his teeth and re-entered the fight.

He wounded both of his deadly opponents,


emptying his 12 gauge 870 pump gun onehanded, then drew his service revolver and
staggered toward the cop-killers, firing as he
went, and killed them both. He survived to win
the law enforcement officer of the year award,
and to become a role-model instructor for
many years until his retirement.
I recently attended the annual conference
of the Illinois Tactical Officers Association
(ITOA), where Alaska State Trooper Jeff Hall
gave his famous lecture, Finish the Fight.
Jeff told us of Case Eight, in which a traffic

stop turned into a deadly


ambush of an officer in
the Pacific Northwest. The
suspect got off the first shot,
which struck the cop in the
hip. As pelvic hits often do,
this wound dropped the officer to the ground. However,
he reacted instantly: He
drew his Glock and, firing
from prone, emptied it at
his aggressor. Multiple hits
put the attempted murderer
down forever. Having thus
prevented further injury to
himself, the officer prevailed
and survived. Finish the Fight is one of the
best training programs out there for police.
Jared Reston, a cop in Jacksonville,
Florida, has won multiple gunfights, but the
one he is most famous for is Case Nine.
Shot by surprise after pursuing a fleeing
shoplifting suspect on foot, Jared was hit by
seven 230-grain .45 ACP slugs from a stolen
semi-auto. The first one caught him right in
the face. His Safariland vest stopped multiple
other hits that might have killed him, but some
of the bullets missed the vest. Down on his
back, Jared drew his own Glock, a G22, and

points into the assailant, killing him. Jared
recovered to work the streets today. He now
teaches on the side, and his training should
not be missed.
Even if you think your wound is mortal,
keep fighting. In Case Ten, the LAPDs
Stacy Lim, the intended victim of a carjacking attempt while off duty, was shot through
and through the chest with a .357 Mag at the
opening of the fight, the bullet striking her
heart. When I asked her what it felt like, she
replied that it was like a red-hot javelin being
run through her chest. I asked her what went
through her mind at that moment, and she
said, I got really pissed!
Stacy immediately returned fire with her
issued Beretta 92, pumping four 9mm hollow
points through her assailants thorax, effecting
a quick and permanent stop. In less than a
year, thanks to great physical shape and superb medical care, she was back on full patrol
duty. Last I knew she was still teaching at the
LAPD academy, one of our great role models
for law enforcement officers today.
The list goes on, but my space here does
not. Suffice it to say that we cannot overestimate
the importance of the wounded officer staying
in the fight and making the neutralization of
the threat his or her first priority.

A light zipping sound was the
only warning I had before feeling a
sharp sting on the top of my hand.
I had failed to check a corner of a room during a
training exercise, and I was now paying for it as
a fellow cop playing a bad guy tattooed the left
side of my body with plastic BBs. The pain was
temporary, but the lesson was permanent: Dont
advance past an unchecked area. On the street,
those BBs could be 9mm bullets.
Airsoft guns have a growing popularity in
law enforcement training. The guns are typically
gas- or electric-powered replicas of actual
firearms. The guns throw a small plastic BB
at velocities around 300 to 400 fps, and are
considered non-lethal. Getting hitespecially at
close rangeswill get
your attention.

Departments can use airsoft guns to assist


with force-on-force scenarios as well as some
aspects of firearms training. While the guns
lack the recoil and noise of an actual firearm,
good airsoft guns are one-to-one replicas for
the real thing with identical controls. This allows
for training at a reduced cost and in areas
where shooting a firearm would be unsafe.

KRYTAC TRIDENTS

Krytac is a brand named after the


research and design team with the KRISS
firearms group. The team designs high-end
airsoft guns for training and recreational uses,
and the guns bear the Krytac name. Two of
the Krytac guns well suited for airsoft training
are the Trident CRB and the Trident SPR.
The Trident CRB is an AR-style gun that

uses many of the same controls as its centerfire cousin. It has a functioning selector switch,
magazine release and charging handle that all
work in the same way an as AR-15 patrol rifles.
The selector switch is also ambidextrous.
A KeyMod handguard and removable sights
are standard on the CRB. The rear sight has
both small and large apertures. A red-dot sight
or other optic can be fitted onto the gun through
the standard Picatinny rail. Krytac also includes a
single-point sling attachment with the gun.
The Trident SPR is very similar, but with a
longer barrel. A 10.5-inch barrel is used on the
CRB, and a 16-inch barrel is used on the SPR.
The longer-barreled SPR adds a little more
velocity to the BBabout 400 fps at the muzzle
compared to about 365 fps in
the shorter CRB.

The use of airsoft guns can allow for much needed force-on-force
training while minimizing the chance of serious injury to officers.

$0.20. At full retail, I picked up a 2,000-count bottle
of airsoft BBs for about $5 at a local store.
During the ammunition shortage of 2013,
more than a few police departments adopted or
expanded an existing airsoft training program to
counter the rapidly increasing costs of ammunition.
While not ideal, the officers were able to stay fresh
with their skills even though they were not able to
hit the range with live ammunition.
While no one would argue that training with
airsoft BBs is the same as with live ammunition,
there are some situations where firearms training
can be supplemented with airsoft. For example,
airsoft could be used in teaching new shooters the
basics of drawing from a holster, introducing officers to movement techniques and keeping officers
fresh with basic shooting techniques when a proper
range is not available.
Location independence is a significant benefit
to training with airsoft guns. Trainers do not have
to schedule time at a rangea task that can be
very difficult in regions with few available shooting
locations. Training can safely be done virtually
anywhere from a squad room to a parking lot.
Force-on-force trainingpitting officers against
role-players with simulated firearmscan be
extremely valuable for teaching officers how to
perform tasks such as building clearing, responding
to crimes in progress and safely conducting traffic
stops. Force-on-force training is one of the key uses
for airsoft in law enforcement training today.
Airsoft guns can have an important place in law
enforcement training. However, departments must
be clear on how the airsoft training will be used to
teach and enhance officer skills. Quality guns that
duplicate the function and controls of the actual
weapons carried by officers must be used. For

is relatively short yet provides excellent
sound, flash and muzzle blast suppression. EliteIrons Bravo 1 muzzle attachment
device and cover are also effective. On
its own, the Bravo 1 muzzle device works
like a typical brake. If you add the cover,
it sends flash and blast forward and away
from your partner. With the BattleDog suppressor attached, the setup is very quiet
with no adverse affects on operation. Pos-

sibly one of the most solidly built suppressors Ive tested recently, the BattleDog has
clean lines, stainless steel construction

was curious to see how accurate the FN


15 Patrol Carbines barrel was. My early
M4-style carbines that were truly mil-spec
were anything but tack drivers. Holding anything under 3 inches or so at 100
yards was considered stellar. They worked,
but they werent exactly precise. Granted,
scopes on carbines were rare to nonexistent back then, but given FNs reputation
for making high-quality barrels, I expected
the FN 15 Patrol Carbine to be very accurate, and it delivered.

U.S. Optics scope, my best groups, measuring just under an inch at 100 yards, were
produced with Black Hills new 77-grain

load featuring the new Sierra

I also used this range time as a chance to
prepare for an upcoming training course
that would involve quite a bit of running to
get our heart rates up along with shooting
out to extended ranges. Running or sprinting from 50 to 150 yards and engaging
steel 300 yards away, there was a noticeable difference in the wind hold. A storm
was coming in and winds were gusting to
20-plus mphanything but ideal for such
a small bullet. Using three different heavy
bullets, the Black Hills ammo produced the
most hits and the FN 15 Patrol Carbine
performed incredibly well.
This rifle was 100-percent reliable
throughout the test. The Bravo 1 muzzle
brake worked wellit was just loud and the
muzzle blast, as usual, was harsh. Its not
something for purposeful use in a duty application, but it works well in a pinch. Adding
the cover cap made no difference in feel, but
the blast was all sent forward, making things
much more acceptable for duty or entry use.

