1. Sealed Tenders for and on behalf of The President of Union of India, are invited by
Divisional Railway Manager (Works /Account), Western Railway, Engineering
Department, Ground floor, DRM Office, Opp. New Swadeshi Mill, Near Chamunda
Bridge, Naroda Road, Saijpur Bogha Post ,Amadupura, AHMEDABAD-382345 (Gujarat)
for the following works of 2015-2016.

TENDER NO: DRM/ADI/ 50 of 2015-16 for the work of: Chandlodiya: Track work in
connection of providing full length loop line and rail level passenger platform for 24
coaches at. Approximate Cost: Rs. 1383619.00, Earnest Money Deposit:
Rs.27680.00, Tender Fee: Rs. 2000.00, Period of Completion: 08 Months.
TENDER NO : DRM/ADI/51 OF 2015-16 for the work of Chandlodiya: Providing full
length loop line and rail level passenger platform for 24 coaches. Approximate Basic Cost
Rs. 9411930.00 Earnest Money Deposit Rs. 188240.00, Tender Fee Rs. 5000/.Period of completion: 08 Months, Similar type of work: Any Civil Engineering work.

2.3 TENDER NO : DRM/ADI/52 OF 2015-16 for the work of Ahmedabad-Viramgam section:

Rebuilding of bridge No. 24, 29 DN, 33DN of Ahmedabad- Viramgam section and bridge No. 38
of Jhund- Kharagoda section. Approximate Basic Cost Rs. 8732750.00, Earnest Money
Deposit Rs. 174660.00, Tender Fee Rs. 5000/-. Period of completion: 09 Months,
Similar type of work: Any bridge work in running track or re- girdering work in
running track.
2.4 TENDER NO : DRM/ADI/53 OF 2015-16 for the work of Hiring of truck for maintenance

of track for Sectional Engineer (P.Way) Patan under Assistant divisional Engineer- Mehsana for
two years. Approximate Basic Cost Rs. 1446900.00, Earnest Money Deposit Rs.
28940.00, Tender Fee Rs. 2000/-. Period of completion: 24 Months.

4. TENDERERS CREDENTIAL:In support of their credentials, the tenderer should have to submit documents as
stipulated in tender document along with their tenders.
5. THE TENDERER SHOULD SATISFY THE FOLLOWING MINIMUM ELIGIBILITY CRITERIA FOR
ALL TENDERS COSTING ABOVE RS. 50 LAKHS AS UNDER:

The tenderer should have


physically completed at the
time of opening of tender in
the last Three financial years
(i.e current year and three
previous financial years).
The tenderer should have
received a total contractual
amount during the last three
financial years and in the
current financial year.

At least one similar single work for a


minimum value of 35% of advertised
tender value of work. The work should

support of which, the attested certificate
from Employer/Client, Audited Balance
Sheet duly certified by Chartered
Accountant etc. to be submitted with the
tender.

6. All photo copies should be enclosed with the tender form duly attested.
7. Certificate/Credentials issued by Private individual/Organization should not be accepted
8. The earnest money should be in cash or Bankers cheques /Demand Drafts in favour

of FA & CAO ,western Railway ,Churchgate , executed by State Bank of India or any
of the Nationalized Banks or by a scheduled Bank . The tenders not accompanied by
requisite earnest money deposit in acceptable form shall be summarily rejected.
9. Non-transferable Tender Documents for above works can be obtained from this office
on payment of non refundable tender fee as shown against each work (Rs. 500/- more
if required by post) up to 12.00 hours on the date of opening. The cost of the Tender
Fees may please be remitted with any Station Manager of the Railway and Money
Receipt be produced to obtain the Tender Documents. If the tender document required
through Post, the request application with Money Receipt for payment of tender fee,
must reach to this office well in advance i. e. before 10 days of opening date of tender.
In case, the offer is not accompanied with the valid tender fees, the tender will be
summarily rejected.
10. The NIT & Tender Documents can be seen & down loaded from Web site @
www.wr.indianrailways.gov.in While submitting down loaded Tender documents, the
tender fee will have to be submitted in form of Original Money Receipt obtained from
any Station Manager of the Railway or Demand Draft (Separate demand draft other than
that of Earnest Money) in favor of Sr. Divisional Finance Manager, Western Railway,
Ahmedabad payable at Ahmedabad to be enclosed with the tender form, failing
which, the tender will be rejected.

