GloBallast Partnerships in the Mediterranean

Global Technical Co-operation Project financed by the GEF (Global Environment


Facility) of the World Bank and implemented in six priority regions, including the
Mediterranean
Enhance knowledge, Regional capacity building (workshops / seminars/training courses)
and National capacity building in the region
Funding: GloBallast Project, REMPEC, IMO-ITCP and SafeMed Project
Regional Co-ordination Organization (RCO): REMPEC (shipping) in co-operation with RAC
SPA (biodiversity)
Lead countries (Jordan, Egypt, Croatia and Turkey) to lead the process, share and
replicate experience and strategy

Regional Task Force Meeting
The parties generally agreed that any regional institutional arrangements for BWM should
provide:
A consultative mechanism involving key stakeholders from the countries of the region.
Policy liaison amongst the countries of the region.
Harmonization of operational arrangements.
Ongoing effective communication and information-sharing mechanisms to avoid
duplication through parallel structures.
To develop the sections of the Strategy, the Task Force established five specific Focus
Groups, each led by a Contracting Party: risk assessment (Turkey), legal aspects (Croatia),
capacity building (Cyprus), policies and monitoring (Italy), and compliance, monitoring and
enforcement (Greece)

The parties agreed on a Draft consolidated text of the Strategy, the Strategy
contains an Action plan for implementation from 2012 till 2015, and Voluntary
Arrangements for ballast water exchange in the Mediterranean.

The Strategy was endorsed by the 10th Meeting of REMPEC Focal Points (May
2011) following some minor amendments

Draft Decision on the Strategy approved by the UNEP/MAP Focal Points Meeting
(December 2011)

Decision on the Strategy adopted by the 17th Ordinary Meeting of the Contracting
Parties to the Barcelona Convention (February 2012)

Workplan/Timetable for its implementation.
1. Support international instruments developed to minimize the introduction
of invasive alien species in the Mediterranean
2. Maintain capacity-building activities and initiatives in the Mediterranean
Region
3. Develop advanced knowledge on environmental condition of the Mediterranean
and ships mediated introduction of invasive alien species
4. Use risk assessment as a reliable tool to assist in ballast water management
decision-making and in compliance, monitoring and enforcement procedures
5. Decide upon voluntary regional arrangements in the Mediterranean and ensure
sub-regional and national strategies are in line with these
6. Consider other regional seas strategies and initiatives
7. Keep the Strategy and Action plan under review and assess their implementation
progress
8. Work on the identification of adequate resources to implement activities
under the Strategy and Action Plan

THE MEDITERRANEAN SEA AND THE NORTH-EAST ATLANTIC AND/OR THE BALTIC SEA

Vessels leaving the Mediterranean Sea to destinations in the North-East Atlantic or the Baltic
Sea should conduct exchange as D-1 Standard
Vessels entering the Mediterranean Sea from the North-East Atlantic or the Baltic Sea to
destinations in the Mediterranean Sea, the Black Sea, should conduct exchange as D-1
