PREFACE

BuildingRegulationshadbeeninusebyvariousMunicipalAdministrationsfromaboutthe1940s,andin
1960,thethenWestAfricanBuildingResearchInstitute(WABRI)published,aPartIIIoftheCodedealing
withloads,tobeusedincivilengineeringstructures.
Bytheearly1970stheCodeandBuildingRegulationswereobviouslyoutofdateandtheBuildingand
Road Research Institute (BRRI) of the Council for Scientific and Industrial Research (CSIR) decided to
produceadraftdocument,fordiscussion,modificationanduseasabasisforafinalCodetoaddressthe
redundancyoftheearlierdocuments.
TheeffortwasundertakenbyDr.K.AmonooNeizerandPart3and4oftheDraftCodewaspublishedin
1977,followedbytheParts1,2and5by1988.
Withchangesinlandusepatterns,materialsandconstructionmethodsandlocalgovernmentstructure,
the Ministry of Works and Housing had produce, a document National Building Regulations, 1996
which was gazetted as LI 1630. This document was to improve upon the Building Regulations of the
ColonialtimesandtocomplementtheBRRIDraftBuildingCode.
The present effort is to produce a Draft Building Code which will take in, all the requirements of the
existing building regulations and the BRRI Draft Building Code and be in tune with requirements of a
building code to answer current land use patterns, materials for construction, construction methods,
constructionmanagementpractices,safetyandenergyefficientuseofresources.
This document, the Draft Ghana Building Code (2012) has been compiled under the auspices of the
MinistryofWaterResources,WorksandHousing(MWRWH)withfundingfromtheUNDP,throughthe
NationalDisasterManagementOrganization(NADMO).
A technical committee made up of representatives of relevant stakeholding institutions (as given
below)compiledthedocument,usingtheBRRIDraftBuildingCode,thenationalBuildingCodesofIndia
(2005)andCanadaastemplates.

GuidetotheUseoftheCode
TheGhanaBuildingCodecontainsregulationswhichcanbeimmediatelyadoptedorenactedforuseby
variousdepartments,metropolitan,municipalanddistrictassemblies,privateandpublicbodies.Itlays
downasetofminimumregulationsdesignedtoprotectthesafetyofthepublicwithregardtostructural
efficiency,firehazardsandhealthaspectsofbuildings.Solongasthesebasicrequirementsaremet,the
choice of materials and methods of design and construction is left to the ingenuity of the building
professionals. The Code achieves the foregoing by covering aspects of administrative regulations;
development control rules and general building requirements; stipulations regarding structural loads
and design; materials; building services; measures to ensure safety of workers and the public during
constructionandrulesforerectionofsignsandoutdoordisplaystructures.
Aswithotherbuildingcodes,thiscodeisnotintendedtobeatextbookonbuildingdesign;adviceupon
whichshouldbesoughtfromprofessionalsources.
ThepresentCodeisamodificationoftheBRRIDraftBuildingCodeinthefollowingareas:
1) A summary of definitions as contained in various Parts of the Code, with reference to where
suchdefinitionswillbefound.

2) Anewsection(Part4)onDevelopmentControlRulesandGeneralBuildingRequirements.

3) A new section (Part 8) on acceptable materials for use in building in Ghana and standards by
whichtheywillbeassessed.

4) Anewsection(Part9)onBuildingServices.

5) AnewsectiononEnergyEfficiencyandSustainability(Part10),settingouttherequirementsand
recommendations for the energy efficient use of service appliances and other equipment
installedinbuildings.ThecontentsofthissectionareextensivelyexpandedoninPart9.

6) Anewsection(Part11)onHealth,SafetyandtheEnvironment.