11. Railway reserves the right to reject any or all the tenders without assigning any
reasons thereof and no tender fee shall be refunded.
12. The successful tenderer shall have to submit a Performance Guarantee in the form
of an irrevocable Bank Guarantee, FDR issued by any Scheduled Bank amounting to 5 %
of the contract value (valid up to date of completion of the work+60 days ) within 30
(Thirty) days after the issue of acceptance letter (LOA) but before signing of the
contract agreement. (Bank Guarantees (BGs) to be submitted by the suppliers/
contractors should be sent directly to this office by the issuing Bank under
Registered Post A. D.).
13. (a) Extension of time for submission of PG beyond 30(Thirty) days and up to 60 Days
from the date of issue of LOA may be given by the Authority who is competent to sign
the contract agreement. However, a penal interest of 15% per annum shall be charged
for the delay beyond 30 (Thirty) days, i.e. from 31st day after the date of issue of LOA.
In case the contractor fails to submit the requisite PG even after 60 days from the date
of issue of LOA, the contract shall be terminated duly forfeiting EMD and other dues, if
any payable against that contract. The failed contractor shall be debarred from
participating in re-tender for that work.
(b) The successful bidder shall submit the performance Guarantee (PG) in any of the
following forms, amounting to 5% of the contract value:
(i) A deposit of cash, (ii) Irrevocable Bank Guarantee, (iii) Government Securities
including State Loan Bonds at 5% below the market value, (iv) Deposit Receipts, Pay
Orders, Demand Drafts and Guarantee Bonds. These forms of PG could be either of the
State Bank of India or of any of the Nationalized Banks. (v) Guarantee Bonds executed
or Deposits Receipts tendered by all Scheduled Banks, (vi) A deposit in the Post Office
Saving Bank, (vii) A deposit in the National Saving Certificates, (viii) twelve years
National Defense Certificates, (ix) Ten years Defense Deposits, (x) National Defense
bonds and (xi) Unit Trust Certificates at 5% below market value or at the face value
whichever is less.
(c) This P.G. shall be initially valid up to the stipulated date of completion plus 60 days
beyond that. In case, the time for completion of work gets extended, the contractor
shall get the validity of P.G. extended to cover such extended time for completion
of work plus 60 days.
(d) The value of PG to be submitted by the contractor will not change for variation up
to 25% (either increase or decrease). In case during the course of extension, value of
the contract increases by more than 25% of the original contract value, on additional
Performance Guarantee amounting to 5% (five percent) for the excess value over
the original contract value shall be deposited by the contractor.
(e) The performance Guarantee (PG) shall be released after physical completion of the
work based on Completion Certificate issued by the competent authority stating
that the contractor has completed the in all respects satisfactorily. The Security
Deposit shall, however, be released only after expiry of the maintenance period and
after passing the final bill based on No Claim Certificate from the contractor.

(f) Whenever the contract is rescinded, the Security Deposit shall be forfeited and the
Performance Guarantee shall be encashed. The balance work shall be got done
independently without risk & cost of the failed contractor. The failed contractor
shall be debarred from participating in the tender for executing the balance work. If
the failed contractor is a JV or a Partnership firm, then every member /partner of
such a firm shall be debarred from participating in the tender for the balance work
in his/her individual capacity or as a partner of any other JV/Partnership firm.
(g) As per amendment in The Bombay Stamp Act-1958 the contractor shall submit
performance Bank Guarantee as per revised stamp duty affixed on non judicial
stamp paper as under.

thereof for the amount secured by such deed, subject

(h) The engineer shall not make any claim under the performance Guarantee except for
amounts to which the President of India is entitled under the contract (not
withstanding and/or without prejudice to any other provisions in the contract
agreement) in the event of:
(i) Failure by the contractor to extend the validity of the performance Guarantee as
described herein above, in which event the engineer may claim the full amount of
the Performance Guarantee.
(ii) Failure by the contractor to pay President of India any amount due, either as
agreed by the contractor or determined under any of the Clauses/Conditions of
the Agreement, within 30 days of the service of notice to this effect by Engineer.
(iii) The Contract being determined or rescinded under provision of the GCC, the
Performance Guarantee shall be forfeited in full and shall be absolutely at the
disposal of the President of India.
