CREATION OF LOCAL SPECIAL BODIES IN THIS MUNICIPALITY PROVIDING FOR ITS
COMPOSITION AND DEFINING ITS FUNCTIONS
WHEREAS, the Local Government Code mandates the creation of Local Special
Bodies in each LGU to encourage and enable active people participation through organized
representation in local legislation and in the planning, implementation and
monitoring/evaluation of programs and projects. It prescribes the number of seats as well as
the accreditation and selection of representatives of POs, NGOs, and the private sector in each
of these bodies, namely: a) Municipal Development Council; b) Local Prequalification, Bids and
Awards Committee; c) Municipal Health Board; d) Municipal School Board; e) Municipal Peace
and Order Council;
WHEREAS, the Municipal Development Council is one the special body created as
mandated in sec. 107 of Local Government Code of 1991 which compositions follows:

WHEREAS, the municipal development councils may call upon any local official
concerned or any official of national agencies or offices in the local government unit to assist
in the formulation of their respective development plans and public investment programs.

WHEREAS, the executive committee shall exercise the following powers and functions: to
ensure that the decision of the council are faithfully carried out and implemented; to act on
matters requiring immediate attention or action by the council; to formulate policies, plans,
and programs based on the general principles laid down by the council; and to act on other
matters that may be authorized by the council.
WHEREAS, the Local Government Unit also mandated to create Municipal Health
Board as stated in Sec. 102 of the Local Government Code of 1991 which compose of the

WHEREAS, the Local Health Board will propose to the sanggunian concerned, in
accordance with standards and criteria set by the Department of Health, annual budgetary
allocations for the operation and maintenance of health facilities and services within the
municipality, as the case may be; to serve as an advisory committee to the sanggunian
concerned on health matters such as, but not limited to, the necessity for, and application of,
local appropriations for public health purposes; and consistent with the technical and
administrative standards of the Department of Health, create committees which shall advise
local health agencies on matters such as, but not limited to, personnel selection and
promotion, bids and awards, grievances and complaints, personnel discipline, budget review,
operations review and similar functions.
WHEREAS, another composition of the Local Special Bodies is the Municipal School Board as
mandated in sec. 98 of Local Government Code of 1991 which compose of the following:

WHEREAS, the duties and functions of the Municipal Peace and Order Council will
formulate plans and recommend such measures which will improve or enhance peace and
order and public safety in their respective areas of responsibility; monitor the implementation
of peace and order programs and projects at the provincial, city or municipal levels and the
operation of Civilian Volunteer Self-Defense Organizations and such other counterinsurgency programs and activities; Make periodic assessments of the prevailing peace and
order situation in their respective areas of responsibility and submit a report thereon with
recommendations to the Chairman of the National Peace and Order Council; Perform all
other functions assigned by law, the President, or the National Peace and Order Council.
Effectivity. This order shall take effect immediately.
