Introduction

An expatriate (sometimes shortened to expat) is a person temporarily or permanently residing


in a country and culture other than that of the person's upbringing. The word comes from the
Latin terms ex ("out of") and patria ("country, fatherland").
In other words,
An expatriate is someone who has chosen to live in a country other than the one in which he or
she legally resides. Most often, an expatriate is a citizen of a Western nation who has chosen to
live in a non-Western country, such as one in South America, Asia, or Africa. Occasionally,
someone who is living in a different Western country than the one in which he or she has
citizenship is referred to as an expatriate, but this usage is less frequent.

Scope
There are various scope of this report. Because there are a lot of information which may
use in

Different research project


Any researcher can get information about expatriates facilities , their problems ,
way of solving these problems etc.

Any kind of survey


If any organization or any person want to know about expatriate remittance, how
Bangladesh can increase facilities etc.

In expatriate ministry of Bangladesh


Ministry of Expatriate of Bangladesh can use this report and they also get
information about expatriate and can apply the way of expanding facility of expatriate .

People who want to go abroad


If any people who want to go abroad ,want to know any question about
expatriate in detail , he/she will be benefited from it .

Objectives

The objective of preparing this report is given below

1. To study about expatriate of BangladeshThe first objective of preparing this report is to study about the expatriate of
Bangladesh . Because a large sector of Bangladeshi people are working in abroad .So they
are the assets for Bangladesh .

2. To study about economic condition of expatriateThe second objective is to study about economic condition of expatriate . Here we
learn about how they earn , their life style .

3. To know about relationship between expatriate and HRMExpatriate are the Human Resource for an organization . So to manage this Human
Resource , Human Resource Management is necessary . Human Resource Department
manage this large sector .

4. To know about the problems which expatriate face in their working placeExpatriate face so many problem in their working place as well as their living
place. They may face communication problem , office socializing , Understanding the law ,
high rate of tax etc .

5. To identify the responsibility of this sectorFor this sector, government can take large responsibility to maintain and operate
it. Government have to keep good relation with other country and have to provide the
facility to expatriate with information technology.

6. To identify the way of expanding expatriates facilityIn this report we also identify the way of expanding facility for the expatriate. It
may be provide training, learn the language, know about the law , job pattern etc .

7. Find out the relation between expatriate and politicsIn this report we collect some relation between expatriate and politics. In our country
different political party provide different facility to expatriate. They (political party) have good
relation with different countries government.

8. Find out the way of solving expatriates problem which they face in their
working place
In this report we identified some way to solve these problems. It may be providing
good facility to the expatriate, contract with foreign government.

Source of data

There are two sources to collect data. But we use only secondary source to collect data
about this topic. Here all data are collected from secondary source (Internet).

Limitation of the report

Every job has some limitation to perform it properly. We also face some limitations when
collecting data and preparing this report. Limitations of this report are as follows
1. The main limitation of the study is that we did not use primary data/information.
2. Despite these limitations, in this report, we summarized some detail information.
3. In this report we could not use recent information about this topic.
4. We face some problem when collecting data from internet.
5. It is so much time consume for us to prepare the report.
6. We followed some limited pattern to prepare this report.
7. There are so many web addresses where we could not get permission to enter for
accurate
information.

Relationship between expatriate and HRM

Expatriate are the large source of international human resource for an


organization .Since Human Resource Management deals with Human Resource and expatriate
are Human Resource, so there must be a relation between expatriate and HRM.
International Human Resource Management concerns with human resource
problems of Multinational firms in foreign subsidiaries (such as expatriate management). As
multinational Corporations (MNCs) increase in number and influence the national economy, so
the role of Expatriate in those MNCs grows up.

Relationship between expatriate and politics

There is a relation between expatriate and politics in our country as well as


abroad. Different political partys has harmonious relation with some countries. An expatriate
can get more facilities if our countrys political party (who is in power) has good relation with
the country where he/she (expatriate) live.