tritium, snag-free sights or fixed combat
sights. The slide has front and rear serrations, and the external extractor also
serves as a loaded-chamber indicator.
I recently got my hands on this
pistol for testing, and the trigger was a
predictable 7 pounds. The take-up was
minimal with no overtravel and a distinct
and tactile reset. Three 17-round, metal
magazines with polymer basepads were
provided. Shipped in a polymer case
molded to fit the gun, magazines and
spare backstrap, the FNS-9 comes with
everything you need, except for a holster.
PERFORMANCE: At the range, the
FNS-9s accuracy was excellent, with
groups under 2 inches at 25 yards with
several duty rounds. The recoil was minimal, and it was easy to control the pistol.
It also functioned flawlessly. The FNS-9s
fully ambidextrous controls allowed it to
be used in every unconventional position
with either hand. The trigger is one of
the nicer striker-fired mechanisms, with
a crisp and predictable pull and a clear
reset. In short, this gun is just about
perfect for departments or officers looking

to an equally consistent 2 oclock position.
Even though the bolt speed was clearly altered, reliability was never compromised,
even during very fast strings of fire.
Donning my tactical gear, it was time to
put the FN 15 Patrol Carbine through its
paces on the square range and in a shoothouse. Mounting the Trijicon SRS, I used
the FN 15 to work around corners, through
rooms and down hallways. It worked fine,
even with the suppressor added. It was
certainly easier to maneuver with the brake
and cover cap, and the sound was commensurate with similar rifles. Again, it was
definitely loud, but not any louder than using a rifle with an A2-style flash suppressor
installed. I also like running with the SRS
in the shoothouse. After a few runs, everything but the red dot seems to disappearI
dont feel like I am shooting through a tube.
Even with the suppressor, the FN 15 was
really fast on target and ran without a hitch.
It reminded me of days I spent running an
M4, only the FN 15 is a ton more accurate.
Moving back to the range, I wore some
active-shooter response gear and installed
the EOTech EXPS2-2. The carbine worked
well around barricades and various terrain
features. Its accuracy was excellent, and it
remained pretty easy to maneuver in and
around my truck and other obstacles. With
a 3x magnifier attached, it was downright
precise. If I owned this rifle and could dedicate it to patrol use, the EOTech EXPS2-2
and magnifier would stay attached. They
kept things pretty light, well balanced and
allowed for accuracy at range and some
very fast operation at closer distances.

FINAL NOTES
Within the police community there is a
need for solid, simple and affordable carbines with only the necessary upgrades
to get the job done. Many armorers want
weapons with chrome-lined bores and other features as close to the original military
specifications as possible. Many major manufacturers abandoned these requirements
years ago, either to keep costs down or to
meet demand, but FN America has done
a nice job with the FN 15 Patrol Carbine,
adhering to very high quality standards.
Many police agencies require guns that
are built in America, and the FN 15 Patrol
Carbine meets that need as well. If you are
an agency looking for a patrol rifle, or an
officer looking to deploy with a personally

There is no doubt that the day


of the AR is solidly here,
especially in law enforcement,
and there is no turning back.
LEOs are buying them by the truckload,
outfitting vehicles with patrol carbines,
SWAT units with the latest and greatest,
and maybe even a few for the brass.
Of course, non-commissioned
citizens have been buying ARs
at a rate that overshadows LE
purchases. The bulk of those ARs
are chambered in 5.56mm NATO,
but the abundance of ARs has
also yielded an increase in
the .308/7.62mm NATOchambered AR family.
This is good news
because the 7.62mm
NATO is superior to the
5.56mm NATO in every

category except ammunition weight and


control with fully automatic fire. Its effective against adversaries, with superior penetration and usability at extended ranges.
How do these traits translate into the
world of law enforcement? Given that the
ever-present handgun round is not
too effective and the 5.56mm
NATO does not seem to
have garnered a great
reputation based upon
military feedback,
anything improving

on it is a plus. I have no data on how many


LEO armed confrontations involve suspects
using some sort of cover, but Im sure a lot
of these situations do. The 7.62mm NATO

The areas where some believe 5.56mm


NATO carbines might outshine 7.62mm
NATO versions are really moot in the LE
arena. Officers arriving with a 7.62mm AR
version wont have humped the rifle, extra
ammunition and three days worth of supplies in a backpacktheyll arrive in airconditioned vehicles. As for recoil control
during full-auto shooting, in todays litigious
society and with the stout emphasis on accountability for every round fired, I suspect
virtually none of the long guns arriving on a
call actually have a fun switch.
Established in 2002 to market AR parts
and accessories online, CMMG has grown
into a well-known, highly regarded name
in the manufacturing of a large variety of
completed ARs. The company has not forgotten its roots and still offers AR parts and

confines with a carbines shorter overall
length, thanks to an abbreviated barrel and
collapsible stock, as compared to longer
barrels and fixed stocks
cannot be over-emphasized. (Notice the

The Mk3 family is built on milled billet
6061-T6 aluminum upper and lower receivers, providing a tighter fit for improved
accuracy. The lower receivers include

penetrates the barrels interior and exterior
to a depth of around 0.040 inches, elevating
the Rockwell hardness and providing corrosion resistance. Because nothing is added
to the bores surface, worries about chrome
plating affecting accuracy are negated.

The CMMG CBR is an excellent package,


set up perfectly for bursting barricades, CQB
work and taking extended-distance shots.

The bolts are machined


from 9310 steel with 8620
steel in the carriers and extractors of hardened S7 tool
steel. The interiors of the bolts are
chrome lined, and the gas keys
are properly staked. None of the
Mk3 series rifles include sights.
The muzzles feature 5/8x24
threading for adding suppressors or other muzzle devices.
The RKM15 KeyMod handguard is machined from extruded 6061-T6 aluminum alloy, with a long
top rail and KeyMod interfaces at 3, 6 and 9
oclock rather than Picatinny rails. The KeyMod system resulted from a collaboration
between Vltor and Noveske with the goal of
creating something easier to accessorize
than traditional rail-less systems and trimmer and lighter than quad-rail handguards.

from the get-go as a tactical rifle with the
overall length and power for that mission. Its
carbine-length barrel has a tapered, medium-weight profile. The RKM15 handguard
mates perfectly with the flattop, extending
15 inches forward and over the low-profile
gas block. Though a lightweight handguard,
it still adds some weight toward the front, as
does the barrel profile, which is always a
plus with 7.62mm-chambered rifles.
All of the alloy parts have a hardcoat
anodized finish that blends well with the nitrided barrel and muzzle brake. The highly
effective SV muzzle brake is a CMMG
design that permits faster follow-up shots
and less muzzle climb.

Another great enhancement is the


Geissele 2-Stage trigger. Every day, these
non-adjustable Geissele triggers are trusted by good guys in bad places to work every time and provide the kind of pull weight
and feel mil-spec triggers could never
reach. Each CBR has a crisp, predictable
trigger on board.
Finally, every CBR is furnished with
Magpuls MOE pistol grip, PMAG and ACSL buttstock. The ACS-L is a noticeable enhancement, with an improved cheekweld
and an enhanced friction-locking mechanism. The son of Magpuls ACS, the ACS-L
eliminates the ACS battery compartment,
shaving about 0.1 pounds. The weight difference increases as batteries are loaded
into the ACS stock.

RANGE TIME
CMMGs RKM15 KeyMod handguard is
a pleasure to work with. It handles nicely
and makes it easy to attach accessories.
My first exposure to the KeyMod system,
the CMMG rail has sold me on the design.
Before testing I settled on Diamondhead polymer backup sights, Vortexs new
SPARC II 2-MOA reflex sight and a U. S.

at the appropriate distances. To a CMMG
KeyMod rail, I added GG&Gs QD bipod
adapter, which incorporates a sling swivel
to allow for the attachment of Tac Shields
pivoting bipod with 6- to 9-inch legs. This
way the quality bipod can be removed until
needed and instantly reattached.
Using an Impact Weapons Components
KeyMod QD rotation-limited sling mount, I
attached a Blue Force Gear SOC-C padded
sling, which ran to the ACS-L stock. Adding
a trim, minimalistic and effective ZeroBravo
KeyMod Reversible Hand Stop provided a
repeatable hand location to interface with
the RKM15 and accessories. I also added
an effective Brite-Strike BD-198-HLS flashlight to a CMMG-furnished rail.
Admittedly, 7.62mm rifles are thumpers, but so are 12 gauge shotguns, and I
enjoy shooting both! If an LEO can handle

The CBR was not abusive and handled
quite well, regardless of my shooting position. Tracking targets up close or tagging
partial targets, the CBR performed excellently, thanks in part to the optics I chose
for the testing. The U.S. Optics scope was
crisp and clear, enhancing the long-range
shots. Close in, the Sparc II 2 MOA Red
Dot was all I have come to expect of Vortex!
Accuracy wise, the CBR produced a
0.68-inch average of the three best groups,
and there wasnt a bad group in the bunch.
Tac Shields bipod did everything expected
of it and contributed to the groups on and
off the bench. Shooting groups from prone
popped my shoulder a tad more, but not
enough to be uncomfortable.

