SUMMARY

I am an experienced telecommunications manager with 10+ years experience in staff management in a technical
provisioning and maintenance center environment as well as 13+ years of project management experience on multi-
disciplined projects for network design, development and provisioning for major wireless carriers. I have also managed
simultaneous multi-market wireline and wireless E911 network development and deployment for several major
wireless carriers resulting in the successful launch of new wireless carrier networks and services in several major U.S.
cities, including Lincoln, NE, Sacramento and San Francisco, CA, Oklahoma City, OK, Portland, ME as well as
several cities in the southeastern states of Tennessee, Kentucky, Alabama, Mississippi, Georgia and S. Florida.
Management of these projects included development of Requests for Proposal to service vendors, review of RFP
responses with client management and technical personnel as well as recommendations to the client regarding vendor
services and pricing. Also included in the project management responsibilities was cross functional coordination with
client personnel, external vendors, Local Exchange Telephone Companies (LEC), county 911 coordinators, and the
hiring, training and supervising of drive teams to test and certify the networks. Provided daily progress reports to client
and participated as required in status meetings with client management. I also assisted vendors, clients and LEC’s in
the troubleshooting of the network when non-conformance issues arose.
Recent contract projects involved utility coordination for installation of telco and power utilities to individual cell site
locations for several wireless carriers in the Midwest and Southeast regions. Tasks included but were not limited to
close coordination with telco and power company engineers, site owners and landlords as required to provision the
necessary utility services.
Expert abilities include managing projects that require cross functional team coordination, problem solving and strong
communication skills with a focus on customer satisfaction. Recognized skills in building collaborative relationships
that result in completing projects on time and budget. Desktop applications experience includes Microsoft Office
suites, MS Project, MapInfo, VISIO, GRANITE and Siterra Site Management System (SMS).

Facilities Coordinator
Coordinated activities with local telephone and power companies to facilitate timely installation of telephone circuits
and power service to client cell site locations. These activities contributed to a very successful soft launch of the
Cricket network on February 17, 2009 with 744 sites on air. Client goal was to have 725 sites on air.

Engineered, designed, provisioned and tested the fixed network elements for major wireless service provider in their
Lincoln, NE market build out. I was also tasked with coordinating the wireless 9-1-1 deployment activities for all four
of this wireless providers market build outs – Lincoln, NE; Oklahoma City, OK; St. Louis, MO; and Portland, ME,
which included coordinating activities with client’s 911 vendor of choice for Wireless E911 Phase I & II activities as
well as partnering with 911 County Coordinators for deployment in locations requesting Basic or Phase 0.5 level of
wireless 911 service. Coordinated all ordering, provisioning and testing of network facility/trunk elements for 0.5,
Phase I and II Wireless E911services.

ADDITIONAL PROFESSIONAL EXPERIENCE 1999 - 2003


During the time period of 1999 – 2003, provided subject matter expertise for network optimization and E911 projects
for Flextronics International ;Galaxy Engineering Services; and Capstone Telecommunications, Inc. Positions and
responsibilities included Sr. Transport Optimization Planner and E911 Service Manager; coordinated and project
managed all aspects of the development and deployment of the E911 network in multiple markets (Southeast Region,
Sacramento and San Francisco, CA and South Florida) with over 610 sites. Network providers included ALLTEL
Wireless, Inc., MetroPCS and Tritel PCS.

BELLSOUTH TELECOMMUNICATIONS, Atlanta, GA 1994 - 1998


E911 Implementation Manager – Wireless (1998)
Coordinated implementation projects of Wireless Carrier E911 interconnection to the BellSouth E911 Network by
interfacing with Wireless Carriers, 3rd Party Vendors and BST departments involved in the Provisioning and
Maintenance of the E911 Network. I also participated in the Product Development Committee for BellSouth Wireless
E911 FCC Phase I Compliance solutions.
Supervisor (1994 - 1998)
Supervised group of up to fourteen (14) Electronic and Testing Technicians, in the provisioning and maintenance of
Wireless Carriers’ switched type circuits as well as Wireless Access Customer Advocate Center, (ACAC), Switched
provisioning and maintenance.
• Involved in the provisioning of Wireless Carriers Mobile Emergency Call Routing (MECR) circuits for
interconnection to the BellSouth E911 Network. This was pre-FCC Compliance mandate activity.

Chairman, Central Florida E911 Ongoing Maintenance Committee
In this capacity, met monthly with other departments having responsibilities for the providing of Enhanced 911 service
to our customers. Groups involved included Independent Telephone Companies, Switching Control Centers (SCC’s),
Central Offices, Special Service Installation/ Maintenance Groups (SSI&M), ALI database personnel, Maintenance
Engineering, and other groups deemed necessary for the implementation/maintenance of the E911 network.
• Developed Public Safety Answering Point (PSAP) Profiles for all PSAPs in our area. These profiles contained
detailed information useable by multiple organizations such as Central Offices, Marketing, PSAP attendants, etc.
• Coordinated various ongoing investigations into problems related to E911 service reliability. One such
investigation involved delivery of ANI to the E911 Tandem switch in the event the originating call to 911 was
abandoned. This investigation resulted in the development of the ANI Store Spill patch for the DMS-100 switch,
which allowed the delivery of ANI of the originating line even though the calling party had “abandoned” the call.
Also coordinated the Central Florida conversion to the REIS/IREIS ALI system.

• Chaired meetings with County 911 Coordinators to address issues of concern to the counties and PSAP locations
themselves.
• Attended numerous NENA and APCO conferences. Presented overviews of the E911 system, its functionality and
operation and problems that could be observed at the PSAP locations, what could cause them and how the PSAP
attendant should respond to them.
