Problem
A natural meandering stream originating
somewhere near the foot of Margalla hills
making its way through F-6 and G-6
sectors enters into R&J garden on its
journey to Korang River. This is the
natural course of the stream for carrying
rain and storm water. However, with the
passage of time the stream became a
sewerage drain for F-6, G-6 and nearby
settlements (markets, etc) for carrying 34 cusec grey & black water to the River.
Open sewage drain creates an ugly look
and bad odor to otherwise fresh air of the
garden. This was an unfortunate situation
for the citizens of Islamabad and visitors
of the R&J Garden.
One part of the garden mostly remain
with out the visitors presence or walk
because of the smell and unpleasant look
of the drain and area. It is directly an
economic loss or under utilization of the
public place in middle of the city. It
needs proper attention for its best
utilization
Solution
PARC management facilitated CDA
relevant authorities to demonstrate and
elaborate the concept of bio-remediaiotn
for treatment of wastewater, which was
developed by one of its institutes,
National Institute of Bio-remedition NIB
at NARC.
NIB applied the bio-remediation
technique to treat the local campus of
NARC's wastewater and also created such
facility to treat the wastewater of Chak
Shahzad. At this bio-remediaiotn facility
treates about one cusec of wastewater
from the sector Chak Shezad and it is
being utilized it at NARC for irrigation
purposes.
NIB of NARC took the task and with CDA
started ground work in the mid of 2014 to
establish a bio-remediation wastewater
treatment facility to manage the
wastewater entering into R&J Garden.
The Core funding of the project was
provided by Ministry of Food Security and
Research, through RADP, PARC. This
funding was only for the establishment of
bio-remediation facility to treat
wastewater for irrigation. For the
establishment of FSCC&B Theme Park the
resources are being generated from
private and development sector
organizations and these already played
their role in the project like NBS, SMET
UFC, JB, SE, and Fazal Steel.

Bio-remediation is a naturally occurring
Gar
phenomenon in which different plant species
accumulate heavy metals, inorganic, toxic and
NARC
hazardous substances from water and soil and reclaim
them for reuse. Similarly there are many kinds of microbial
strains including aerobic and anaerobic, which degrade the organic
pollutants into non-toxic smaller fractions. These microbes also accumulate certain heavy metals including
chromium, mercury, lead, zinc etc. Certain microbes produce such extracellular enzymes which chelate the
heavy metals and due to sedimentation of chelates along with the removal of various other pollutants the waste
water becomes t for irrigation. This entire phenomenon is known as biodegradation. The application of
biodegradation for waste water treatment and soil reclamation is called bioremediation.

Public parks or gardens are common places for the communities to have fun
time with their families and friends to regenerate their energies. As it is
earlier mentioned about the location and importance of Rose and Jasmine
Garden, a domestic wastewater drain passes through this garden and damages
its scenic beauty and smell overcomes the fragrance of rose and jasmine
owers.
NIB, NARC with the cooperation of CDA took the initiative to introduce bioremediaiton technology for wastewater treatment and developing Theme Park
to demonstrate various themes of environment friendly living and healthy food
production.

Progress Overview
Federal Secretary MNFSR Mr. Seerat Asghar, Chairman CDA, Mr. Maroof Afzal, Chairman PARC,
Dr. Iftakhar Ahmed and Member Environment CDA, Mr. Mustafeen Kazmi, visited the project &
advised to expedite the work on Food Security, Climate Change & Bio-remediation Them Park.

The executive order, titled the Pakistan Capital Regulation was rst passed
on June 14, later to be superseded by the CDA Ordinance, issued on June
27, 1960. This ordinance laid down the charter of the edgling
organization CDA, chaired by the then President, General Muhammad Ayub
Khan, dened its jurisdiction, powers duties, functions and
responsibilities. The location, after signicant research and several reports
on various settings for the capital, was chosen adjacent to the garrison
city of Rawalpindi. And the city was named Islamabad. The City of Islam,
Land of the Pure. CDA works under the Cabinet Division of Pakistan.
The CDA Board of Governance comprises of Six Board Members, one each
for Planning, Finance, Administration, Estate, Environment and
Engineering, and the Chairman. The CDA is responsible for coordinating all
endeavors for the development of the whole of the capital region so that
the unity of purpose is ensured at all times. Within Islamabad area, the
CDA is not only the planning and coordinating Authority but also the
executive Authority.

Mr. Yousaf Riaz initiated the concept of Bio-remediaiton at NARC in 2008 and joined NIB as founding director in
2009. NIB mandate is to conduct research and development for biological treatment of wastewater for irrigation.
NIB has replicated the concept directly and through NIB trained organizations at 86 sites at country level. NIB has
water quality laboratory, it provides services nation wide and facilitate students for their research activities.