FINAL NOTES
I believe a 7.62mm NATO-chambered
rifle should be on the scene any time the
suspect goes behind a barricadewhich
includes being inside of an automobile. It
may require a few rounds, but the 7.62mm
NATO can defeat many barricade material,
saving innocent lives.
With a design similar to most patrol
carbines, officers should have no trouble
making the transition. CMMGs Carbine

AND CALL OUT

Weighing the pros and cons of this modern SWAT technique!


When police departments
started forming tactical teams,
they did so to deal with violent,
dangerous situations requiring
a swift, overwhelming response.
In the early days of SWAT the A actually stood
for Attack, as in Special Weapons Attack Teams.
In the late 1960s and early 1970s, these teams
took the fight to criminals who chose to commit
crimes. Teams responded to a location, formed
up, locked and loaded, and moved in. It wasnt
the perfect solution to all problems, but it was
often the right solution for many.
As time progressed, it became apparent
that some situations could be resolved through
less aggressive means. Negotiators could
be used to talk down some agitated
suspects and get them to surrender
peacefully. Gas could be used to flush
some suspects out, thus avoiding a violent encounter. Over
time, a partnership evolved
between tactical teams,
negotiators and the use
of less-lethal means
to resolve some
tactical problems
where suspects
dont want to
shoot it out.
When I first
got on the SWAT

team about a dozen years ago, we resolved


most tactical situations through forcing entry,
clearing rooms and calling it a day. Our hostage
negotiation team (HNT) was in place primarily
for dealing with barricaded subjects, but for the
most part, the tactical team resolved most situations without assistance. We never considered
the HNT for high-risk warrants unless it somehow evolved into a barricaded-subject situation
that could potentially have a peaceful outcome.

SWAT EVOLUTION

Todays SWAT is very different from the


attack teams of old and even from what I was
initially exposed to. Now the preferred method for
dealing with most tactical events is the surround
and call out. For the unfamiliar, it looks something like this. A tactical team deploys to
a target location, sets up a perimeter, closes off any potential

avenues of escapeand stops. Negotiators attempt to contact suspects and get them to come
out and surrender. If all goes smoothly, the crook
comes out and the SWAT team generally makes
an entry to conduct a protective sweep.
Sounds perfect, right? No one gets hurt, the
bad guys are arrested and everyone makes a
little overtime. What else can you ask for? The
perfect solution for every tactical problem. Or is it?
In 2005, my SWAT team was deployed to
deal with a mentally disturbed suspect who had
barricaded himself in a bedroom after making
threats to his family. Over about an eight-hour
period, my department deployed just about
every non-lethal tool available at the time. Negotiators, OC spray, Tasers and 37mm rounds
were all deployed, all with no effect.
SWAT was eventually called. Shortly
after their arrival, the suspect jumped
out the front window and tried to attack
SWAT officers with a machete and a
homemade spear.

with lethal force,

striking him multiple times with handguns and


M4s, mortally wounding him.
Overall, this operation was a success. No
officers were hurt and the suspect was subdued. But it points out some of the shortcomings of the surround and call out. All means
other than lethal force failed. The subject
ultimately required a lethal use of force. Fortunately, he was only armed with a machete.
What if he had a gun? What if he had broken
through the perimeter and attacked a civilian?
This highlights some of the deficiencies
of the surround and call out. Some suspects,
no matter how long you surround them and
call them out, will not come out and surrender
peacefully. A 2010 callout in Sacramento is
a good example. Over a 56-hour period, officers from two SWAT teams took turns trying
to get the suspect to come out with an infant
hostage. The suspect repeatedly shot at officers
throughout the ordeal. The subject never surrendereddespite saying numerous times that
he was going toand operators were forced to
eventually make an entry and kill him to save the
infant after the suspect shot at them once again.

PROPER TIME & PLACE

Obviously the surround-and-call-out


technique has many advantages. However, it
needs to be applied at the proper place and
time, including when there is good intelligence
about whether the suspect is armed and what
his intentions are. Many suspects will surrender peacefully when facing an overwhelming
tactical presence.
Another good opportunity for the surround
and call out is when it doesnt benefit the bad
guy. Im referring to the tactical situation here,
not giving the crook an advantage by giving
him time to plan and gather intelligence if he
intends to harm civilians or law enforcement.
Finally, this tactic works when there is no
advantage to making an entry and surprise isnt
a benefit to tactical teams. There are many missions that fall into this category. For example,

DISADVANTAGES

As weve seen, there are a few disadvantages


of the surround-and-call-out technique. First, you
lose the element of surprise. SWAT teams rely on
the shock-and-awe effect of deploying diversionary devices and breaking and raking windows
followed by aggressive entry techniquestactics
that generally overwhelm suspects. In many
instances, the first time the suspect realizes that
the cops are at his house is when his door comes
off the hinges and he is being arrested.
Surround-and-call-out techniques also negate
the crucial violence of action element in dynamic
tactical scenarios. This goes hand in hand with the
surprise factor. An aggressive entry needs to be
done when a suspect isnt expecting it to be successful. A surround and call out can cause a loss
of tactical momentum. It can also give a suspect
time to plan, create barricades and conduct counterintelligence. With up-to-the-minute news reports
on TV and social media, a suspect can obtain
information on the opposing force.
Surround-and-call-out tactics are also predictable. We all know crooks adapt to our tactics. If
we use this technique routinely, the bad guys
will come up with countermeasures to negate its

advantages. In this same sense, the surround


and call out has become the default approach
for many SWAT teams for many different types of
operations. Every mission (high-risk warrants, barricaded subjects, hostage situations, active shooters, etc.) requires a different tactical response.

WORKING SMARTER

The surround-and-call-out technique definitely


has a use in tactical operations. It is the optimal
method with suspects who arent totally committed to killing cops or themselves and/or have
something to gain from surrendering. But its not

suspects an unfair advantage by taking away or

Most officers will carry their issued pistol on- and off-duty. It will spend 10 to 12
hours a day in the elements, exposed in a
duty holster. The pistol is also immediately
observable by the public, becoming a common target for dedicated criminal predators. Depending on policy, the sidearm will
be carried all the time when off-duty, or at
least be readily available, meaning concealed carry in every weather condition.
Some agencies will issue two pistols, but
that is pretty rare, and most officers cant
afford a dedicated off-duty pistol. In many
cases, policy simply wont allow it, making
individual preference all but a pipe dream.
So, considering all of this, its very difficult for manufacturers to meet the needs
of the law enforcement market. It also
means they will build weapons around
those needs, with consideration outside
the police world becoming secondary. Believe me, its not personal; it is just the way
the market works. If you are a large company having spent decades supplying pistols to the police market, it is a must. There
may be no better example than strikerfired pistols, which are extremely popular

Sig Sauer has supplied pistols to the police and military worlds for decades, but is
is kind of late to the striker-fired pistol party.
For those agencies requiring a decocking
pistol, Sig Sauer remains a leader in the
field. The companys double-action-only,
hammer-fired pistols bridge a gap, but Sig
Sauer needed a striker-fired pistol. Many of
its clients were clamoring for one, so it took
all of their requests into account and developed the P320, which is geared towards
the needs of a police department and those
that issue and maintain them.
Sig Sauer built the P320 from the
ground up based on requests from the
police and military worlds. Rather than
provide a molded-in fire control system,
the company opted to make it removable.

