ICET 52nd WORLD ASSEMBLY

The 52nd ICET World Assembly will be held in San Diego, California, USA from July 16th - 19th, 2007. This year’s theme
is: Borders, Boundaries, Barriers and Frontiers: Promoting Quality in Teacher Education.
The conference will be held this year at the University of San Diego. Located on 180 acres overlooking the city of San Di-
ego, Mission Bay and the Pacific Ocean, the university campus is a community treasure, with Spanish Renaissance-inspired
buildings and breathtakingly beautiful landscapers. The city of San Diego is located along the US-Mexican border in the
southern part of the state of California.
In addition to providing a forum for teacher educators and policy makers from around the wold, the San Diego-Tijuana region
offers a rich cross-cultural experience for conference participants. This will be the first time that ICET is hosting it’s World
Assembly in North America and the San Diego region has a rich ethnic history, beautiful beaches, and a vibrant arts com-
munity. Participants will be invited to attend a variety of cultural trips including Old Town, the magnificent Balboa Park
museums and a visit to Tijuana, Mexico.

We regret that we must share with you the loss of a great leader in international education, Dr. Nancy Quisen-
berry. Nancy died this September after a battle with cancer. She served as president of ICET for two consecu-
tive terms and also was a leader in AACTE, ICET, NCATE, ATE, Rotary, and many other organizations. She
and her husband, Jim, worked in many projects around the world. We will all remember Nancy as a caring and
friendly individual who could never have enough time to interact with students and professors from any coun-
try. Her friendship and commitment to global education will be missed by all of us. Nancy will be honored at
our 2007 World Assembly in San Diego.

Central to the mission of ICET is the conducting of research in the area of teacher education. Currently we seek to achieve this mission by conducting
feasibility studies and program evaluations.
As a member of the Board of Directors, I have accepted the responsibility of developing a strategic direction for ICET’s research efforts over the
next three years. My first act in this role is to ask the question: Does our current research program reflect the strengths and weaknesses within our
membership?
I am seeking to compile a database of the research capacity of ICET’s membership. Below, and attached to this newsletter, you will find a sample
template that I invite all financial members to modify and complete. Other interested individuals can become financial members by accessing the
ICET website at: www.nl.edu/icet.
The Board will use the profiles to identify clusters of expertise /capacity for our research and academic writing efforts. In order to meet the next
newsletter deadline I would ask that you complete this task by January 1, 2007 and submit your file to the following address:

The February newsletter will include a report on the outcome of this exercise. The subsequent newsletters will contain reports from academics or
organizations about the threats and opportunities that exist for research into teacher education within their region. This information will be used to
inform the research goals of our organization.

PREAL Working Group on the Professional Development of
Teachers in Latin America

The PREAL Working Group on the Professional Development of Teachers in Latin America is a network of member
and associate centers, coordinated by Dr. Denise Vaillant (ICET board member). The group produces studies, regional
reports, executive summaries on best practices in the professionalization of teachers and a monthly newsletter. The
group organizes each year four regional workshops on teacher related issues, and will hold its next International Semi-
nar on April 18th and 19th in Cartagena de Indias, Colombia, to provide inputs for teacher policies in the region.
The IEA International Study on Teacher Education with a focus on mathematics held a recent meeting of National Research
Coordinators in the countries that will be participating in the study, at the Coordinating Centre, in Michigan State University.
The study will address the preparation of teachers at elementary and lower secondary education levels and will examine all
the contributing factors (national policies, costs, teacher education curriculum -pedagogy and mathematics-, teacher educa-
tors) examining the opportunity to learn that these offer to future teachers, as well as how much future teachers know and are
able to do professionally.
There are around 12 countries committed to the study in Asia (Singapore, Taiwan, Philippines), in Africa (Botswana) in Eu-
rope (England, Switzerland, Spain, Germany, Italy,) and in the Americas (USA, Mexico and Chile).
There is still room for more participating countries. If anyone , in other countries, is interested you may contact Professor

tion space will be in English; however, articles submitted in other languages will be published with a translation.