The political commitment to the close relationship has been translated into
action through bilateral agreements covering economic, technical, and cultural cooperation.
Conclusion of further agreements in the areas of trade & investment, customs & taxation, and air
services etc. strengthening and expanding the relations between our countries further.

Importance of this report for Human Resource of Bangladesh

Bangladesh has surplus human resources in a wide range of professions and


expertise. Non-resident Bangladesh is including expatriate workers send valuable foreign
exchange to Bangladesh as remittance. Overseas employment contributes to Bangladeshs socio
economic development by contributing to the expansion of employment opportunities and
earning of foreign exchange.

It is gratifying for Bangladesh to be able to provide necessary human


resources to the different countries.

The community who get more facility

A 2011 survey shows that 35 percent of Bangladeshis aged 15-24 want to move
permanently abroad. But there are so many people who move permanently in abroad.

There is a large sector who get more facility from the people who live in abroad. These
are as follows

Expatriate it self
Expatriates family
The government of his/her ( expatriate ) country
The organization where he/she ( expatriate ) work
The country where he/she( expatriate ) live

Expatriate it self
Expatriate get comparatively more facility, because he/she work in an organization
may provide mote salary, he/she can lead a batter life , can increase his capital etc.

Expatriates familyExpatriates family also get more facility. They get money from the person
(Expatriate).

The government of his/her ( expatriate ) countryThe government get remittance from the expatriate every year . It increase the
foreign reserve of the country.

The organization where he/she ( expatriate ) workBy providing mental and physical effort, an expatriate help the organization to
more production. Expatriate also provide some innovative idea which are more important
for the organization.

The country where he/she( expatriate ) liveAn expatriate contribute to a countrys development more effectively .

Way of expanding facilities

There are so many way of expanding facilities of expatriates. These ways are stated in the
bellow

Government must keep good relation with the country where Bangladeshi people
work.

Governments have to permit the trained, skilled and capable people to go abroad.
Expatriate must provided legal way of transferring remittance.
Government must ensure the right of employees who work in abroad and ensure
the welfare of employees.
Give facility to the expatriate to invest in our country.
Ensure the best security of their investment.
Government should accept their demand and try to fulfill it.
To ensure easy communication with government.
Organize cultural program entertain them.
To ensure information technology for new applicants.

Problems of this sector

Expatriates face different type of problems in their work place or where they live ( in
abroad ) .These problems sometimes force them to move their own country . These problems are
identified bellow

Communication

It is one of the most serious problems for new expatriate. For a new comer it is
difficult to communicate with each other properly. For this he/she (expatriate) cannot
express himself completely
.

Office socializing
The first time expat may face office socializing problem in abroad. Like most
western country have a heavy drinking culture, so they drink in the office also.

Understanding the law


Different countries laws are different also. If a expat do not know the law of
that country he/she have to face difficulties.

Workplace as home
The "workplace" is often experienced differently in Western countries the
amount of time an expat spends with his coworkers.

Temporary job
There are many countries who do not allow expatriate to permanent job.
For this they (expatriate) have to stay with unsecure job.

High rate of tax


Most of the countries tax rate is high. They cut tax about1/3 of the
expatriates income.

Responsibilities for this sector


Responsibility is anything which is legally imposed to someone or some
authority. So for this sector the government of our country also has some
responsibility. These responsibilities are as follows .

Government of our country must take this responsibility for this sector .
It (government) must provide security to expatriate.
Government must take necessary step to give them better service.

Way of solving these problems

To provide proper working condition to the expatriate the government of our country
must take some step to solve these problems .These ways are discussed bellow

Learn the language


People must learn the language of that country where he/she want to go .It
makes him/her more skilled to communicate with each other.

Know about the law


People have to know the law about that country where he wants to move. Ti
helps him act properly.

Trained and skilled person


Government must provide training to the people who want to go abroad
before they get passport and visa.

Health checkup
Every applicant must checkup his health condition.

Identify new country


Government should identify new country which is searching Human
Resource from outside of the country.

Contractual agreement
Government should contract with the other countries government to take
Human Resource from our country.