lot of money for the department. Sig is currently offering the P320 in 9mm, .40 S&W
and .357 SIG, with .45 ACP coming later.
Some officers find the .40 S&W harder to
handle; an armorer could just swap the
P320s slides and magazines for a different
chambering, all of it at the range if needed.
Conceivably one officer could maintain the
same serial number throughout their entire
career. At the macro level, this could be a
nice feature for agency armors.
P320s can be configured with safety
configurations to meet most agency needs.
The fire control system passes drop tests
with or without a trigger-mounted safety
toggle. Agencies that require trigger safeties can get them installed, while others
can leave them off, providing a smooth,
metal trigger. The trigger has a distinct reset, with little take-up and a crisp break at
around 6 pounds. The P320 also has an
ambidextrous slide release, and the magazine release can be switched easily to either side. For those requiring a magazine

also available. You can even get a thumb
safety if your agency requires an external
mechanical safety.
Sighting is accomplished using Sigs
excellent set of SIGLITE night sights. Along
with tritium inserts, the dots are large and
easy to see. A pronounced ledge on the

rear sight facilitates unconventional reloads. The P320s magazines are metal, and a cutout in the grip allows you to
pull downward on a loaded
magazine in case of a malfunction or to make sure its
properly seated. A Picatinny
rail molded into the dust cover
accommodates lights and lasers.
There is no need to press the trigger to disassemble the pistol for cleaning, a
feature critical to many agencies. Remove
the magazine and lock the slide back. Turn
the takedown lever completely, and the
slide comes right off. Repeat in reverse
to reassemble the pistol. You cannot turn
the takedown lever with a magazine in the
pistol (loaded or not), making it one of the
safest and easiest-to-maintain striker-fired
pistols yet in my opinion.
Sig Sauer sent me a first-production,
9mm Full-Size P320 and three 17-round
magazines. I added my SureFire X300
Ultra tactical light with the DG switch that
fit my P226 SAO, since it fit in the same
holster. In the end, I ended up testing the

Off-duty holsters are available in generic leather and Kydex; most made for
the P250 will work. Duty holsters specifically made for the P320 are in the works.
Equipped with the X300, the P320 dropped
into my G21 Safariland ALS holster, but it
would just not lock in. So I grabbed a G22
SLS holster; it fit perfectly with a gentle
nudge from my heat gun. This is what I
used for all of the testing, most of which
was completed in full kit.

RANGE TIME
Starting by engaging multiple targets,
the P320 was pretty darn fast. The trigger
reset is just a tad longer than my usual
single-action pistols, but once I was accustomed to it, it was very controllable
on multiple-shot strings. The recoil was
manageablea bit more pronounced than
a steel pistol, but better than most polymerframed pistols. The grip is stippled about
right for most. Id prefer a bit more aggressive texturing, but that is a personal preference. The P320s beavertail is somewhere
between the Elite frames and standard Sig
pistols. Long a fan of Sigs slide release

The guns sold slowly, and Rumore
eventually abandoned the project. Today,
only a handful of manufacturers build
.458 SOCOM rifles, including Teppo Jutsu, SSK Industries, Castle Arms and, of
course, Rock River Arms, all licensing the design from Ter Weeme.

GUN DETAILS
The LAR-458 MID A4s most
prominent and unique feature is
its larger-diameter, 16-inch, 416R
chrome-moly, bull barrel. These
barrels are Wilson air-gauged
units button-broached with eight
lands and grooves in a 1-in-14inch twist rate. The crown is recessed and cut at 11 degrees,
and an A2 birdcage-style flash
suppressor is attached. The gas
block is RRAs 6061 aluminum

lighten the unit. Just behind
the gas block is the handguard, a mid-length, fluted
and knurled, free-floating
aluminum tube. There is a

The charging handle
looks like that of a standard AR-15 and operates the same. Removing the bolt (Carpenter 158
steel) and its carrier (8620
steel) reveals components
that look just like the smaller LAR-15s. The rifles
mid-length gas system reduces the amount of wear
and tear on the gun, and
it runs cooler than a carbine-length system.
The upper and lower receivers are CNC-

machined from aircraft-grade 7075-T6

A4 configuration with a flattop Picatinny
rail. The controls are standard AR-15
fare, beyond an indicator notch visible on
the right side of the selector lever and the
.458 SOCOM markings above the ejection port with dust cover. The RRA logo

The buttstock is a standard, solid,
high-impact composite, A2-style unit
with a trapdoor in the butt itself capable
of containing a cleaning kit or other small
items. The buttstock also houses the buffer and spring. The pistol grip is mil-spec
LAR-15 fare. The LAR-458 is also set up
with a two-stage trigger.
The LAR-458s fit and finish were outstanding. The aluminum components are
hardcoat anodized black, while the barrel is
matte black. The machine work was exceptional with clean, straight cuts and an absence of machine markseven inside the
receivers. Lastly, RRA ships
the LAR-458 in

100 yards; one of the casings broke, lodging partway in the chamber. All of my efforts to remove it were futile, so I had to
ship the upper back to RRA for removal.
(Its not like I had a .458 SOCOM broken
shell extractor lying around.) Once I got the
upper back, I headed back to the range to
test the .458 SOCOMs inherent accuracy.

Initially, I experienced a plague of malfunctions. I gave Rock River Arms Steve
Mayer a shout, and he recommended I
try another magazine. I had mistakenly
thought that RRA was modifying AR15 magazines and was amazed to find
that the company actually uses standard
5.56mm magazines. I went to my car and
took a standard aluminum 30-round magazine out of the trunk (polymer magazines
are not recommended due to swelling)
and went back to work. The gun ran 100
percent for the rest of the day during my
tests. The supplied magazine is a 30-round
5.56mm model, which translates to a single stack of 10 .458 SOCOM cartridges.
Twenty-round 5.56mm magazines may be
used, but some may require slight modification to the front of the magazine.
In fact, I was further amazed to learn
that, other than a few small tweaks here
and there, this gun is all standard LAR-15
with the exception of the aforementioned
barrel, proprietary barrel extension, bolt
and extractor, and the fact that the ejection
port is opened up a bit.

Spydercos Bushcraft knife offers a 4-inch, plainedged, fully tanged, fixed blade of 0-1 tool steel with no handguard. The blade was designed to cut with strength and withstand
twisting and hacking, hence the high-carbon content of the 0-1 tool

an edge well and also easily takes a new edge during sharpening.

greatly reducing their overall length.
All potential reliability improvements
delivered by gas piston operating systems
do not come free, however. Incorporating
piston systems into ARs is a more expensive proposition than a traditional direct impingement (DI) system, and piston guns are
typically somewhat heavier. Cost is
certainly a factor for many purchasers, and just as many are
direct impingement fans.
Recognizing all of this, PWS
decided it needed to offer a modern everymans musket. With all
the flare one expects from PWS, the
company designed its first DI carbines,
the DI-14 and DI-16, as part of its Modern
Musket series. I recently tested the DI-14,
which has a 14.5-inch barrel.

GUN DETAILS
A DI carbine is a DI carbine, right? PWS
didnt see it that way. In fact, the company
was not enamored with many traditional DI
features. So PWS began developing and
locating replacements. Take for instance
the trigger, handguard and buffer system.
To the forged upper and lower receivers, PWS adds an ALG Defense Quality
Mil-Spec (QMS) trigger, an improvement
over traditional mil-spec units that

extra water-drainage holes are added and
longitudinal flutes are milled into the tube
for debris removal. An infrequently considered part, the buffer, did not escape
the PWS folks. The companys H2 and
H3 buffers have nickel-Teflon-coated steel
bodies for extra durability.

Then there are the 1-in-8-inch-twist
barrels. The DI-14 features a 14.5-inch
barrel with a pinned Triad 556 flash suppressor, and the DI-16 sports a 16-inch
barrel with an FSC 556 flash suppressor.

longer dwell time and the Isonite QPQ
treatment for enhanced longevity. For reduced friction and debris resistance, gaps
and channels between skid pads on PWS

To prepare the DI-14 for the range, I


added a few items, including a Harris bipod
fitted with PWS KeyMod-attachable bipod
adapter, several 2-inch sections of KeyModto-Picatinny-rail adapters, a highly effective
600-lumen ExtremeBeam M600 flashlight
riding in a Daniel Defense offset mount and
several items from Bravo Company. Bravo
also supplied several 2-inch pieces of KeyMod rail to attach non-KeyMod accessories,
such as Daniel Defenses offset light mount,
an extremely low-profile Quick Detachable
Mount for slings and BCMs effective new
KeyMod Short Vertical Grip, which requires
no tools for a tight, secure attachment. The
QD mount centers directly over the larger
KeyMod opening for the QD shaft.
Arriving at the range with the Lucid HD7
mounted, I started off with my favorite exercises from 50 yards and in. Working around
corners and in hallways in a shoothouse,
I found the DI-14 an excellent performer.
The crisp trigger was a nice touch.
I used the HD7 red-dot sight for CQB
work, but to test the carbines accuracy I
mounted a 3.2-17x44mm U.S. Optics LR17 scope. The LR-17 has crystal-clear optics for easy shots at 100-yard targets. And
it was easy to produce good groups with
each of the loads I tested thanks to the
DI-14s precisely crafted barrel, with its
evenly coated Isonite QPQ finish and
1-in-8-inch twist rate, which accommodates most bullet weights. In fact, the

