Millions of peasants and smallholders across the globe are each year thrown
off their rural land by big agribusiness, by corporate export farming, by the
rational dynamics of the neoliberal world market; these people lose the
means to feed themselves as well as the means to make a little money. So
they come to an alien habitat they can little afford or understand, a habitat
which is now strangely neither meaningfully urban nor exclusively rural, but
a blurring of both realities, a new reality the result of a push-pull effect, a
vicious process of dispossession, sucking people into the city while spitting
other out of the gentrifying center, forcing poor urban old-timers and
vulnerable newcomers to embrace each other out on the periphery, out on
assorted zones of social marginalization, out on the global banlieue. The
urbanization of the world is a kind of exteriorization of the inside as well of
the interiorization of the outside: the urban unfolds into the countryside just
as the countryside folds back into the city. (MERRIFIELD, 2001, p. 469)
O autor chama a ateno para o fato de que a centralidade capitalista cria a sua
prpria periferia que, no entanto, no pode ser reduzida a uma polaridade entre
urbano/rural, Norte/Sul ou mesmo moderno/arcaico. O que ocorre que a valorizao
do solo renda da terra e preo de propriedades atrai investimentos e acaba
subalocando recursos para outras regies, criando uma periferia. Mas to logo a atrao
da nova centralidade comea a atrair atividades do circuito secundrio essas reas
comeam a se desvalorizar, iniciando-se uma dinmica incansvel de construo de
centros e periferias sempre em crise um em relao ao outro.
Therein centrality creates its own periphery, crisis-ridden on both flanks. The
two worlds center and periphery exist side-by-side everywhere, cordoned
off from one other, everywhere. The menace, Lefebvre says (1989, p. 16), is
that this amorphous monster we call the city becomes a planetary
metamorphosis totally out of control. (MERRIFIELD, 2011, p. 469)
No fenmeno urbano moderno que j supera em muito aquele que lhe deu
origem (o fenmeno da industrializao) cidado e habitante das cidades no mais
coincidem:
City-dwellers now live with a terrible intimacy, a tragic intimacy of
proximity without sociability, of presence without representation, of
encounter, without real meeting. The tragedy of the urban-dweller is a
tragedy of having hoped excessively, and of having these hopes serially
dashed. (MERRIFIELD, 2011, p. 469-470)
given that those with power and wealth have long suburbanized themselves,
long ago fled the center in favor of the periphery, leaving to the dispossessed
the task of reassembling of motley shards of downtown centrality. Powers
own centrality, meanwhile, is now somehow a de-centered centrality, a multinodal superiority, global in its polycentric potency, rendering hopelessly
archaic Lefebvres singular demand. (MERRIFIELD, 2011, p. 470)
{E se pensarmos aqui que o direito cidade passa justamente pela definio de um novo
ator poltico que no seja o cidado da modernidade?}
Qual a real ligao entre a luta pelo direito cidade, a luta pela reapropriao da
cidade e a resistncia aos atuais fluxos de capital em sua forma neoliberal (flexvel,
voltil e financeirizada)? Como uma estratgia urbana afeta os ciclos de acumulao do
capital (fonte da produo do espao desigual que hoje presenciamos atravs de
mecanismos de despossesso via mercado)? Esta uma dvida nutrida pelo autor. Essa
dvida levada adiante quando se observa que, na histria revolucionria do mundo, a
cidade foi a culminao dos movimentos sociais e populares ao invs de ser sua origem,
seu catalisador. A cidade seria antes uma forma vazia, um lugar simblico que marca o
fim, a vitria, mais do que o incio. E pior, por sua forma vazia, a cidade seria menos
uma radicalizao e mais uma neutralizao dos elementos populares. A cidade surge,
assim, como o anti-dialtico, a vitria do trabalho morto sobre o trabalho vivo, a
inibio da prxis; a prpria cidade surge como alienao.
O autor julga que direito cidade talvez seja um conceito muito vago, ao
mesmo tempo, muito restrito para direcionar uma nova prxis revolucionria. Seria um
conceito insuficiente para mobilizar aqueles que vivem na cidade, mas que no possuem
um passado, nem perspectiva de um futuro. Que vivem em uma espcie de suspenso.
Haveria, portanto, no pensamento lefebvriano algum conceito poltico mais potente que
o de direito cidade? Ele mesmo responde:
Maybe his idea of encounter can spawn a different way of conceiving the
urbanization of the world, and of straddling the dialectic between the lived
and the world historical. (MERRIFIELD, 2011, p. 473)
though when things explode, when they really erupt, when the proverbial shit
does hit the fan, its invariably by surprise. (MERRIFIELD, 2011, p. 474)
rapidamente pelo conjunto de corpos, criando uma rede espontnea de aes e reaes
autnomas e simultneas.
Participants will congeal not only as a singularity sharing their passions and
affirming theirs hopes, but as a force that creates its own historical space. For
in any politics of encounter, its not in space that people act: people become
space by acting. Nothing is scenic anymore, nothing is necessarily urban;
nothing is frill or redundant, alienating or thing-like, all action, all human
connectivity, each body, if it really connects, literally fills the space; action
breathes, and participants own bodies become the major scenic element, the
spatial form as well as the spatial content. (MERRIFIELD, 2011, p. 475)
{Acho que existe, na argumentao desse autor, certos exageros em algumas partes
(especialmente em relao da dissoluo da poltica no momento e da dissoluo total
de quase toda determinao material, em uma postura caricaturalmente ps-moderna) e
em outras uma incompreenso, a meu ver, do que Lefebvre chama de cidade
(especialmente de urbano). Mas parece-me acertada a ltima parte da citao na qual ele
chama a ateno para o fato de que a forma espacial tanto quanto o contedo espacial
objeto de disputa poltica, de deturpao pelo momento poltico do encontro.}
Por fim o autor pretende enterrar o conceito de direito cidade recorrendo ao
prprio Lefebvre:
If a concept didnt fit, somehow didnt work, Lefebvre insists that we should
always ditch that concept, abandon it, give it up to the enemy. Indeed, for
Lefebvre, the whole political utility of a concept isnt that it should tally with
reality, but that it enables us to experiment with reality, that it helps us
glimpse another reality, a virtual reality thats there, somewhere, waiting to
be born, inside us. A politics of encounter forces us to encounter ourselves,
concretely, alongside others; it doesnt make a facile, abstract claim for
something thats all around us and which is already ours. (MERRIFIELD,
2011, p. 475)
