Overview
2.1 Background
Unplanned events, such as parades or major assemblies, often result in network congestion and
the congestion state is unpredictable. In this case, network configuration optimization cannot be
performed in advance. With Automatic Congestion Handler, congestion relief actions can be
automatically performed in these scenarios.
2.2 Introduction
Automatic Congestion Handler monitors network congestion in real time. If network congestion
occurs, this feature automatically performs corresponding congestion relief actions based on the
congestion state. This relieves network congestion.
2.3 Benefits
This feature automatically relieves the congestion in scenarios where unplanned events occur,
thereby reducing the operation and maintenance workload. This improves system stability and
optimizes system performance.

Technical Description
3.1 Introduction
This feature monitors load-related measurement quantities for a cell in real time. If a
measurement quantity or a set of measurement quantities meets certain requirements, the RNC
determines that the cell is congested and performs corresponding congestion relief actions, which
can be implemented by activating existing congestion relief algorithms or adjusting the settings
of existing network configuration parameters.
3.2 Principles
When the automatic congestion control switch (ADAP_CELL_CONGEST_SWITCH under
the AdapAlgoSwitch parameter) is set to on, the RNC determines the congestion state of a cell
based on measurement quantities such as downlink non-HSPA power load, actual uplink load,
and number of users on the DCH.
After determining the congestion state, the RNC performs corresponding congestion relief
actions to improve the cell performance. Figure 3-1 shows the mapping between congestion
states and congestion relief actions.

Downlink power load of a cell: This measurement object includes the downlink non-HSPA
power load. For details about the downlink non-HSPA power load, see section "Load
Measurement" in Load Control Feature Parameter Description.
Uplink power load of a cell: This measurement object includes the actual uplink load and
number of users on the DCH.
NOTE
If the actual uplink load cannot be obtained, the rise over thermal (RoT) is used instead. For details about
the actual uplink load, see section "Load Measurement" in Load Control Feature Parameter
Description.
DTCH carried over the FACH: The state of the DTCH carried over the FACH determines
whether the FACH of a cell is congested.
Number of users on the FACH: This is determined based on the number of users in the
CELL_FACH state.
Table 3-1 lists the decision conditions for each measurement object.

l When the actual uplink load is greater than or equal to the
congestion triggering threshold for the actual uplink load and the
number of users on the DCH is greater than or equal to the
congestion triggering threshold for the number of users on the
DCH, the uplink power load of the cell enters the congestion
state.
l When the actual uplink load is less than or equal to the congestion
release threshold for the actual uplink load and the number of
users on the DCH is less than or equal to the congestion release
threshold for the number of users on the DCH, the uplink power
load of the cell exits the congestion state.
NOTE
l The congestion triggering threshold for the actual uplink load is greater
than the congestion release threshold for the actual uplink load.
l The congestion triggering threshold for the number of users on the DCH
is greater than the congestion release threshold for the number of users
on the DCH.
l The congestion triggering and release thresholds for the actual uplink
load are 7 dB and 4 dB, respectively.
l The congestion triggering and release thresholds for the number of users
on the DCH are 35 and 25, respectively.

The default value of the normal state threshold for the actual uplink load is
4 dB.
The default value of the normal state threshold for the number of users on
the DCH is 25.

Number of users
on the FACH
Normal state
When the number of users on the FACH is greater than or equal to
the normal state threshold for the number of users on the FACH, the
number of users on the FACH enters the normal state.
NOTE
The default value of the normal state threshold for the number of users on
the FACH is 15.
Light-load state
When the number of users on the FACH is greater than or equal to
the light-load state threshold for the number of users on the FACH,
the number of users on the FACH enters the light-load state.
NOTE
The default value of the light-load state threshold for the number of users on
the FACH is 5.

l When the uplink power load of a cell enters the congestion state, the
MaxUpaUserNumDynAdjFactor parameter is set to 50. This reduces
the maximum number of HSUPA users in a cell.

cell-level parameter UlBeTraffInitBitrate is set to D32. This
decreases the uplink initial access rate of R99 users that are processing
PS BE services.

value. This increases the maximum number of HSUPA users in a cell..
l When the uplink power load of a cell exits the congestion state, the
cell-level parameter UlBeTraffInitBitrate is reset to its original
value. This increases the uplink initial access rate of R99 users that
are processing PS BE services.

ON. This enables CS services of a user to preempt resources occupied
by PS BE services during the transition from CELL_PCH or URA_PCH
to CELL_DCH (P2D).

automatically reset to its original value.

during F2D state transitions.
l When the DTCH carried over the FACH in a cell exits the congestion
state, the RNC_F2D_RLC_SUSPEND_SWITCH under the
RRFACHCTRLALGOSWITCH parameter is automatically reset to
its original value.
P2D in FACH

When the number of users on the FACH enters the normal state, the
P2D_SWITCH under the RRFACHCTRLALGOSWITCH parameter
is automatically set to ON. This enables the RNC to switch the user from
the CELL_PCH or URA_PCH state to the CELL_DCH state when the
FACH is congested.
TVM-based P2D
When the number of users on the FACH enters the light-load state, the
RNC_TVM_BASED_P2D_SWITCH under the
RRFACHCTRLALGOSWITCH parameter is automatically set to ON.
This enables the RNC to trigger a P2D state transition for a user when
the RNC receives from the user a CELL UPDATE message with the
Traffic volume indicator IE set to TRUE or receives from the CN a
dynamic traffic volume measurement value that meets a specified
threshold.