FINAL NOTES
As with all carbines
bound for LEO use, after
reliability and accuracy,
the thing I look at is how
much more is needed to
make it ready for duty. The
DI-14 from Primary Weapons Systems is set up pretty
well as it arrives. It has a nice trigger, an ergonomic handguard that
is also ready for quickly and efficiently adding accessories and a
whole passel of improvements in
the bolt carrier and buffer areas.
With everything, plus Magpuls
MOE furniture and the Lucid HD7
red-dot sight, I can only think of three more
easily added items: a good sling, a vertical
foregrip or hand stop, and a flashlight.
Like colonial minutemen standing on
the Concord greens clutching their muskets, ready to protect citizens from danger,
LEOs today stand between the citizenry
and those who do wrong. The PWS DI-14

years in the precision
rifle world, which has
allowed me to see and
experience significant
changes in terms of
equipment, tactics,
training and deployment strategies.
Everything has progressed, but
rifles, scopes and equipment

progression. Properly equipping a police departments
marksmanship unit remains
costly. I still remember the look
on my chiefs face the first time

thought when choosing rifles,

items seen as exotic in my

area of operation, common
deployments and unit tasks.

No, its not from Star
Wars! This was a common
statement when I deployed
with my modern, personally
owned sniper rifle over 10
years ago. Police rifles were
mostly converted hunting
rifles with big and long barrels, altered hunting scopes,
a bipod and the ubiquitous
tactical black finish. They either
mimicked U.S. military sniper
rifles or benchrest target machinesneither of which was
suited for most police departments. Different was bad,
especially when bucking the
prevailing thoughts. Function

garnered everything from
puzzlement to disdain. Short
barrels were evil, adjustments

ranging, wind holds and elevation adjustments without having to touch the adjustment knobs. The scopes light weight and
short length allow for night vision use even
on shorter rifles. It is an excellent choice for
any rifle, but is well suited to police rifles.
For closer engagements, Ashbury
mounted a Trijicon RMR miniature reflex
sight in the 1 oclock position. Officers can
find themselves in close contact, where
fast target acquisition is necessary, and
the RMR makes that simple. Trijicons
RMR remains the standard for these
sights. Its built to withstand the rigors of
combat and hard use.
Bipods are another tactical necessity for
most police rifles, and Harris remains the
first choice for many. I attached Harris 6to 9-inch model with an Anypoint
Bipod-Tripod mount, which uses
a standard bi-pod adapter (Manfrotto in
this case), allowing
you to attach it to
a standard tripod.

My test rifle came in a hard case with fiveand 10-round magazines, a SABER multitool, an Armageddon Gear sling, and both
long and short screws to accommodate the
number of spacers used in the buttstock.

RANGE TIME
For testing, I used an AAC 762-SD
sound suppressor. Attaching it using the
Blackout muzzle brake was simple and
easy, with little change in the point of impact. The 762-SD is compact yet facilitates
communication without the need for hearing protection on deployments.

My test rifle came with a Leupold


3-18x44mm Mark 6 scope with a Horus
H-59 reticle mounted in the first focal
plane. Leupolds Mark 6 line is top quality,
with incredibly clear glass. I have an identical scope that has seen well over a year
of hard testing on several rifle builds. The
Mark 6s pinch-and-turn knobs keep ad-

shooters, this is some of the most


accurate factory match ammunition
available. Ive tested it in calibers
ranging from 5.56mm to .338 Lapua
Mag, and its consistent, accurate and
built to very high standards. And it did
not disappoint here. Given the barrels
1-in-8-inch twist rate, the 175-grain BTHP
ammunition created the best group at
100 yards, which measured a mere 0.35
inches. All of the 175-grain ammunition
grouped into less than 0.5 inches, and
nothing was greater than 0.7 inches. Every Ashbury Precision Ordnance rifle Ive
tested has been as accurate as a tactical
rifle can get, and this model was no exception. Some 200-grain Swiss-P Subsonic
ammo was also provided, and rounds at
25 and 50 yards mostly created one-hole
groups; any variance was a result of the
shooter, not the rifle.
If you glance at the SPR-308K1 SABERs specs, you might think its heavy,
but its not. With all of the accessories attached, it was about 14.5 pounds, about
the norm for this type of rifle. It was very

well balanced and easy to


maneuver around my truck, barricades and from various positions. Working around the range, using it from a rifle
bag and operating as a police marksman
would, the SPR-308K1 was well balanced,
handy and easy to deploy. Its Cerakote finish is also long lasting and nice looking.
Its becoming common for marksmen to
utilize tripods for long deployments, especially those where prone is not an option.
Tripods can be fantastic in a house, for

go, move the lever, grab the rifle and
move. It is very handy and solid.

FINAL NOTES
When you test a rifle like this, you expect
superb accuracyand the SPR-308K1
SABER delivered. But its the setup and
deployment where these rifles really shine.
The chassis is easy to adjust, making it
simple for every officer to get behind the rifle. Its moving parts truly lock into place. In

all, the rifles


ergonomics are excellent, and cold-bore
shots were dead on. Plenty
quiet, the AAC 762-SD suppressor did nothing to adversely affect
the rifles performance. With the suppressor attached or removed, the impact
shift was less than an inch at 100 yards.
Barrel length remains an issue for
many operators, but Im not sure why. That
question was answered for me at a Clint

years ago. Lying next to a .300 Win Mag
rifle, my 16-inch-barreled, suppressed,
7.62mm NATO Robar rifle hit steel more
often at 1,000 yards. Given that real police operations are well under 100 yards,
a 16.5-inch barrel is all you will ever need.
This length keeps things handy, provides
excellent ballistics and allows for an easy
deployment, especially when suppressed.

The relationship that exists
between human beings and
dogs predates the development
of agriculture and farming.
The dog is the most domesticated animal there
is, and humans have relied on them for survival,
including as guard animals, herders, hunters
and even soldiers. It is hardly surprising then
that today they also serve us as police officers.
Law enforcement dogs are trained for specialized tasks, from finding narcotics to explosives
and everything in between. It is estimated that
there are as many as 30,000 police dogs serving
throughout the United States.
Police K9s frequently face the same dangers
as their human counterparts, and they are sometimes killed in the line of duty. In 2014, at least
20 police K9s died in the line of duty, and similar
to human police casualties, the causes can vary
widely from vehicular accidents to health-related
causes. The most tragic, however, is when an officer is killed as a result of a violent assault. Over a

third of the K9 deaths recorded in 2014 were the


result of being shot or stabbed by an assailant.
The real tragedy is that some of these deaths
could have been avoided. Law enforcement
agencies with budgets stretched thin have to
make hard choices, and too often this means
that police K9 have to do without lifesaving
equipment such as ballistic and stab-proof vests.

DOGS BEST FRIEND

It was this sad reality that motivated Sandy


Marcal to start Vested Interest in K9s, Inc. in
2009, a 501(c)(3) charity located in East Taunton,
Massachusetts, that raises funds to provide free
ballistic vests for police K9s.
Marcal, a life-long animal welfare activist,
actually started working with police K9s in the
Northeast 13 years ago. To date, Vested Interest
has provided funds for over 1,200 bullet- and
stab-resistant K9 vests to law enforcement agencies around the country.
The organization offers vest donors the
option of a custom sentiment to be embroidered

in memory of K9s lost in the line of duty or a


tribute to their beloved family member or pets.
One such dog is an eight-year-old German
Shepherd named Rocco, a five-year veteran of
the Pittsburgh, Pennsylvania, Police Department. Rocco died from stab wounds he received
in January of 2014 while defending his handler
and another officer from a violent fugitive. The
suspect had earlier assaulted and escaped from
an Allegheny County sheriffs deputy who was
attempting to arrest him for failure to register
as a sex offender. He was found by Pittsburgh
Police in a buildings basement, where he used
a knife to assault and injure the two officers,
including Roccos handler.
The ballistic and stab-protective vests are
available in various levels of protection for
new K9 graduates as well as K9s with expired
vests. Law enforcement dogs must be certified
and at least 19 months of age. To date, over 1.1
million dollars in ballistic K9 vests have been
donated by the nonprofit in 40 states.

dogs, and each was custom-embroidered In
Memory of K9 Rocco, Pittsburgh Bureau of Police. Each vest from Vested Interest in K9s, Inc.
costs $950 and has a five-year warranty.

