Teams of four are to be self-selected; names forwarded to staff in-class (7th March 2014)
Contribution shall be equitable. Members are responsible for task distribution.
Task:
Your group has been appointed as the civil engineering firm to: complete any outstanding
contractors design-component requirements; construct, and; maintain and operate, the
Perth Rail-Airport Link.
Format:
Marks:
Assignment ONE contributes 25% to the overall unit mark. Marking will reflect unit learning
outcomes and be awarded for: logical communication of knowledge; clarity of solution
design & evaluation; appropriate reflection on engineers responsibilities; appropriately
referenced source material to justify discussions.
Note 1: There is NO provision for late submissions; however fully
justified extension-of-time EoT requests may be forwarded.
Note 2: Groups shall defend their work in an Oral Presentation; .

3.0: SPECIFICATION
Description of the Works
The works to be completed under this contract are located within the site plan provided in your project brief
i.e. from Bayswater Station to the new International/Domestic Airport. The works involve the construction of
a new dual running track railway line between the sites. The Contractor shall supply all plant, labour and
materials where required to complete the works detailed on the drawings. The Scope of Works for the
Contract is as follows:
a) Clearing, grubbing and mulching of remnant vegetation as per landscape drawings and specification,
sufficient mulch to be stockpiled on site and remaining to be removed and disposed;
b) Stripping and stockpiling of sufficient top soil on site, remaining to be removed and disposed;
c) Removal and disposal off-site of rubbish and contaminated soil;
d) Bulk earthworks cut and fill to nominal top of sub-grade level, surplus material to be stockpiled on
site;
e) Planning, construction and commissioning of a dual-track (up and down main) railway line to connect
upgraded Bayswater Station (Midland line) with the new Domestic/International Airport.
a. Dual Track (standard gauge);
b. Alignment with local council and Main Roads authority requirements for project interfacing;
and
c. Ballast quantities in line with Spons Railway Construction guidebook.
f) Excavation of drainage basins, including the provision of security fencing;
g) Supply and installation of drainage, including access pits and headwall structures;
h) Construction of in-situ reinforced concrete retaining wall adjacent to the railway corridor;
i) Construction of Railway specific bridges and tunnels where applicable;
j) Railway interfacing plan with existing structures and networks;
k) Construction to be in alignment with Geotechnical specification provided in project brief;

4.0: TASK
You are the nominated PTA project manager for the Rail Airport Link Project commencing on the 18th
March 2014. You have access to external consultants and contractors that are available to complete concept
(15%), 85%, Detailed Design, IFC and As-Constructed designs, drawings and plans. You are to provide a
complete Project Management Plan (PMP) for this project, with the following deliverables:

Extensive Project Scope. A modified scope of works has been provided in 2.0, however this is
incomplete. You have been asked to complete the scope of works document to including the following
requirements:
Project Charter;
Statement of Work;

You must define a construction and commissioning total project schedule time (start to finish) and
treat the necessary critical float items. Your project plan must take into account realistic time
estimates i.e. working/non-working days, holidays, overtime etc.