System Capacity
Network configuration optimization cannot be performed in advance for unplanned events where
network congestion often happens. With Automatic Congestion Handler, congestion relief
actions can be automatically performed when cells are congested. This improves the system
capacity.
This feature involves multiple algorithms and functions. The impact of each algorithm or
function on the system capacity is as follows:
l
RRC connection release wait time parameter optimization: This function prolongs the time
a user of low-priority has to wait before sending a second RRC CONNECTION REQUEST
message and reduces additional resource consumption in the uplink in congestion scenarios.
When there are sufficient services, this action also increases the uplink traffic volume.
Cell HSUPA user number parameter optimization: This function reduces the maximum
number of online HSUPA users in a cell in congestion scenarios. The uplink throughput is
low in congestion scenarios and the power efficiency of R99 services is higher than that of
HSUPA services in low uplink throughput scenarios. Eventually, this action reduces the
resource consumption in the uplink. When there are sufficient services, this action also
increases the total uplink traffic volume.
Uplink or downlink initial access rate: This function decreases the initial access rate of R99
users that are processing PS BE services and reduces the power consumption per user in
congestion scenarios. When there are sufficient services, this action also increases the
number of users on the DCH and improves the system capacity. However, this reduces the
average throughput of a single user that is processing PS BE services.
Functions under FACH Congestion Control, such as RLC transmission suspension after
UL 4A, improve the utilization of FACH resources and therefore the system capacity.

5 Network Impact
Network Performance
The impact of each algorithm or function on the network performance is as follows:
l
RRC connection release wait time parameter optimization: This function prolongs the time
a user of low-priority has to wait before sending a second RRC CONNECTION REQUEST
message in congestion scenarios. This prolongs the response delay of these users.
Cell HSUPA user number parameter optimization: This function reduces the maximum
number of online HSUPA users in a cell in congestion scenarios. As a result, some HSUPA
users can be carried only on the DCH, affecting user experience.
Inter-RAT redirection: This function enables users to be redirected to the GSM network
after failing to access the UMTS network. This reduces the access delay for these users,
improving user experience.
Inter-RAT DRD: This function enables CS users to access the GSM network after failing
to access the UMTS network in congestion scenarios. This reduces the access delay for
these users and slightly improves the setup success rate of CS services.
l After this feature is enabled, some of the preceding functions take effect simultaneously and these
functions mutually affect each other. Therefore, the impact of this feature on system capacity and
network performance cannot be quantified.
l After this feature is enabled, the RNC dynamically adjust parameters and therefore the CPU usage of
the SPU subsystem slightly increases. The increase in the CPU usage is in direct proportion to the
number of cells enabled with this feature on the SPU subsystem. When all the cells on the SPU
subsystem are enabled with this feature, the CPU usage of the SPU subsystem increases by less than
3%.

Engineering Guidelines
Unplanned events happen. It is recommended that this feature always be enabled in this
scenario because network congestion often occurs and the congestion state is unpredictable
in this scenario.
A cell is congested. This feature helps relieve cell congestion and improves system capacity.
For details about how to determine whether the network configuration needs to be optimized
and whether a cell is congested, see section 6.2 Required Information
For the downlink power load, the value of the VS.MeanTCP.NonHS counter meets the
following formula: 10[(VS.MeanTCP.NonHS-MaxTxPower/10)/10] > 60%.
For the number of users on the FACH, the value of the VS.CellFACHUEs counter is greater
than 25 or the value of the VS.CellFACHUEs.MAX counter is greater than or equal to 30.

Rules of a function can be queried based on the name or ID of the function. For example, the
output of the following command shows that the RuleID of the N300/T300 parameter
optimization function is 501, 502, 503, and 504:

Run the RNC MML command ACT UIOPTRULE or DEA UIOPTRULE to activate or
deactivate rules of a function. A function is deactivated when all the rules of the function are
deactivated. Pay attention to the following when activating or deactivating rules of a function:
l For functions except the uplink initial access rate and downlink initial access rate, all the
rules of a function must be activated or deactivated simultaneously. You cannot activate or
deactivate a single rule of a function. For example, you need to activate rules 501, 502, 503,
and 504 simultaneously to activate the N300/T300 parameter optimization function and you
need to deactivate rules 501, 502, 503, and 504 simultaneously to deactivate the N300/T300
parameter optimization function.
l For the uplink initial access rate and downlink initial access rate functions, the rules are
activated as follows:
For the uplink initial access rate function, you can activate rule 516, 520, or 522 to
automatically set the UlBeTraffInitBitrate parameter to D32, D16, or D8, respectively,
when a cell is congested.
NOTE
Only one of rules 516, 520, and 522 can be activated. Otherwise, the uplink initial access rate function
cannot take effect. By default, rule 516 is activated and rules 520 and 522 are deactivated.
l For the downlink initial access rate function, you can activate rule 515, 519, or 521 to
automatically set the DlBeTraffInitBitrate parameter to D32, D64, or D16, respectively,
when a cell is congested.
NOTE
Only one of rules 515, 519, and 521 can be activated. Otherwise, the downlink initial access rate function

When the function of Cell HSUPA user number parameter optimization is enabled in a cell
where the uplink power load is congested, if the value of the VS.HSUPA.UE.Max.Cell
counter is greater than half the value of the MaxHsupaUserNum counter before the feature
activation, the value of the VS.HSUPA.UE.Mean.Cell counter decreases after the feature
activation.
When the maximum number of FACH users is greater than or equal to 30 before this feature
is activated and the function of increasing number of UEs on FACH to 60 is enabled, the
value of the VS.CellFACHUEs counter increases after the feature activation.
After this feature is activated, if the value of the VS.MeanRTWP counter does not decrease,
the total uplink PS traffic volume (the sum of uplink PS R99 traffic volume over the Iub