BULLETPROOF BEASTS

While there are examples of police K9s who


lose their lives every year in the line of duty,
there are also success stories. In August 2012,
Hernando County Sheriffs Deputy Steve Miller
and his K9, Kilo, were searching for a fugitive
who had earlier opened fire on a Brooksville
police officer.
Kilo found the fugitive and attempted to
restrain him when the man fired at the K9 from
contact distance, striking him in the head and
body. Fortunately, his ballistic vest saved him
and he survived his other injuries.
The suspect continued to exchange fire
with Brooksville police officers and Hernando
County deputies until he was fatally injured. In
an industry first, Kilo was later honored with a

Pro tips for selecting and carrying
your lifesaving second line of defense!

As is all too common in small police


departments, I was working a midnight
skeleton shift. The shots fired call
came in, and with all the other officers
tied up, I tossed my drunk in the
holding cell and jumped in my cruiser.
On scene, it was determined that the
gunshots had been fireworks. As I was
returning to my patrol car, a kid asked
me, Officer, wheres your gun?
Immediately I realized Id hurried
out of the station and left my Glock 22
in the lock box. I was embarrassed but
mostly scared; Id responded to a gun call without a gun and without backup. Before Id closed
the door on the patrol car I promised myself
that would never happen again. Understandably, cops cant always respond to calls with
backup. Many officers work in rural locations
where backup, if available at all, can be 30 or
more minutes away. But officers can and should
always have a backup gun on their person. I
needed one in a bad way that night and felt
very vulnerable without it.

I immediately ordered an ankle holster for a handgun I had purchased for my wife,
a Smith & Wesson

Will I carry a backup gun?

For some officers, likely the same


ones who never wear their soft body armor, this question is not hard to answer.
Theyve never been shot at so they dont
wear their vest, and theyve never needed a backup gun so they dont carry
one. This reactive approach is what has
been getting police officers killed since
the first badge was pinned on.
Have you ever wondered why it seems like
the bad guys shoot better than the cops?
When a bad guy decides to shoot a police
officer, hes not being reactivehes being
proactive. Cops very often start shooting when
they get shot at; they are reacting to an intense,
mind-numbing surprise. When it comes to the
backup gunor BUG as some like to call it
being proactive is the correct course of action.
Get one before you need it.

Where will I carry my backup gun?

There are three practical options: ankle, torso


or waistline. Ankle holsters are old school but still
work. However, most officers working patrol will
find ankle holsters work best when worn over
boots. Few of us have ankles big enough to support a serious backup gun.
Torso carry has become common due to a variety of accessories that can be attached to or worn
in conjunction with soft body armor. Torso carry
also has the advantage of making the backup gun
more accessible; its hard to imagine a position
you can be put in where you cannot access a
backup gun carried somewhere on your torso.

What kind of backup will I carry?

Dave Starin, a retired SWAT officer and the director of training at Gunsite, believes reliability is a
primary concern. Like me, he also likes the idea of
magazine interchangeability with duty handguns.
Starin told me that during his career he saw a lot
of cheap handguns being used as backup guns.
This defies all logic. A backup gun is a lifesaving toolthis isnt the place to skimp on quality.
McNeese suggested the backup gun should have
a similar operating system as the duty gun. This
makes sense; if you have to transition to a backup,
it should not require a different manual of arms for
operation. He also suggested not betting your life
on anything smaller than a 9mm or .38 Special.
A backup gun needs to be small, but that does
not mean it has to be underpowered. Theres a

good selection of compact .38 Special/.357 Mag


revolvers like the S&W M&P340 or Ruger LCR.
Both weigh less than a pound. If you prefer a
pistol, the Ruger LC9 holds eight rounds of 9mm
and weighs only 17 ounces. The Sig Sauer P938
is a high-quality, single-action 9mm that weighs
an ounce less than the Ruger but holds one less
round. Sigs P290 and Remingtons new R51 are
heavier at 20 ounces but still compact. The R51
has the advantage of being rated for +P ammo.
And, of course, for those carrying a Glock as a
duty gun, theres a compact version that can use
the same magazines.

How will I train


with my backup gun?

McNeese, Starin and I were in complete


agreement on this question: Train as frequently as
you train with your duty handgun. Yes, you want
to practice hitting the target with your backup
gun, but you also want to practice accessing and
presenting it. Regardless of where you carry it, it
will not be as accessible as your duty gun, and
this necessitates additional rehearsal.

With the help of several police officers and firearms instructors, I put more
than 1,000 rounds through the gun. Much
of the test ammunition was ball, but roughly
25 percent of the ammunition was a variety of premium duty loads from Hornady,
Federal, Speer, HPR and others. Full metal

Recoil was very light, even with +P duty
loads. At about 7 yards, I could put all of
the rounds into the center mass of a torso
target as fast as I could pull the trigger.
One of the loads I was quite surprised
by was the 50-grain hollow point from Liberty Ammunition. Part of the companys
Civil Defense line, the load uses an allcopper bullet that has a very deep cavity.
The load is rated at 2,000 fps, and I measured it at more than 2,050 fps from the
VP9. Yet the recoil was no more than any
of the other loads we shot.

found it was very natural for me to
use. I had anticipated difficulty in transitioning from a push-button-style release,
but I was surprised to find I was just as fast
with the VP9 magazine release. For me,
the release is in the sweet spotout of the
way when shooting, but it seemingly jumps
under my thumb when I swap magazines.
The trigger pull is very smooth and
consistent. It measured 5.5 pounds on a
Lyman digital trigger pull gauge. The triggers reset was crisp and obvious.
Several shooters expressed concern
that the slide release lever on the right
side of the gun might interfere with running
the pistol. However, we found that the lever
did not cause any problems for anyone,
right- or left-handed.
I was initially skeptical about the usefulness of the charging supports. I suspected that they might just be a marketing
gimmick rather that a true design improvement. I was surprised to find that I really
liked the supports. When grabbing the
slide with an overhand grip, the supports
naturally provided resistance against
my hand, allowing for sure manipulation.
While I do not encourage anyone to use
the slingshot method of grabbing the
slide with just the thumb and forefinger,
the supports do provide a more positive
grip on the slide.

of the Columbus, Ohio,
Police Department.

Likely the only one of the 185 Columbus, Ohio, police officers to have
been raised on a dairy farm, Officer
Traci Shaw, a recruit training officer
at the academy, is one of several officers assigned the full-time responsibility of training new police recruits.
A 14-year police veteran, Officer Shaw was
motivated to become a police officer after witnessing the aftermath of a car chase where two
Columbus police officers tackled and arrested
the suspect at her feet. Right there she made the
decision that policing was the career for her.
After setting the all-time record for pull-ups
for a female in the academy, Officer Shaw began
her full-time policing duties in Precinct Four,
which borders Ohio State University, in 2000.
She served there for 11 years, gaining a wide
range of experience, including helping to quell
post OSU football game riots.
While in Precinct Four, Officer Shaw and
her partner received a special commendation
from the chief of police for apprehending two
suspects who had robbed and shot a citizen.

Aside from training recruits, Officer Shaw still


works uniformed details and patrol armed with
her issued Smith & Wesson M&P40 pistol.

