You are given a task by the mayor of your hometown to evaluate and give suggestion on how to
plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation and
suggestion.

SOLUTIONS :
The Local Agenda 21 needs cooperation of many parties. It includes society, private sector and
local authorities. So each part has their basic own role. These are some of them
1. Individual or Society

Give cooperation to any program or event that private sector or local authorities
invented.

Mass media need to announce the activity relate to this sector.

2. Associations and Companies

An association of Local Agenda 21 need to be established to focus on the vision

of this principle for the hometown

Any companies surround my hometown need to be alert to the necessity of the

resident of the hometown by providing the requirement for the residents.

3. Government representative or local authorities

Doing campaign and kind of same activity or event relate to Local Agenda 21

Making collaboration within the authorities to execute any activities.

There are six key elements of Local Agenda 21. Based on these, the evaluation and suggestion
are committed.

1. Managing and improving the local authoritys own environmental performance

Evaluation

For my hometown, the environmental performance should be upgraded and attention

is needed as it still lack of proper implementation.

Suggestion

It need corporate commitment by cooperating with related local authorities to carry

out campaign for staff training and awareness rising among the residents. They
should plan a good environmental management system and environmental budgeting
based on the capability and aim for our hometown. Policy integration also needs to be
applied across the sectors.

2. Integrating sustainable development aims into the local authority policies and
activities.

Evaluation

The term of sustainable development should be integrated and implement in project in

my hometown.

Suggestion

The need of implementation of sustainable development in very good way in order to

appreciating our nature and preserves it. It still needs a very good collaboration of the
local authorities and the resident. But still the private sector need to help in
commercialized it and hold the events. The local authorities should plan policies that
the vision is based on sustainable development. Some of the activities that can be
apart of the programme are green housekeeping and housing services. They should be
plan the policy like transport policies and programmes that encourage the use of
electric or hybrid car that more environmental friendly. After all these it needs the
cooperation of all parties.

3. Awareness raising and education

Evaluation

My hometown needs an improvisation regarding on the awareness raising and

education

Suggestion

Good access to high quality public, social and cultural facilities will contribute a great
deal to the improvement of the quality of life of the residents. District Hall of Jeli can
provide good governance by recruiting the participation of residents in the
improvements of their living environment.

The public participation should assist in achieving sustainable development

in

optimal utilisation of available resources environment, should be promoted and

enhanced.

The public should be also encouraged to adopt the 3R concept of Reduce, Reuse,
Recyle. Such programmes can be organised at a neighbourhood level. The policies
that have been formulated and the guidelines to be drafted, shall from the basis for a
comprehensive framework to guide, control, and manage new development and
improvement works in Jeli.

4. Consulting and involving the general public.

Evaluation

This element has been implemented

through the area. They may included

residents/ tenants associations., youth club, senior citizen group, sports club,
activity/hobby societies, environment/conservation organization.
Suggestion

All parties, in particular local authorities should be more innovative, transparent

and efficient in promoting urban development that is of quality, healthy,
competitive and progressive.

The concept of eco-partnership, which places emphasis on the concerted efforts of

various stakeholders such as private enterprises, various government agencies and
community based and non governmental organisations (CBOs and NGOs) to
carry out study activities aimed at increasing on sustainable environment, should
be promoted and enhanced.

Setting up a special environmental or local agenda 21 forum to discuss and

propose solutions to environmental problems that can be involve representatives
of group.

5. Partnership
Evaluation

The implementation should be encouraged in my hometown.

Suggestion

Partnerships can be done by doing meetings, workshops and conferences. And all
these must be based on sustainability development. It will be more efficient if the
residents working in groups or advisory groups. Round the tables should be done to
go through any issues arising from any members. A plan on how environment city
model should be improvised can be good idea as Local Agenda 21 is promoting
sustainable development.

Partnership should have concrete value addition to the implementation process and
should be new that is, not merely reflect existing arrangements.

Partnership should bear in mind the economic, social and environmental dimensions
of sustainable in their design and implementation.

Partnership should be based on predictable and sustained resources for their

implementation include mobilizing new resources and, where relevant, result in
transfer of technology to and capacity building in, developing countries.

6. Measuring, monitoring and reporting on progress towards sustainability

Evaluations

There is no implementations in my hometown.

Suggestions

Those who choose to register their partnership should provide transparent,

participatory and credible information and reporting focussing on their contribution to
the implementation of goals, objectives and targets of Local Agenda 21.

Such reports which should be in writing , could be also include an update of progress
towards stated objectives, lessons learned, identifications of opportunities, problems,
constraints and proposed solutions. Registered partnership should submit a regular
reports, preferably at least on a biennial basis.

The policies that have been formulated and the guidelines to be drafted, shall form the
basis for a comprehensive framework to guide, control and manage new development
and improvement works in Jeli. In order to implement these measures, the
Environment Unit under the Health Department of District of Jeli should be
strengthened and facilitate coordination with other stakeholders both inside.