Three hours after the attack occurred, they


conducted a pat-down search of two suspicious
persons and found a .45-caliber pistol concealed
in a shoulder holster. Bullets recovered from the
victim (who survived) were a perfect match for
test rounds fired from the pistol. The suspect
was later convicted of attempted murder.

worked every time regardless of the loads

The trigger broke positively at about
7.5 pounds, but with a tactical shotgun,
a light trigger is generally not needed.
Mossberg shotguns are equipped with
safeties on top of the receiver at the rear,
making them easily operated by either
left- or right-handed shooters. Just slide
the selector forward to fire and rearward
to engage the safety. The action lock lever, used to cycle the action if the gun is
cocked and the action closed, is located
to the rear of the triggerguard on the right
side of the receiver. Thats a great location
because it allows the shooter to activate
it with the middle finger of the firing hand
without having to change his or her grip or
move the trigger finger from its safe position alongside the receiver.

loads, recoil was not uncomfortable. The
buttstock also has sling attachment points

used to adjust the length of pull by 2 inches. Just remove a screw, pull the buttpad

RANGE TIME
At Gunsite, we had the opportunity to
shoot multiple targets, both paper and
steel, on square ranges at various distances, which allowed us to methodically test
the guns using different loads. As with any
shotgun, shot patterns will vary depending
on the load used, but all guns delivered
acceptable patterns at the distances commonly associated with shotgun defensive
use. We also tested the guns in simulated
self-defense conditions where multiple targets were engaged as the shooter moved
from firing point to firing point. Lastly, we
used the guns indoors while simulating
the clearing of a building that was infested
with bad guys. All this was done under the
supervision of Gunsite
instructors who

is a beast of an
auto well suited to
tactical applications.
Its the Atrox automatic
from Koenig Knives, and
if you havent heard of
the company yet, youll
want to become
acquainted with them.
Koenig Knives is a
relatively new shop out
of Boise, Idaho, but
that doesnt mean that
its new to making knives.
Koenig is a three-man shop of former headed up by Bill Koenig. Bill has been a lifelong
knife enthusiast and had been making plans
to open up a knife shop with his father. Bills
father passed away before they could fulfill
their dream, but Bill pushed on and founded
Koenig knives and made their dream a reality. Koenig Knives are all American made,
and Bill believes in keeping things local. He
has the machining for his knives done by in
nearby Meridian, Idaho. Koenigs first knife is
the Atrox, a tough auto named after a western diamondback rattlesnake. Rattlers are
known to strike fast and to be able to survive
in harsh conditions, so its an appropriate
name for a tactical automatic.

STANDOUT AUTO

Theres a lot about the Atrox that makes


it stand out in the auto world. The first
feature is the hefty 0.19-inch-thick blade
with its high, flat grind and false swedge.
The blades a full 4 inches in length and
has a tanto tip that is more traditional than
Americanized. It also has a plain edge that
comes razor sharp from Koenig. The blade
steel is cryogenically treated A2 tool steel
at 58-59 Rockwell hardness coated with a

black finish. A2 is seen a lot more in fixed


blades than folders, but its great steel with
good edge retention and excellent strength
to it. It is carbon steel, though, so keep
an eye on your exposed edge and give it
proper maintenance and care.
The handle on the Atrox is milled from
two solid slabs of 6061-T6 aluminum and
is just under 0.63 inches in thickness. Its
contoured for a comfortable fit in the hand,
and the grip is enhanced by grooves milled
into the handle flats and serrations along
the front of the handle. A right-hand, tipup-oriented, titanium pocket clip is
provided on the knife, and a slot near the
pommel allows for a lanyard to be attached.
The narrowness of the slot might limit
what you use for lanyard material, although
paracord with the inner cord stripped out
should work fine.
The Atrox operates using a pushbutton firing mechanism positioned on the
left-hand scale. There is no manual safety
on the knife, but the button is recessed to

prevent an inadvertent activation. The spring on the

that hefty 4-inch blade
out positively, helped
out by the 416 stainless
steel pivot and phosphor
bronze washers. A quick
shot of lube when I got the
knife helped speed things
up a bit, too. Once open,
the lockup is excellent. I
couldnt detect any discernable blade play at all.
In hand, the Atrox
has a solid and positive
feel. Theres plenty of
handle to hold on to, and the contour and
finger serrations ensure a good grip. A set
of deep but well-rounded jimping on the
spine of the blade gives you a comfortable and secure spot for your thumb when
doing heavy push cuts. When it comes to
pocket carry, the Atrox works best in jeans,
uniform trousers or whatever the latest
military fatigues are this month. And thats
really its role. This knife excels at hard duty
use and would be a welcome addition to
a cop or soldiers gear, or for folks serious
about self-defense.
While Ive usually worked with A2 in
fixed-blade knives, I have to say that using
it day to day in a folder was a joy. The edge
retention was excellent, and I cut a lot of
nasty stuff with it while I had the knife. A
simple wipe down with some Ballistol now
and again was all that was needed to keep
things in shape. The blade coating holds up
well, and maintenance is minimal.
If you need a big, rugged, Americanmade folder that opens fast and strikes
hard, take a hard look at the Atrox from

The array of AR-15s on todays market that are suitable for


law enforcement patrol, SWAT or special team use is truly dizzying. There are workable platforms available from large factory, semi-custom and custom manufacturers. While having what seems to be too many choices available may appear to be a
problem, it is certainly much better than the days when there was only one manufacturer to choose from when one was seeking a law-enforcement-capable AR-15.
One of the many currently available custom manufacturers that is

AR-15 is certainly among the best of the current crop available. Let me
cut to the chase: The Shepherd Firearms Elite is the most accurate
AR-15 I have ever firedbar none!

I first encountered Shepherd Firearms
at the 2014 NRA show, where I was able

Two things became readily apparent. The

sheepdog emblem is machined into the right side of
the lower receivers magazine well. It is prominent but low profile.

provide a bit more velocity compared to a
16-inch-barreled AR. With a round like the
5.56mm, the more velocity you can gain or
maintain, the better. The barrel, at least on
this early model, is left in the white.
The barrel is capped with the excellent
Diamondhead T-Brake compensator. Its
triangular shape helps keep the barrel on
target during rapid fire, and gives the Elite
a very aggressive and distinctive profile.
The forend, also from Diamondhead,
is an outstanding design that helps set
the Elite apart. It is actually the main feature that caught my attention when I first
handled it. The 13.5-inch, free-floating
VRS-T forend has a unique series of indentations to fit the hand along its length.
The triangular shape harkens back to the
original M16 and M16A1 Vietnam-era triangular handguard (my favorite profile),
but is much narrower with less bulk, giving the Elite a very sleek yet comfortable
profile. The only rails on the forend are
what you choose to add. The VRS-T is
a far cry from early forend rails that felt
more like you were holding a handful of
model train tracks, instead of the forend
of a combat rifle. I added two segments
to the test rifle: one for mounting a bipod
and one near the receiver for testing with
a vertical foregrip.

The folks at
Gorilla sent me
two .223 loads to
test. One was a 55-grain
.223 load topped with the Sierra BlitzKing bullet, and the second was a 69-grain load topped
with the Sierra MatchKing bullet.
The velocities were rated by the
factory as 3,050 and 2,890 fps
from the muzzle, respectively. The
chronographed velocities were a bit
lower than published, likely due to the use
of a 20-inch test barrel.
I utilized two different sighting systems
for the range work and configuring the Elite
as either a patrol or precision rifle, since
it is capable of both missions. For the patrol rifle configuration, it seemed natural
to go with Diamondhead flip-up front and
rear sights to complement the Diamondhead VRS-T forend. For the perimeter or

OFFICER NEEDS HELP
I was working as part of a narcotics unit in the Los Angeles area.
My partner, who was driving,
and I were heading to one of the
narcotics clues he was given by
a member of the community.
While we headed to the area, my partner and I
noticed two male gang members approaching
each other on a street corner. When they met,
one of the gang members handed a baggie containing what we believed to be narcotics to the
other. At the same time, the other gang member
handed him some cash. After their transaction,
they both paused and looked our way.

Now, we were driving in an undercover


vehicle, so they couldnt have known that we
were police. My partner turned down the street
away from them and asked if I saw what had
just transpired. I told him I did. We both decided to go around the block and detain them
for a narcotics investigation.
When we went around the block, we
started talking about our tactics and what
we would do if they ran. As we turned again
down the block they were last seen, we could
not find them. Finally, as we approached the
corner where the transaction had taken place,
we observed them standing in a driveway.
They turned and looked our way, then began
running down the driveway. My partner sped
up our vehicle so we could catch them.
As one of the gang members ran, we both

I exited the vehicle wearing a black tactical
armored vest with POLICE plastered on the
front and back. I yelled at both gang members,
Stop! Police! while seeking cover behind my
door. Both gang members slowed down and
turned around, walking backwards at a slow
pace. The gang member who was reaching for
his waistband lifted up his shirt to reveal a pistol
in his front waistband. He began reaching for it
again, saying, What, b****!
Time slowed down for me. I began thinking,
Oh no! Why didnt I exit the vehicle with my gun
drawn? He got the drop on me! Pull your gun
out! Then, thanks to the training my department
had given me, I drew out my trusted Glock 21,
obtained a quick front sight picture and fired at
the gang member.
I struck him once in stomach, dropping him
to the ground. The second gang member ran,
disappearing behind the house. I ordered the
wounded gang member to stay on the ground
and keep his arms and legs spread out. I couldnt
hear the rounds I fired, but I could hear the
muffle of my partner putting out over the radio
our Shots fired, officer needs help call over the
radio. I had my radio wired to my earpiece, but
I couldnt hear the broadcast on the radio. My
partner took cover behind a vehicle while watching the side of the house.
I asked him, Are you putting out the broadcast? Because Im not picking it up. He said
he was and attempted to put it out again. Again
I didnt hear it, so I had to take a deep breath
and put out the Shots fired, officer needs help
call. Then, after what seemed like an eternity
(despite only being a few seconds), we heard
the sirens of responding black and whites. It
seemed like the world responded to our help
call and the officers did a great job of setting
up a perimeter and containing the situation. We
set up an arrest team and took the fallen gang
member into custody and transported him to a
local hospital. After about a six- to seven-hourlong perimeter, the second gang member was
not found. However, its an amazing feeling to
see how many officers respond when you need
help, and how well we work together in any

DRUG DEALER AMBUSH


I was a young SWAT officer being
briefed on a callout that wed all
been expecting, as the team commander had previously told us it
would probably be going down
this particular evening.
One of our undercover detectives had made a
drug buy from a dealer the night before, and
had made arrangements to get a bigger buy
this evening. The detective was at the briefing and told us that the night before hed met
the dealer in his van. Hed been seated on the
passenger side and warned us that the dealer
had a small-caliber semi-auto pistol in his right
hand the entire time he was with him. He hadnt
pointed the gun at him, but hed had it ready in
his handthat was his level of paranoia.
The plan was for the detective to meet
with the dealer again, wearing a wire, at a
location that would be disclosed to him at the
last moment via cell phone. He would in turn
phone the SWAT commander and advise us of

the location. We would trail the detective and


choose a nearby blind spot to park our SWAT
truck and wait for him to give a verbal signal to
detectives monitoring his mic, who would give
us the signal.
Due to the danger of the situation, the undercover detective was to approach the suspect
on the drivers side of his van and strike up a
conversation, where he could quickly disengage so he wasnt in the line of fire. We would
swoop in behind the dealers van, approaching
it on both sides. One officer was to smash the
passenger-side window with a baton. I was assigned to approach with him and cover the suspect while he smashed the glass. I was armed
with a Remington 870 pump-action shotgun
loaded with 00 buckshot.
We were all seated in the truck behind a
nearby business when we got the signal. The
driver sped around in the parking lot, stopping abruptly, and we piled out. The takedown
went according to plan, until the officer with me
swung the baton out of left field, only to have it
clink harmlessly off the glass of the passenger
window. I had the dealer in front of the bead

on my barrel; I could see he was alone, and he


locked eyes with me immediately upon hearing
the baton strike the glass, looking quite startled.
Other SWAT officers were yelling, Police! Dont
move! as I saw the baton whip back into my
field of vision again. I couldnt believe it, but
the officer had failed to break the glass again!
Finally, on the third strike, the steel shattered
the glass. There was a moment when time froze;
I could see the dealer take his eyes off of me
for a second and glance down at his lap and
then back at me. In that moment, I knew he was
thinking about using his gun.
I yelled, Dont do it! Slowly, the dealers
hands went up, and SWAT officers ripped him
from the van, securing him with flex cuffs.
It was over, but my adrenaline rush and
pounding heart wouldnt return to normal for
about a half-hour. The failed attempts at breaking the window, giving the suspect more time to
react, had really stressed me far beyond what
I normally would have experienced. But these
things often dont go according to plan, and you
have to be able to adapt to the situation and

pick up and required just a bit of windage adjustment to deliver the rounds accurately into the center of the silhouette
target at 25 yards and in. Keeping the
Damage Industries stock locked down
close to the receiver allowed me to swing
the Elite with ease, and the rifle fed and
ejected all rounds flawlessly from both
20- and 30-round magazines. I also carried the Elite on patrol in Baltimore in
a soft case. The Elite rode with me as a
patrol rifle just as well as my custom M4
Carbine has. But it is as a perimeter and
precision rifle where the Elite really shines.
Sometimes AR manufacturers get everything right and produce a rifle where all
the components are perfectly matched to
the mission. This is one of those rifles.
I added the Nightforce NXS Compact
scope and a Shooters Ridge bipod to
the rifle, leaving the Diamondhead sights
in place. Starting with the Gorilla 69-grain
match load, I began to dial in the scope at
100 yards, firing three-shot groups from
the prone position on my rifle mat. My first

1.5 inches. The next three-shot landed
dead-on and measured 1-inch. The third
group landed in essentially one hole measuring 0.5 inches. I was very happy with
these results, but the best was yet to come.
The 55-grain Gorilla loads surprisingly
turned out to be more accurate than the
heavy 69-grain match. Their average velocity was also 97-fps slower than the 69-grain
rounds (a Gorilla rep told us that they load for
accuracy above velocity because they feel it
is more important to make a precision shot
than how much a small difference in velocity will make on the terminal effects). I fired
three groups that measured 0.38 inches. I

didnt use sandbags or any other assistance


other than the bipod. The Damage Industries
stock was fully extended for prone shooting,
and the design allowed me to easily lock it
into my shoulder with my weak hand. Cycling was again flawless, which is particularly impressive since the Elite was pulled
straight from the box and taken to the range
without stripping, cleaning or lubricating.
This type of performance doesnt come
cheap, but the $2,398 MSRP is reasonable in light of the performance that you

pistol facilitates really fast reloads. Theres


no shifting in your hand, no slingshot needed unless you want to. Due to the construction of the grip frame, it was easier for me to
reload the P320 quickly than with any other
Sig pistol. The P320 really shined when
shooting single-handed during transition
drills and from unconventional positions.
The P320s accuracy was as expectedstellar. Sig pistols have always been
accurate in my hands, and this one was no
exception. During testing, the best group
came from Black Hills 115-grain TAC-XP
+P ammunition, which measured just over
an inch at 25 yards. The pistol seemed to
favor +P ammunition, with the DoubleTap
115-grain Nosler coming in at a very close
second place.
Shooting the P320 side by side with my
P226 SAO, it was very difficult to tell the difference. In fact, the triggers felt very similar.
The reset on the P320 is tactile and predictable. Take-up is limited, and it breaks
more like a single-action trigger than most
striker-fired guns. Having what amounts to
a standard metal trigger was really nice for
me. It really lent itself to excellent accuracy.
Moving to more common self-defense
ranges, the P320 was as accurate as a
combat pistol gets, cutting one large hole
from off-hand at 7 and 10 yards. Shooting
on the move, it was really accurate, easy to
control and fast on target. Its grip angle is
more in line with a 1911s, suiting me very
well. Over the course of a long day, there
were no malfunctions at allsomething
you expect from Sig Sauer.

FINAL NOTES
The P320 may be the most versatile system on the market, allowing users to swap
out the frame, slide and barrel in multiple
calibers. Maintenance is simple and safe.
The platform can be configured to meet any
need an agency may have. If you want to
interchange slides and the like, you can do
so without needing a whole new pistol.
I own several of the most popular strikerfired pistols, and Ive had to modify all of
them. After a solid 700-round day with the
P320, I might consider changing the sights,
but thats it. Those agencies fielding Sigs
now looking for a polymer pistol will like the
P320. Those looking for an alternative may

Handguards are manufactured from an exclusive blend of aluminum and
magnesium alloy that weighs 30-40% less with the same strength properties.

Charging Handles
The BCMGUNFIGHTER Charging Handle features internal redesigns to
direct force off of the weakest part of the system the roll pin and into
the body of the charging handle during support hand only manipulations.
This design has a built in backstop engineered into the charging handle,
resulting in a stronger system and smoother operation. Made in the U.S.A.
from 7075 T6 aluminum, mil-spec hard coat anodized.
